Implementing the direction of the Central Executive Committee in Official Dispatch No. 70-CV/TW dated August 23, 2025 and of the Prime Minister in Official Dispatch No. 143/CD-TTg dated August 23, 2025 on focusing on emergency response to storm No. 5 in 2025, the Ministry of Construction is directing the implementation of focused response to storm No. 5.

By the morning of August 26, the Civil Defense Command (PTDS) of the Ministry of Construction had established a forward command post in Nghe An province, with Deputy Director of the Vietnam Road Administration Nguyen Thanh Hoai and Director of Road Management Area II directly directing the work of preventing storm No. 5; establishing working groups to ensure traffic safety on important national highways; inspecting steep mountain passes, weak bridges, and temporary bridges; promptly handling damage caused by natural disasters and preparing traffic diversion plans when necessary.

Currently, the Vietnam Road Administration has arranged staff on duty 24/7; ready to deploy plans to ensure safe and smooth traffic; take measures to protect road works, bridges, culverts, warehouses, vehicles; relocate equipment, assets and brace houses for local people; inspect ferry terminals, pontoon bridges, and ferry piers; suspend illegal ferry operations; require vehicles crossing rivers to meet technical standards, life-saving equipment, safety, etc.

For fixed transport routes, transport enterprises, based on the actual situation, proactively adjust the itinerary, departure time, and route to avoid dangerous areas, prohibit vehicles from entering the storm center or areas that are isolated or landslide-prone; strictly prohibit transportation into areas with warnings of floods, landslides, and deep flooding; bus stations in localities with natural disasters do not allow vehicles to depart into disaster-affected areas, causing traffic safety risks.

According to a quick report from the Civil Defense Command of the Ministry of Construction as of 7:00 a.m. on August 26, the storm had caused traffic jams at 44 road traffic points: Nghe An 18 locations, Ha Tinh 12, Thanh Hoa 14. The main causes were deep flooding and landslides on the positive and negative slopes. Road management units have put up warning signs, arranged traffic controllers, and prepared materials and remote traffic diversion plans to ensure smooth traffic.

The Vietnam Maritime Administration and Vietnam Waterways have also organized 24/7 patrols to guide ships to avoid entering dangerous areas; closely monitor and manage ships entering and leaving ports; and regularly maintain contact with ships operating in the management area to promptly guide and handle situations that pose a risk of unsafety. In the management areas of the Maritime Port Authorities: Hai Phong, Thai Binh, Thanh Hoa, Nghe An, Ha Tinh, Thua Thien Hue, Da Nang, there are currently 501 ships, including 201 seagoing ships and 300 inland waterway vehicles. Up to this point, no damage caused by storm No. 5 has been recorded.

Regarding railways, the entire area affected by storm No. 5 has ensured safe train operation since 5:00 a.m. on August 26. Passenger trains SE1, SE3, SE19, SE11; SE10, SE2, SE4, SE12, SE20 waiting for the line at the stations have continued their journey. Trees and electric poles that fell on the railway have been proactively repaired by units.

In the aviation sector alone, the Civil Aviation Authority of Vietnam has requested its affiliated agencies and units to be on duty 24/7 according to the Civil Aviation Disaster Prevention and Control Duty Regulations; strictly implement the procedures for responding to storms and tropical depressions in civil aviation activities and the Operational Guidelines in dangerous weather conditions at airports; deploy measures to prevent flooding, clear water flows in the area of ​​airports; protect works, vehicles and equipment to minimize damage caused by storms and rains.

By the morning of August 26, Vinh Airport recorded a number of trees and a section of fence falling down. Storm prevention and safety measures have been implemented at the construction site; Dong Hoi and Tho Xuan Airports have received aircraft again, ensuring safety and no damage to people or facilities has been recorded...
