
34/34 provinces and cities have been and are implementing the arrangement of public service units.
The Ministry of Home Affairs has just issued Document No. 10412/BC-BNV reporting on the implementation of two-level local government (from July 1 to November 7, 2025), including important contents related to the arrangement of public service units.
The report stated that after the two-level local government model came into stable and orderly operation, the Government and the Prime Minister resolutely directed ministries, branches and localities to reorganize and perfect the organization within the political system, especially public service units and state-owned enterprises, to ensure a streamlined apparatus and effective operation.
Implementing the conclusions of the Politburo , the Secretariat and the guidance of the Central Steering Committee, the Government, and the Ministry of Home Affairs, 34/34 provinces and cities have been implementing plans to reorganize public service units, state-owned enterprises and internal organizational focal points under their management by sector and field.
3,321 communes, wards and special zones have established public service units to provide multi-sector and multi-field service at the commune level, ensuring compliance with the Central Government's orientation and the practical situation of each locality.
According to the report of the Ministry of Agriculture and Rural Development, a number of localities have completed the establishment of public service units to provide basic, essential public service services in many sectors and fields at the commune level (including culture, sports, tourism, information, communication, environment, agricultural extension, urban areas...) according to the direction of the Central Government such as: Phu Tho, Quang Ninh, Bac Ninh, Thanh Hoa, Hue, Da Nang, Quang Ngai, Ca Mau...
Regarding the implementation of the arrangement and consolidation of agricultural extension units at the local level: According to the report of the Ministry of Agriculture and Rural Development, as of November 4, 12/34 provinces and cities have arranged and consolidated agricultural extension organizations at the commune level (An Giang, Ha Tinh, Quang Ninh, Bac Ninh, Vinh Phuc, Lang Son, Quang Ngai, Hue, Dong Nai, Hai Phong, Cao Bang); 22/34 provinces and cities are urgently implementing the direction of the Central Government, the Government and guiding documents.
Urgently arrange personnel for regional agricultural extension stations and land registration offices for commune-level management.
In the coming time, to carry out specific tasks assigned by the Prime Minister and the Resolution of the Government, the Ministry of Home Affairs will continue to urge and inspect the review, arrangement and assignment of cadres, civil servants and public employees to ensure the correct job positions, meeting the requirements of the tasks; urgently develop and complete regulations on job positions (to be completed before December 15, 2025); complete the draft Decree on the classification of administrative units...
The Ministry of Home Affairs requested localities to urgently complete the review, consolidation and reinforcement of the agricultural extension apparatus and the Land Registration Office according to the two-level local government organization model, arrange and assign staff at regional agricultural extension stations and Land Registration Offices to commune-level management; establish public service units to provide comprehensive services to meet the requirements of providing essential basic public services in the area; continue to study the establishment of Project Management Boards, site clearance, and land fund recovery in accordance with the practical situation of the locality.
Continue to improve the organizational structure and arrange enough commune-level cadres.
The Ministry of Home Affairs also requested localities to continue to improve their organizational apparatus and arrange enough commune-level officials to meet the needs and assigned tasks.
Strengthen training, coaching and fostering of communal-level cadres and civil servants to improve management and operational capacity in the two-level government model, especially in the fields of finance, land, planning and information technology.
Continue to review and compile statistics on the arrangement, placement, handling, renovation, and purchase of public assets according to regulations and instructions from the Central Government.
Pay attention to fully arranging equipment and working facilities, especially conditions for transmission lines and connection signals; complete digital infrastructure, digital platforms, and digital data to ensure smooth connection between central and communal government levels; promote administrative procedure reform, digital transformation, standardize work processes, ensure quick, public, transparent settlement, and create convenience for people and businesses./.
