During his lifetime, President Ho Chi Minh paid great attention to personnel work. He repeatedly emphasized that personnel are the root of all work.

Whether power is used properly or not depends largely on the cadres. To have good cadres, first of all, cadre work must be done well.

Staff is the root of all work.

The Vietnamese revolutionary practice has proven that the Party's position, prestige, and strength, high or low, strong or weak, depends mainly on the Party's cadres in the political system.

During the process of leading the Vietnamese revolution, our Party has been strong because it has always trained a team of cadres from the central to local levels that are strong in all aspects.

Cadre work and cadre team building are particularly important political tasks that our Party regularly pays attention to, leads and directs. Our Party has repeatedly emphasized: Party building is a key task and cadre team building is the “key of the keys” task.

Associate Professor, Dr. Le Thi Thanh Ha - Deputy Director of the Institute of Sociology and Development, Ho Chi Minh National Academy of Politics, affirmed that this is completely correct and has a theoretical basis from Ho Chi Minh's ideology.

During his lifetime, President Ho Chi Minh emphasized many times: "Cadres are the root of all work;" "All success or failure depends on good or bad cadres;" at the same time, whether power is used properly or not depends largely on cadres.

Because “cadres are the chain of the machine. If the chain is not good, not running, then even if the engine is good, even if it runs the whole machine will be paralyzed. Cadres are the ones who carry out the policies of the Government and organizations among the people. If the cadres are bad, good policies cannot be implemented.”

To have good cadres, first of all, we must do well in cadre work. These thoughts of President Ho Chi Minh still retain their value and meaning in the current context.

The 13th Party Congress affirmed: “Strengthening Party building in terms of cadres. Focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task. Perfecting institutions and regulations on cadre work, title standards, criteria and cadre assessment mechanisms. Building a contingent of cadres, first of all leaders with strong political will, pure ethics, outstanding capacity, always innovating, creative, daring to think, daring to do, daring to break through, daring to take responsibility, having high prestige and being truly pioneers, exemplary, being the nucleus of solidarity.”

Right in the first meeting of the Personnel Subcommittee of the 14th Party Congress, General Secretary Nguyen Phu Trong emphasized that the personnel work must objectively and accurately select factors that are “both virtuous and talented, in which virtue is the root.” “The personnel work of the congress is extremely important but also extremely complicated, difficult, and heavy, requiring the Central Executive Committee, the Politburo, the Secretariat, and the entire political system to work with a very high sense of responsibility, with great determination and effort, with a truly fair, objective, and scientific approach, putting the interests of the nation, the Party, and the people above all else.”

Dr. Le Trung Kien - Ho Chi Minh Institute and Party leaders of Ho Chi Minh National Academy of Politics emphasized that the issues he taught during his lifetime still retain their relevance today, when placing cadre work as the key work of the Party and cadre training as the fundamental work of the Party.

He required each cadre and party member to clearly recognize political responsibility associated with ethical responsibility so that when holding leadership and management positions, they need to understand that "power belongs to the people", the people entrust them with the responsibility of glorious tasks, so each cadre must be aware of the power to serve the Fatherland and the people wholeheartedly.

Practice revolutionary ethics throughout life

Associate Professor, Dr. Le Thi Thanh Ha said that the majority of cadres, civil servants and public employees have a firm ideological stance, pure morality, a simple and exemplary lifestyle, a sense of training, striving, completing assigned tasks well, being dynamic, creative, adapting quickly to integration trends, and having the ability to work in an international environment.

In particular, Party and State leaders at all levels must have capacity, qualities, and prestige, especially strategic-level officials who have innovative thinking, the capacity to plan policies and lead and direct their implementation.

However, the cadres in the political system are numerous but not yet strong. The capacity of the cadres is uneven, and in some cases is limited. A number of cadres and party members violate ethics, lack responsibility, causing serious consequences.

There are many causes, including both objective and subjective causes. Assuming that the subjective cause is the main one, Associate Professor, Dr. Le Thi Thanh Ha cited that currently there are a number of cadres and party members who have degenerated, changed, lost their ideals, lost their will, promoted individualism, group interests, lacked exemplary behavior, were patriarchal, bureaucratic, distant from the people, and were not truly attached to the people, leading to failure to fulfill their duties to the Party and the people.

Sharing his views, Dr. Le Trung Kien affirmed that the current personnel work is done methodically, meticulously, carefully, scientifically and has promoted the strengths, qualifications, capacities, and qualities of each individual and collective.

That brings great achievements and prosperity to the country, prestige and glory to the Party and regime throughout the journey of promoting the innovation process.

That is the result of collective leadership rich in intelligence, creativity and enthusiasm; it is also the dedication and contribution that shows the mark of individuals through the congress terms.

However, according to Dr. Le Trung Kien, besides the achieved results, there are also inevitable limitations and shortcomings, stemming from subjective and objective factors.

The most important cause is the manifestation of degradation in political ideology, morality, lifestyle, lack of self-control, lack of lifelong self-cultivation, failure to maintain revolutionary spirit and determination, which has led to regrettable violations and shortcomings by a number of cadres and party members in recent times.

In order to effectively apply and study Ho Chi Minh's thoughts on personnel work today, Dr. Le Trung Kien emphasized that the essential thing that leader Ho Chi Minh left for the Party and the current team of cadres and party members is to practice revolutionary ethics throughout life; maintain the revolutionary nature to "match words with actions" in serving the Fatherland and the people...

According to Associate Professor, Dr. Le Thi Thanh Ha, it is necessary to specify the criteria for evaluating cadres in the direction of specifically defining the work; ensuring that the quality and effectiveness of completing assigned duties and tasks are the main measures to evaluate the qualities and capacities of cadres.

However, it is also necessary to flexibly apply the Central regulations to the actual conditions of localities, agencies and units. At the same time, it is necessary to build a democratic, objective, scientific mechanism and process for evaluating cadres based on many information channels, promoting the responsibility of leaders in evaluating cadres.

The head of the agency or unit must have a firm grasp of the basis and evaluation criteria. Based on the functions, tasks, and job positions, each agency or unit requires cadres and civil servants to develop a plan for the main tasks to be performed; assign specific tasks to each individual, which is an important basis for evaluating the results of the assigned tasks.

It is especially necessary to select leaders who are dedicated, qualified, virtuous and talented; create an environment and conditions to promote innovation, promote creativity and protect cadres who dare to think, dare to do, dare to make breakthroughs for the common good; assign and decentralize tasks associated with delegation of authority, binding responsibilities, while strengthening inspection, supervision, control of power and strictly handling violations; build a mechanism to protect cadres who dare to think, dare to do, dare to take responsibility, dare to face difficulties and challenges, and are resolute in action for the common good...

President Ho Chi Minh advised that in personnel work, we must "skillfully use people" so that everyone can develop their strengths and abilities, "We must remember that everyone has good and bad points. We must use people's good points and help them fix their bad points. Using people is like using wood. A skillful craftsman can use large or small, straight or curved wood, depending on the situation." Skillfully using cadres is also demonstrated in knowing how to combine generations of cadres correctly...
