The province's potential and level of science and technology are increasingly improved in all areas: human resources, information resources, financial investment, technical equipment for scientific research, mechanisms, policies, scientific research activities and technology development... Mechanisms, policies and solutions to promote the development of science and technology, innovation and digital transformation in the province have been built and perfected with many flexible and suitable mechanisms and policies, creating a driving force for science and technology, innovation and digital transformation to make a breakthrough, creating an environment to promote the socio-economic development of the province.

The implementation of the Politburo and Government's resolutions on a number of policies and strategies to proactively participate in the Fourth Industrial Revolution and Digital Transformation has been focused on and effectively implemented. The development and application of biotechnology in various sectors and fields has been promoted and achieved many important results.

The management of science and technology tasks has been fundamentally and comprehensively innovated. The number of successful research topics and projects that have been widely replicated to serve production and life is increasing. The application of high technology in deep processing of Quang Tri province's specialty products has brought about remarkable results, and many science and technology products have been commercialized.

The work of supporting the application, replication and transfer of scientific and technological results in the province has achieved many important and practical results, helping many businesses to break through and approach advanced scientific and technological achievements; innovate technology and equipment, improve quality and increase the competitiveness of products and goods.

The development of the science and technology market and science and technology enterprises has had positive changes, constantly supporting enterprises to connect research, application, transfer, and innovation of technology. The number of investment projects appraised and commented on technology has increased dramatically. The work of building and developing brands for key products, specialties, and traditional products of the province has made progress.

The management, exploitation and development of intellectual property for the province's products after protection are focused on. The work of quality measurement standards has created a favorable environment, encouraging the development of testing and inspection services... creating consumer confidence in the quality of goods and services.

The work of guiding and supporting enterprises in building basic standards, barcodes, and traceability is maintained, actively supporting enterprises to improve quality, creating favorable conditions for commercialization of products. The work of checking and inspecting measurement, quality, and product labeling ensures the rights of consumers in measurement and quality, contributing to preventing counterfeit, poor quality, and unknown origin goods.

People's awareness of legal regulations related to science and technology has been raised; many organizations and individuals have boldly innovated and applied scientific and technological advances in production to improve product quality and value, contributing to the socio-economic development of the province.

However, due to many reasons, the task of developing science and technology, innovation and digital transformation of the province has not achieved the desired results. Awareness of the position and role of science and technology, innovation and digital transformation has been raised but has not met the requirements to become the foundation and driving force for the socio-economic development of the province; research and application of science and technology and digital transformation have not created breakthroughs, mechanisms and policies have not met the requirements, high-quality human resources are still lacking, investment funds for research and application of scientific and technological advances are still low, some tasks have not achieved high results...

The province's innovation startup ecosystem has not been fully formed. The level of technology adoption and mastery of most organizations and individuals is still limited; technical factors, technological skills, and innovation startup skills of human resources are low. The province's science and technology market has not been fully formed to serve the needs of businesses, organizations, and individuals. There is a lack of connection between scientists, research institutes, universities, and businesses in the province...

To truly rise up, develop more rapidly and sustainably, the province continues to carry out the revolution to create new momentum and foundation for the development of science and technology, innovation and digital transformation, and innovate management methods and socio-economic development. Along with that, it is necessary to innovate thinking, promote scientific research, application and technology transfer, and enhance the role of science and technology, innovation and digital transformation in the sustainable development of the province's socio-economic, national defense and security.
