Administrative procedure reform to meet development requirements

Identifying administrative reform (AR) as one of the key, regular and continuous tasks, the leaders of the Department of Agriculture and Environment always pay attention and direct strongly from program and plan development to implementation, inspection and supervision. Thanks to that, the implementation of AR tasks at the unit is increasingly systematic, high quality and effective.

Thanks to good leadership and direction, in recent years, the Department of Agriculture and Rural Development (former) and the Department of Natural Resources and Environment (former) have always been ranked as having good performance in the province's administrative reform index. In particular, in the field of administrative procedure reform (CCTTHC) in the period of 2021 - 2025, the Department of Agriculture and Environment has drastically and synchronously implemented CCTTHC solutions, promoted the application of IT, ensured transparency, and shortened the time for processing records.

The implementation of the one-stop shop and inter-connected one-stop shop mechanisms has been maintained effectively, contributing to improving the satisfaction of people and organizations. The indicators of access to online public services, online payments and electronic results have been continuously improved over the years.

The Department of Agriculture and Environment has synchronously implemented many solutions to promote administrative reform in the fields of agriculture and environment to improve and enhance the provincial competitiveness index and the satisfaction index of people and organizations with the services of state administrative agencies. As of March 31, 2025, the Department of Agriculture and Environment has 298 administrative procedures, maintaining well the activities of receiving and returning results of handling administrative procedures under the one-stop and one-stop mechanism.

To support and create the best conditions for businesses and investors in carrying out records and procedures in the field of natural resources and environment, the Department of Agriculture and Environment has issued many plans and action programs to shorten the time to handle administrative procedures, especially for investment attraction projects of the province.

As a result of reviewing and simplifying administrative procedures in the 2021-2024 period, the Department of Agriculture and Rural Development (old) has effectively implemented the review, reduction and simplification of 28 administrative procedures in accordance with the direction of the central government and the Provincial People's Committee. The Department of Natural Resources and Environment (old) reviewed and advised the People's Committee to reduce and simplify 5 administrative procedures in the field of minerals and environment in 2024.

Based on the plan to control administrative procedures issued by the Provincial People's Committee, the Department of Agriculture and Environment has issued a plan to control administrative procedures to improve the quality and effectiveness of administrative procedure control in areas under the authority of the Department; publicize and make transparent information on administrative procedures to facilitate access and implementation by organizations and individuals. Enhance the responsibility of affiliated units, the responsibility of civil servants and public employees in implementing administrative procedure control and receiving and handling feedback and recommendations from individuals and organizations on administrative regulations.

Timely detect and propose to competent authorities to amend, supplement, replace, abolish or cancel unnecessary administrative procedures, which are no longer suitable or do not meet the principles and requirements of administrative procedures; minimize the costs of time, finance and effort in implementing administrative procedures. Announce new, amend, supplement, replace or abolish administrative procedures currently applied at the department according to regulations. At the same time, regularly update the set of administrative procedures on the department's electronic information page.

Regularly review and promptly advise the Provincial People's Committee to announce the list of administrative procedures in the field of natural resources and environment under the authority of the provincial, district and commune levels in Quang Tri province. Develop internal procedures and electronic procedures in handling administrative procedures in the field of agriculture and environment.

Review, compile statistics and simplify internal administrative procedures according to regulations in the state administrative system of Quang Tri province in the period of 2022 - 2025. The Department of Agriculture and Environment has issued plans and documents for implementation, including 32 internal administrative procedures. Decentralization in handling administrative procedures is carried out according to regulations of the Government and the governing ministry. Dialogue, organize to collect opinions and receive and handle feedback and recommendations from individuals and organizations on administrative regulations. Publicize hotline information on the department's website.

To meet the development requirements, administrative reform must be carried out persistently, continuously, long-term and comprehensively. Each agency and unit must proactively develop a program and plan to implement administrative reform work of their unit and locality with specific and clear operational goals, assignments and tasks associated with the implementation of professional tasks, in accordance with the practical situation.

Focus on analyzing and evaluating each component index of PCI, PAPI, PAR index within the scope of responsibility to promptly supplement the programs and plans of the agency or unit on solutions to overcome weaknesses and improve implementation efficiency.

The satisfaction of organizations and individuals is the measure of the quality and effectiveness of service of cadres, civil servants, public employees and state agencies. On the other hand, it is necessary to constantly improve the quality of cadres and civil servants who are good at their profession, politically steadfast, have good moral qualities and administrative skills.

In particular, administrative reform in the period of deep international integration and the 4.0 industrial revolution must be associated with the implementation of e-government and information technology. This is an effective tool to achieve the goal of administrative reform in general and administrative reform in particular in Quang Tri province to be streamlined, transparent, effective and sustainable.
