Implementing population policies in the new phase, shifting the focus from controlling population size to improving population quality, in recent years, the communes of Hanh Phuc, Tram Tau, Phinh Ho, and Ta Xi Lang have intensified propaganda efforts on family planning, pre-marital health check-ups, and care for women, children, and the elderly. As a result, the awareness of ethnic minority communities has gradually improved, creating positive changes in healthcare and enhancing the quality of the population.

Given the unique characteristic of having a large ethnic minority population, in order to implement population policies in the new situation, the Tram Tau Regional Health Center, together with the local government and organizations in the communes, has simultaneously implemented many practical activities.

In this context, communication is identified as a key factor, and the commune health stations are directed to strengthen the dissemination of information, integrating family planning policies, pre-marital health check-ups, women's and children's health care, and regular health check-ups for the elderly.

In particular, to improve effectiveness, grassroots health and population officials regularly organize meetings, thematic talks, and directly visit each household to provide specific guidance on reproductive health care, scientific child-rearing, and family planning.

As a result, the awareness of the general public, and ethnic minorities in particular, has clearly changed. From planned childbirth to caring for their own health and that of their children, this has marked a strong shift from passive to active participation in implementing population policies.

According to Ms. Mua Thi Do from Mu Cao village, Hanh Phuc commune, in the past, women in remote villages were very reluctant to go to the health station, only giving birth at home and paying little attention to regular prenatal checkups and vaccinations for their children. After health officials came to each village and provided direct guidance in the Hmong language, the people gradually understood the importance of healthcare, especially for women and children.

"When we get sick, we proactively go for check-ups. Women know how to apply family planning methods and ensure their children receive all necessary vaccinations," shared Ms. Mua Thi Do.

In addition, the Tram Tau Regional Health Center and the staff of the commune health stations have also implemented a comprehensive range of activities including pre-marital health check-ups and adolescent reproductive health care. This contributes to improving knowledge and awareness of reproductive health care, preventing genetic diseases, child marriage, and consanguineous marriage, thereby improving the quality of the population from an early stage and building healthy and happy families.

Healthcare for women and children is also implemented in parallel. Women are closely monitored during the first week after giving birth, and newborns receive all necessary vaccinations within the first 24 hours, minimizing the risk of illness.

Regular health check-ups for the elderly help ensure that this vulnerable population receives adequate care, improving their quality of life.

According to Medical Officer Nguyen Thi Mai Phuong, Head of the Tram Tau Health Station: "Careful and thorough guidance helps couples and families fully understand their responsibility to have healthy children and raise them scientifically . Thanks to this, family planning and reproductive health care in Tram Tau commune are achieving increasingly positive results."

Thanks to the coordinated efforts of the regional health center, health station, Party committee, government, and mass organizations, family planning targets in the communes of Hanh Phuc, Tram Tau, Phinh Ho, and Ta Xi Lang have achieved positive results.

In the first nine months of 2025, the entire region saw 453 women receiving intrauterine devices, 130 receiving contraceptive injections, 523 taking oral contraceptives, and 350 using condoms; 800 elderly people received health check-ups; 390 out of 554 women received postpartum care in the first week after childbirth; and 283 people received pre-marital health check-ups...

At the Tram Tau Regional Health Center alone, 135 out of 146 newborns received hepatitis B vaccinations. Looking at these figures, it's clear that ethnic minority communities in the Tram Tau area have made a positive shift, moving from passive to proactive in family planning and taking care of their own health and that of their children.

The practical experience in the mountainous communes of Hanh Phuc, Tram Tau, Phinh Ho, and Ta Xi Lang once again affirms the effectiveness of implementing a comprehensive population policy, coupled with raising awareness and changing people's health care behaviors. This provides a solid foundation for localities to continue improving the quality of the population, developing human resources, and building healthy and sustainable communities.
