Perform well the assigned functions and tasks

As a standing agency, the Departmentof Education and Training of Vinh Linh district proactively advised the district People's Committee to issue a plan to implement the education program, and at the same time coordinated with the District Labor Federation and the District Youth Union to develop regulations on coordination of educational activities, coordinated with the District Police (formerly) to organize propaganda to ensure traffic safety and order, prevent crimes, and train fire prevention and fighting for many cadres, teachers and employees of the industry.

Along with the advisory and coordination work, the Department of Education and Training organizes the dissemination of guidance documents from superiors on education and training development and concretizes them with specialized plans and guidance documents for schools to implement. At the same time, focus on directing schools to promote the network of schools to mobilize the maximum number of children and students to go to school to effectively implement the Preschool Education Program and the 2018 General Education Program in the district. In the 2024-2025 school year, the rate of mobilizing children to nursery schools will reach 42.6%, kindergartens will reach 98.7%, and primary and secondary schools will reach 100%.

The Department of Education and Training regularly reviews facilities, advises competent authorities to develop medium-term public investment plans and minor repairs, with priority given to ensuring adequate facilities for schools according to the roadmap for implementing the 2018 general education program and textbooks, and at the same time directs schools to effectively use teaching equipment and select and use textbooks according to regulations.

On the other hand, promote decentralization and give proactive authority to educational institutions, professional groups/departments in developing plans to implement tasks for the school year to ensure efficiency and quality; focus on innovating teaching methods, testing and evaluating students, especially regular evaluation; well organize educational activities by topic/theme, STEM education, integrated teaching, maintain library reading periods, well implement digital student records and electronic records.

The Department of Education and Training has also proactively coordinated with competent authorities to recruit, arrange, and rotate managers, teachers, and staff according to plans and actual needs of schools to resolve the surplus and shortage of managers and teachers to effectively implement the 2018 General Education Program.

Focus on training to improve professional skills and ethics for cadres, teachers and employees in the industry to enhance responsibility, discipline, administrative discipline and teachers' ethics. The work of planning and appointing management staff is carried out in accordance with procedures and regulations, while ensuring policies and regimes for cadres, teachers and employees.

Implement well the decentralization of proactive authority and enhance the accountability of heads of agencies and units in organizing and managing professional activities, promote innovation and creativity in managing and organizing educational activities, and promote the effectiveness of school council activities in accordance with their functions and tasks.

Focus on ideological, political , ethical and lifestyle education

In the process of performing its tasks, the Department of Education and Training directs schools to promote studying and following Ho Chi Minh's ideology, morality and lifestyle, associated with the responsibility of setting an example for cadres, teachers and employees in the industry, building a team of truly exemplary teachers who are shining examples for students to follow.

In addition, it is necessary to effectively implement internal political security work, prevent ideological, political, moral, and lifestyle degradation, “self-evolution,” and “self-transformation” among cadres and party members at schools. Raise awareness and responsibility of cadres, teachers, and students in the fight to prevent and repel bad and toxic information on the internet and social networks, and at the same time be highly aware of exploiting, sharing, and using official information in teaching and learning.

The Department of Education and Training issued a plan to implement the Program to strengthen education on revolutionary ideals, ethics, lifestyle and arouse aspirations for youth, teenagers and children in the period of 2021-2030; direct the effective implementation of the model "Civilized schools, friendly students, no social evils"; strictly implement Regulation No. 976 dated May 20, 2022 of the District Police (formerly) and the Department of Education and Training on performing the task of protecting national security, ensuring social order and safety, fighting against crimes and law violations in the sector and Directive No. 02 dated April 12, 2023 of the District People's Committee on strengthening solutions to prevent and combat school violence in educational institutions in the district. In the 2024-2025 school year and previous school years, 100% of schools in the district ensure school safety and security, with no social evils intruding.

Promoting the application of information technology and digital transformation

On September 12, 2024, the Department of Education and Training issued Official Dispatch No. 619 on guidelines for implementing the tasks of applying information technology, digital transformation and educational statistics for the 2024-2025 school year, and at the same time directed schools to train and deploy Khan Academy Vietnam (KAV) open schools with the contents of enhancing digital transformation, applying information technology, developing a digital transformation ecosystem in teaching, learning, testing, assessment, scientific research, developing a system of test banks, electronic lectures, multimedia digital learning materials, electronic textbooks, simulation software and other learning materials.

Schools have completed the construction of electronic libraries, increased testing and examinations on computers and online exams, as well as continued to effectively exploit industry databases, integrating existing software and management information systems of the industry onto the electronic information portal.

Synchronously deploy management software in educational institutions, use electronic records, promote the application of information technology in administrative reform and enhance online public services at level 4 as well as promote the effectiveness of the online meeting system in the industry. Up to now, 100% of documents of the Vinh Linh education and training sector are deployed through the vpdt.quangtri.gov.vn system, electronic information portal, official email system. The school records system is updated and managed on the vndu.vn and csdl.quangtri.edu, csdl.moet.gov.vn systems.

100% of classrooms are equipped with TV screens and internet for teaching. 100% of schools use SMAS.vn or VNedu.vn software to manage student records. 100% of teachers prepare lesson plans without printing on paper, using teacher profile management software to save costs. 100% of schools manage and design tests from question banks and exercises on the Master Test system and use KAV open school with thousands of registered accounts.

The Department of Education and Training has also built an electronic incoming and outgoing document book to overcome the situation of not having clerical staff, contributing to administrative reform, and at the same time coordinated with VNPT and Viettel Quang Tri to deploy digital student transcripts and student contact books with high efficiency.

100% of cadres, teachers and employees have used digital signatures in performing their duties and students have implemented electronic identification at level 2. 100% of schools use deposit accounts at banks and treasuries to deposit school revenues, and at the same time make payments for services and public expenditures using non-cash payment methods...
