Opening of the largest national data center in Southeast Asia

On the afternoon of August 18, at Hoa Lac Hi-Tech Park (Hanoi), Prime Minister Pham Minh Chinh attended the opening ceremony of National Data Center No. 1 and officially put into operation the National Database system.

Resolution 175 of the Government affirms that the National Data Center is an important pillar in digital transformation, a place to gather information from national databases, becoming a center for integrating, synchronizing, storing, sharing, coordinating and analyzing human data and national aggregated data.

Forming a digital data ecosystem

After nearly 2 years of implementation, the Ministry of Public Security has completed the National Data Center No. 1 with a system of modern and synchronous equipment, including the Data Exploitation and Analysis Center, the Innovation Center, the Data Storage Center, etc.

The center was put into operation immediately, serving the Party, State, Government agencies, people and businesses in handling administrative procedures, directing and operating, developing the digital economy and digital society.

In the coming time, the ministry will both operate Center No. 1 and deploy the construction of National Data Centers No. 2 and No. 3 according to the roadmap.

Speaking at the opening ceremony, the Prime Minister said that from the success in building and exploiting the National Population Database, the Ministry of Public Security has now completed the center and put the National Database system into operation, affirming that trust has been placed in the right place.

The national data center is over 20 hectares wide, among the largest data centers in Southeast Asia, and is also the first national-level center to achieve the highest international certification, ensuring disaster resilience, safety and security at a high level.

The project has strategic significance, promoting national digital transformation, developing digital economy, digital society, digital citizens and digital human resources; demonstrating will, belief and strength with the spirit of "Nothing is impossible, just need determination, know how to do, dare to think, dare to do, dare to take responsibility for the country and the people".

Data connectivity is the heart of digital transformation

For the project to operate effectively, the Prime Minister emphasized the need to develop a synchronous national data center network, flexibly connect between centers, and integrate with the global data network, first of all ASEAN.

With its pioneering and creative role, the National Data Center must become the “heart” of digital transformation, leading in connecting, sharing, and opening data, creating a safe and reliable ecosystem, serving both management and development.

The Prime Minister assigned the Ministry of Public Security to preside over and coordinate with ministries and branches to submit to the Government a decree on a breakthrough mechanism in data exploitation; on August 18, 2025, the Prime Minister signed Decision 1751 approving the data strategy at this center.

The Ministry of Public Security needs to build and exploit a platform for data integration, sharing and coordination; deploy cloud computing, a data warehouse synthesized from national databases; develop an analysis system to serve operations and upgrade the National Public Service Portal into a "Single Window" based on the center's infrastructure.

In addition, it is necessary to synthesize the digital infrastructure needs of ministries, branches and localities to design and expand national data centers for storage, backup and management; at the same time, build a project for a digital technology park focusing on data.
