Urgent response, early stabilization of people after floods

LAM DONG Deputy Prime Minister Ho Quoc Dung worked with Lam Dong province, directing to ensure safety and overcome consequences after floods.

On the afternoon of November 21, Deputy Prime Minister Ho Quoc Dung chaired an urgent meeting with leaders of Lam Dong province after directly inspecting the landslide and flooding scene and visiting people who suffered damage in D'Ran, Prenn Pass and Mimosa Pass. At the provincial People's Committee headquarters, the Deputy Prime Minister requested the locality to immediately deploy response solutions, evacuate people from risk areas, ensure food, accommodation and arrange resettlement for severely damaged households.

Lam Dong suffered losses of more than 1,000 billion VND

Reporting at the meeting, Mr. Ho Van Muoi, Chairman of Lam Dong Provincial People's Committee, said that the prolonged heavy rains had caused deep flooding and landslides over a large area. The whole province had more than 1,130 households affected, many areas had to be urgently evacuated such as Cat Tien with about 400 households and villages in Ka Do, Quang Lap, Don Duong, Ta Nang, Ninh Gia. Many houses collapsed, washed away, and residential areas were isolated.

Damage to agricultural production was more than 1,640 hectares, mainly vegetables and rice. The province recorded more than 33 major landslides on many important traffic routes such as Prenn Pass, Mimosa Pass, National Highway 20, National Highway 27C and local routes. Some sections lost the entire roadbed, and bridges were damaged and washed away. Preliminary damage was estimated at over 1,000 billion VND.

The province has maintained 24/7 duty, warned people, and flexibly operated reservoirs under the direction of the Department of Agriculture and Environment. Military, police, and militia forces have been mobilized for rescue, evacuation, traffic diversion, and provision of necessities at temporary shelters.

At the meeting, Colonel Le Xuan Binh, Deputy Commander and Chief of Staff of Military Region 7, said that the force is focusing on four main tasks including evacuating people to ensure safety, supporting affected families, providing long-term food supplies and helping rebuild houses. In recent days, the Military Region has coordinated with local authorities to evacuate about 1,200 households to safety.

More than 3,500 officers and soldiers were mobilized and ready to reinforce 3,000 - 4,000 more troops if needed. The Military Region distributed thousands of boxes of instant noodles, rice, clothes and prepared reserves to provide long-term support to households that lost all their property.

Engineers were deployed to build temporary houses and repair damage; medical staff from three mobile hospitals coordinated to provide medical care. Environmental sanitation was focused on preventing epidemics after floods. Colonel Le Xuan Binh requested that localities continue to review areas at risk of landslides and adjust response plans accordingly.

According to the representative of the Department of Dyke Management and Natural Disaster Prevention and Control, the province should first focus on searching for missing people, visiting and supporting families in distress. Currently, many households have lost all their property, so the provision of food and provisions needs to be implemented long-term, and at the same time, it is recommended to strongly mobilize social resources, the Fatherland Front and charitable organizations.

The government supports 200 billion VND

Concluding the meeting, Deputy Prime Minister Ho Quoc Dung said the floods in Lam Dong were unusual, occurring against the law during the dry season. He sent his condolences to the families of the dead and injured and acknowledged the province’s response efforts over many consecutive days.

The Deputy Prime Minister assigned five key tasks: Monitor the rain developments, review all landslide-prone areas and resolutely evacuate people from dangerous areas; promptly fix landslides on key traffic routes, count the damage and support people as soon as the water recedes; mobilize social resources and effectively use central support funds.

The Government has decided to provide 2,000 tons of rice to Lam Dong, requesting support for 2-3 months to help people stabilize their lives. Regarding reservoir operations, the Deputy Prime Minister requested to check and rectify the situation of storing too much water and then releasing it quickly, and to operate flexibly, giving absolute priority to downstream safety.

At the end of the working session, Deputy Prime Minister Ho Quoc Dung, on behalf of the Government, presented 200 billion VND in support to the People's Committee of Lam Dong province. The Deputy Prime Minister requested the locality to use it for the right purpose, transparently, focus on restoring traffic, stream embankments, handling landslides and soon stabilizing people's lives.
