The overall objective of the Plan is to directly contribute to the goals of sustainable agricultural and rural development, the goals of reducing greenhouse gas emissions and adapting to climate change, conserving biodiversity, sustainable forest management, transitioning to a green economy and circular economy; promoting sustainable livelihood development for local people and communities, ensuring food security and environmental protection, thereby implementing the commitments of the Glasgow Declaration.
Strictly manage natural forest area
Specific goals by 2025: strictly manage existing natural forest areas, minimize conversion of natural forest use to other purposes, and gradually limit forest and land degradation.
By 2030, basically reverse deforestation, forest resource degradation, land degradation and desertification, ensure harmonious development of sustainable agricultural and forestry production associated with agricultural and rural development, and effectively contribute to the implementation of the commitment to reduce greenhouse gas emissions determined by the national self-determination (NDC).
At the same time, strive to restore and upgrade the quality of poor natural forests to 10% by 2025, reaching 20% by 2030, contributing to reducing the proportion of poor natural forests and increasing the proportion of medium and rich natural forests; improving the effectiveness of biodiversity conservation and protection capacity; improving productivity, economic efficiency and sustainability of planted forests and agricultural crops; the area of forests certified for sustainable forest management will reach 0.5 million hectares by 2025, reaching 1.0 million hectares by 2030.
Perfecting institutions and policies to promote the development of production and consumption of sustainable agricultural and forestry products that do not cause deforestation, land degradation and desertification; enhancing resilience and reducing vulnerability to climate change; developing the agricultural and forestry economy towards multi-purpose, low-emission, circular and green economy.
No deforestation and land degradation
To achieve the above goals, the Plan sets out key tasks and solutions such as: Conserving and accelerating the process of forest and terrestrial ecosystem restoration; developing and perfecting domestic and international trade policies, promoting the development of sustainable production and consumption of goods to achieve common benefits, without causing deforestation and land degradation.
At the same time, implement solutions to reduce the vulnerability of forests and land; enhance resilience and improve rural livelihoods through community empowerment, strengthen land management systems, develop sustainable agriculture, enhance the multi-purpose value of forests; and ensure the rights of people and local communities in accordance with Vietnamese law and international practices.
Develop and effectively implement policies and programs for sustainable agricultural development, ensuring food security and environmental protection.
Enhance access to, mobilization and effective use of domestic and international financial resources, public-private partnership to develop agricultural and forestry production and sustainable forest management, conserve and restore ecosystems, support local communities and ethnic minorities.
At the same time, integrate financial resources to limit deforestation and forest degradation, have effective and efficient mechanisms and policies to accelerate the transition to a resilient economy and achieve international goals on forest management, sustainable land use, biodiversity conservation and climate change response.
