Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Public Administration, Chairman of the Central Theoretical Council attended and directed the Congress. Also attending were comrades of the Party Central Committee: Vu Hong Thanh, Vice Chairman of the National Assembly; Nguyen Quang Duong, Deputy Head of the Central Organization Committee; Lai Xuan Mon, Deputy Head of the Central Propaganda and Education Commission; Le Hong Quang, Deputy Head of the Central Internal Affairs Commission; Le Quang Tung, Member of the National Assembly Standing Committee, General Secretary, Head of the National Assembly Office; Le Quoc Minh, Editor-in-Chief of Nhan Dan Newspaper, Deputy Head of the Central Propaganda and Education Commission; Chairman of the Vietnam Journalists Association ; and leaders of the Central Party Committees, the Central Party Office, agencies of the National Assembly, the Government, the Military Region 3 Command, leaders of localities and Quang Ninh province through the periods.

The congress was attended by 366 delegates, who are outstanding party members, representing 104,000 party members, from 59 party committees under the Provincial Party Committee.

Comrade Vu Dai Thang, Secretary of Quang Ninh Provincial Party Committee delivered the opening speech at the Congress.

Speaking at the opening of the Congress, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Quang Ninh province informed about the implementation of Directive No. 45-CT/TW dated April 14, 2025 of the Politburo, the Quang Ninh Provincial Party Executive Committee has focused on leading and directing the successful organization of the Congresses of 54 Party Committees of communes, wards, special zones and 5 affiliated Party Committees, ensuring compliance with principles, regulations, procedures and requirements; the Congresses have contributed many valuable opinions to the draft documents of the 14th Party Congress and the documents of the 16th Provincial Party Congress.

During the 2020-2025 term, despite difficulties and challenges, the Provincial Party Committee has promoted the tradition of solidarity, unity of will and action, the spirit of self-reliance, cultural values, human strength, focused on leadership, direction, mobilized the combined strength of the entire political system, persevered, made efforts, maintained political-economic-social stability, strengthened the great solidarity bloc, unified in will and action; the trust of people, businesses, cadres and Party members in the Party's leadership has been increasingly enhanced; the border has been maintained, stable, friendly, cooperative and developed.

With the spirit of inheritance, innovation and development, the Provincial Party Committee has united, dared to think, dared to do, and boldly made breakthroughs to focus on innovating the growth model towards sustainability, promoting the application of science and technology; proactively arranging in the direction of "streamlining-strength-efficiency-effectiveness-efficiency"; actively reforming administration, improving the investment environment to effectively promote potentials and advantages for development; accelerating the construction of a strategic infrastructure system associated with reorganizing new development spaces; closely and harmoniously linking economic growth with cultural development, progress and social justice; protecting the ecological environment, ensuring social security, caring for the material and spiritual life of the people; building a solid defense zone in terms of national defense and security; building a peaceful, friendly, cooperative and developing border.

Quang Ninh has "risen to become one of the leading provinces in innovation in the Northern Delta region, a growth pole of the northern region".

The economy has high and stable growth, with an average 5-year growth rate estimated at 10.4%/year, 1.7 times higher than the national average. In 2025, despite facing many difficulties and challenges, Quang Ninh is still determined to achieve the 2025 economic growth target of more than 14%. Quang Ninh has been leading the provincial competitiveness index and the indexes of integrity, creativity, and action in serving the people for many consecutive years. The socio-economic infrastructure system, especially transport, urban, tourism, and service infrastructure, has been invested synchronously, modernly, and has made breakthroughs. The urbanization rate is fast, among the top 5 provinces in the country.

Culture, society, and people are given comprehensive attention for development; GRDP per capita in 2025 is estimated to reach more than 11,000 USD, 2.3 times higher than the national average. Quang Ninh has completed the new rural construction program at all 3 levels early and reached the goal 3 years ahead of schedule of the National Target Program on Sustainable Poverty Reduction for the period 2021-2025; completed the elimination of 100% of temporary and newly-emerged dilapidated houses; there are no more poor or near-poor households according to the poverty standards of the Central Government and the province.

In his speech directing the Congress, Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Public Administration, Chairman of the Central Theoretical Council, highly appreciated, commended and congratulated the achievements of the Party Committee and people of Quang Ninh province in the past term; at the same time, he emphasized that in the past term, despite difficulties, the Party Committee and people of Quang Ninh province have promoted the revolutionary tradition, solidarity, "discipline of one mind", unification of will and action, focused on leadership, direction, mobilized the combined strength of the entire political system, made efforts and determination to overcome difficulties and challenges; maintained stability and achieved many important and comprehensive results in all fields, contributing with the whole country to successfully implement the Resolution of the 13th National Party Congress.

The work of building and rectifying the Party and the political system has been promoted comprehensively, synchronously, and drastically in terms of politics, ideology, ethics, organization, and cadres. The province has consolidated a number of agencies and organizations, and rearranged the apparatus of the political system in the direction of "streamlining-strength-efficiency-effectiveness-efficiency"; reorganized the local government model into 2 levels and rearranged administrative units, ensuring smooth and effective operations, without leaving any vacancies; the leadership capacity and fighting strength of Party committees at all levels and the management and administration capacity of the government have been improved, contributing to strengthening the people's trust in the Party.

Comrade Nguyen Xuan Thang acknowledged the efforts and determination of Quang Ninh in economic development, maintaining a high and stable growth rate, with an average of 10.4% per year for 5 years, 1.7 times higher than the national average; the economic structure has shifted strongly from "brown" to "green", services and processing and manufacturing industries account for about 2/3 of GRDP. Total budget revenue is always among the leading groups in the country; tourism has recovered spectacularly, welcoming more than 19 million visitors in 2024, affirming its position as a national tourism center; economic scale and potential are constantly expanding; creating a solid foundation for a new development stage; the socio-economic infrastructure system has been invested synchronously and modernly. The urbanization rate is fast, among the top 5 provinces in the country; high-quality human resources are focused on development, associated with education and health reform and improving population quality.

Administrative reform and the business investment environment have been greatly improved. Along with economic development, Quang Ninh has focused on comprehensively developing culture, society, and people associated with traditional cultural identity. Social security and welfare are guaranteed; national defense, security, order, and social safety are guaranteed; national sovereignty and security of borders and islands are maintained, absolutely not allowing passive or unexpected situations to occur; building a peaceful, friendly, stable, cooperative, and developing border. Foreign affairs activities are focused on expanding and increasingly going into depth.

Comrade Nguyen Xuan Thang also noted that Quang Ninh province needs to frankly and seriously acknowledge the shortcomings and limitations in the past term. That is, some targets set out in the Resolution of the 16th National Congress have not been achieved, notably the growth rate of total social investment capital, forest coverage rate, and the rate of trained workers with degrees and certificates. Although the economic growth rate is high, it is not really commensurate with the potential; the quality of growth is not sustainable; the exploitation of potential and advantages for developing the marine economy, tourism, economic zones, industrial parks, digital economy, night-time economy, and cultural industry is still limited; science, technology, innovation and digital transformation have not really become the main driving force. The population size is still low, there is a shortage of human resources, especially high-quality human resources; the results of new rural construction and poverty reduction in ethnic minority areas are not yet solid. The effectiveness and efficiency of state management in a number of areas, especially in the management of natural resources, minerals, land, and public investment, are still inadequate. Inspection and supervision work is sometimes not drastic, not regular, and not linked to timely handling of emerging issues; a number of cadres and civil servants do not meet development requirements; the detection, training, and planning of young cadres and the creation of a source of future leaders are still limited.

He suggested that the Congress promote democracy, focus on discussion, deeply analyze and evaluate the achievements, as well as the limitations and shortcomings of the Party Committee during the term, find out the causes, and deepen the lessons learned to be able to identify effective solutions and policies for the coming term.

Regarding the direction, goals, tasks and main solutions of the Party Committee for the 2025-2030 term, comrade Nguyen Xuan Thang suggested that Quang Ninh study more carefully the Draft Political Report to be submitted to the 14th National Party Congress, especially the new and core contents that are very important to continue perfecting the Political Report of the Provincial Party Committee in accordance with its locality, more specifically in the contents of guiding viewpoints, goals, development targets, tasks, main solutions, and strategic breakthroughs.

In addition, the Congress needs to pay attention to in-depth research and contribute many quality opinions to the draft documents submitted to the 14th National Party Congress; At the same time, focus on intelligence, high responsibility, and wise choice of comrades who are truly exemplary in political mettle, moral qualities, capacity, intelligence, and prestige; pioneers, role models, dedication, close ties with the people, dare to sacrifice personal interests for the common interest, unite to build a new Executive Committee with enough qualities, capacity, and prestige to comprehensively lead and successfully implement the Resolution of the 16th National Party Congress, making worthy contributions to the success of the 14th National Party Congress.
