Urgently handle overdue public investment capital advances

In order to rectify and immediately overcome the shortcomings and limitations in the management of state budget capital advances, promptly and thoroughly handle overdue public investment capital advances, limit the occurrence of new overdue advances, ensure that capital advances in the coming time are in accordance with regulations, for the right purposes, to the right subjects and used effectively, today, May 6, Vice Chairman of the Provincial People's Committee Hoang Nam signed and issued a document on urging inspection, evaluation of implementation, and recovery of state budget capital advances in the province.

Accordingly, the directors of departments, heads of departments, branches, provincial-level units and central agencies in the area; Chairmen of People's Committees of districts, towns and cities, directors of provincial and district-level construction investment project management boards, and investors are required to strengthen strict and effective management of the unrecovered advance capital according to the regime and promptly recover all overdue advance capital according to the provisions of Decree No. 99/2021/ND-CP dated November 11, 2021 of the Government on management, payment and settlement of projects using public investment capital; Directive No. 20/CT-TTg dated July 12, 2024 of the Prime Minister and Directive No. 09/CT-UBND dated August 6, 2024 of the People's Committee of Quang Tri province on rectifying and strengthening the management of advance capital for public investment from the state budget.

For ongoing projects with outstanding advances that have not been recovered, it is necessary to speed up the implementation progress and accept completed volumes; assign specific tasks to each individual and relevant group to closely monitor the advance payment of public investment capital, ensure the recovery of advanced capital, and the recovery period of advanced capital in accordance with regulations; and strictly prohibit the occurrence of new overdue advance debts.

For overdue advances, promptly review and specifically assess the cause of each overdue advance; determine the collective and individual responsibilities to repay; closely coordinate with the State Treasury to propose to the Provincial People's Committee a thorough handling plan, ensuring the recovery of all overdue advances in accordance with regulations, ensuring the final settlement of overdue public investment capital advances before implementing the restructuring of the local government apparatus at 2 levels.

Chairmen of People's Committees of districts, towns and cities, directors of specialized provincial and district-level construction investment project management boards, and investors must urgently implement and be responsible before the Provincial People's Committee and the Chairman of the Provincial People's Committee if they do not focus on thoroughly handling old overdue advances or allow new overdue advances to arise.
