Notably, Hanoi and Ho Chi Minh City will apply stricter emission standards than other provinces and cities across the country.
Specifically, the new draft standard divides automobile emissions into 5 levels, of which level 5 is the level with the strictest standard requirements.
As planned, cars manufactured from 2022 will apply level 4 from January 1, 2026. Cars registered in Hanoi and Ho Chi Minh City will apply level 5 from January 1, 2027; other provinces and cities will apply from 2028.
Also according to the proposal of the Ministry of Agriculture and Environment , cars manufactured since 2017 will apply level 4 in two major cities (Hanoi and Ho Chi Minh City) from January 1, 2026; while other provinces only require level 3.
Thus, Hanoi and Ho Chi Minh City will soon “tighten” emission standards more than other localities. This is also understandable and completely appropriate, because these two big cities are places with high traffic density and the highest air pollution in the country.
For cars manufactured from 2017, registration in other provinces and cities will apply level 3 from January 1, 2026.
Cars manufactured before 1999 apply level 1 and cars manufactured since 1999 apply level 2, from the effective date of this decision.
In addition, the Draft Regulation on the roadmap for applying emission standards for automobiles circulating in Vietnam also clearly assigns responsibilities to ministries and branches.
Specifically, the Ministry of Construction will take the lead in inspecting and certifying vehicles that meet emission standards and supervising vehicle registration activities. The Ministry of Industry and Trade will develop a fuel supply plan in accordance with the new standards and submit it to the Government in September 2025. The Ministry of Science and Technology will amend regulations related to fuel and emission measuring equipment. The Ministry of Public Security is responsible for inspecting, supervising and handling violations.
In particular, the draft regulation allows localities to proactively tighten emission standards more than general regulations, ensuring compliance with the Law on Environmental Protection and local socio-economic conditions.
It is expected that the Ministry of Agriculture and Environment will submit to the Government for promulgation of regulations on the roadmap for applying national technical regulations on automobile emissions in circulation in Vietnam around mid-2025.
Therefore, car users should update information about this new regulation to grasp and soon have solutions to avoid violations./.
