However, in addition to the achieved results, the organization of exploiting the province's tourism potential is still somewhat limited, not creating high-quality, unique and competitive tourism products; the contribution of the tourism industry to the overall socio-economic situation of the province is not much; the development of tourism in the province is not commensurate with the potential, not meeting the needs of tourists and investors in the current trend of integration and development and not meeting the requirements of development to become a key economic sector in the spirit of Resolution No. 08-NQ/TW of the Politburo .

To increase the types of tourism, according to the province's policy, in the coming time, Ha Nam will orient the development of rural tourism and community tourism based on the effective exploitation of traditional cultural values, landscape environment of rural areas and gradually change the mindset of agricultural production to rural economic development, build and develop products, goods and services in the field of tourism with advantages, contributing to the restructuring of the rural economy, creating jobs on the spot, increasing income for rural workers associated with traditional craft villages.

According to statistics from the Department of Agriculture and Environment, there are currently 58 recognized craft villages in the area (including: 32 traditional craft villages, 26 craft villages). Craft villages are divided into 4 groups of occupations with a total of 7,445 production and business establishments, creating jobs for about 18,206 workers. These are: food processing industry group; handicraft and fine art production industry group; wood, rattan, ceramic, textile, yarn, embroidery, knitting, mechanics production industry group; ornamental plant production and business industry group.

Mr. Mai Thanh Chung, Director of the Department of Culture, Sports and Tourism, said: Orienting tourism development based on exploiting agricultural and rural values will bring great benefits, contributing to preserving and promoting traditional cultural values, while increasing income and improving the lives of farmers. However, exploiting the potential and advantages in developing tourism associated with craft villages and connecting tours, routes, and bringing tourists to craft villages is still limited. In particular, the development of craft village tourism is still spontaneous; knowledge and experience in developing agricultural and rural tourism are not much; the quantity and quality of human resources for rural tourism activities are still low. Investment in infrastructure, technology, organizational and management capacity, market knowledge and marketing and communication skills at the local level is still lacking; there is a lack of connection between local authorities, people and travel businesses...

Through practical research, it is known that currently, tourism products are still few and monotonous; awareness of how to do tourism of people in craft villages is still limited. Therefore, to develop agricultural tourism in the province, it is necessary to conduct surveys, collect information and data on the agricultural tourism market to analyze and evaluate the current situation, thereby orienting development; choosing tourism models suitable to the culture of each locality, on that basis forming tourist areas with their own characteristics to attract visitors. At the same time, strengthening tourism promotion through promoting digital transformation, creating connections to stimulate the endogenous strength of local communities and linking with neighboring tourist destinations to form a chain of tourist destinations serving tourists who want to stay for a long time; Promote human resource training for tourism enterprises in the field of agricultural tourism on the basis of ensuring the relationship between exploitation and sustainable development, combining tourism development with rural development, combining traditional and modern elements. Moreover, it is necessary to build mechanisms and policies that are attractive enough to attract enterprises to invest in the agricultural sector and support people to participate in agricultural tourism development activities.
