Improve the efficiency of grassroots cultural activities

In the spiritual and cultural life of the people, the system of cultural houses in hamlets and residential groups plays an indispensable role as an institution. Not only is it a place for community activities, cultural houses are also a bridge between the government and the people, contributing to promoting the movement of building new rural areas and improving the quality of cultural life in residential areas.

In the period of 2021-2025, Thai Nguyen province has mobilized many resources to support the construction of cultural houses (NC) for hamlets and residential groups. To date, 100% of residential areas have had cultural houses - sports grounds as meeting places and places for physical training and sports (ST).

Most cultural houses in hamlets and residential groups basically meet the requirements on area, with stages, slogans, national flags, podiums, loudspeaker systems and enough seats for people. Thanks to that, people have favorable conditions for community activities, organizing meetings, practicing sports and participating in healthy recreational activities. This not only contributes to improving people's spiritual life but also strengthens solidarity, promotes local cultural identity, and creates a solid foundation for sustainable development.

Currently, the whole province has 2,170/2,206 hamlets and residential groups with cultural houses and sports playgrounds, of which 1,734 cultural houses and sports playgrounds meet standards. Notably, from 2021 to now, more than 600 cultural houses and sports playgrounds have been newly built and repaired and upgraded to meet the criteria set by the Ministry of Culture, Sports and Tourism . A typical example is the cultural house in Bo Dau hamlet, Co Lung commune - the first cultural house in Phu Luong district to meet new rural standards. With cultural houses and sports playgrounds, people come every day to meet, exchange, share thoughts and feelings and practice sports together.

Through our survey, most of the cultural houses in hamlets and residential groups have been effective. This is where meetings are held to implement the Party's guidelines and policies, the State's policies and laws to the people. Also at the cultural houses, the conventions and village regulations on building a civilized lifestyle are directly built by the people; new policies of the State and policies of the Party are implemented to the people most fully.

Also at the Cultural House, through the loudspeaker system, people can fully grasp domestic and international news; the production situation of the crop season, patriotic emulation movements are launched, and exemplary households are honored.

Deviations and wrongdoings are promptly reminded and corrected. Simply put, in the neighborhood, any happy or sad events are also announced through the loudspeaker system. Therefore, the Cultural House is truly a community activity center, where people are truly in control and have access to new policies of the Party and the State; and are more aware of participating in building an advanced residential area.

Currently, many hamlets and residential groups are continuing to build and complete cultural houses and sports grounds according to the standards set by the Ministry of Culture, Sports and Tourism. In the past 5 years, the province has had 1,734 cultural houses and sports grounds supported by the State and built by the people to meet standards. Thus, 80% of hamlets and residential groups have built cultural houses and sports grounds that meet standards, completing the province's goal.

Regarding the construction of a standard cultural house and sports playground, Mr. Ma Dinh Trung, Head of Coc Moc hamlet, Linh Thong commune (Dinh Hoa), shared: Previously, the hamlet had 2 cultural houses but they did not meet the standard in terms of area. After being propagated and mobilized, 109 households in Coc Moc agreed to contribute 2.5 million VND/household to build a new cultural house. Thanks to the cooperation of the people and the timely support of the government, the hamlet now has a standard cultural house.

In the past 5 years, Dinh Hoa has had more than 100 hamlets and residential groups build new or repair and upgrade cultural houses. To reduce the burden of contributions for the people, in addition to the support of 200 million VND/new house and 100 million VND/repaired house, based on the construction area, the State also supports an additional 30 to 40 tons of cement/house. This policy has contributed significantly to promoting the movement of building cultural institutions in hamlets and residential groups.

In Phu Luong, from 2021 to now, the district has spent more than 2 billion VND to support hamlets and residential groups to build new and repair cultural houses. Other localities across the province have also effectively mobilized community strength to build cultural houses and standard sports grounds.

At the same time, cultural houses - spacious sports grounds were built to meet the meeting needs of the people, which are also called "common houses" of the residential community. Moreover, the cultural houses of hamlets and residential groups also clearly demonstrate the consensus of everyone in the residential community with the movements to build the locality to be increasingly rich, beautiful and civilized.

Although many families are still facing difficulties, everyone is excited and enthusiastic to contribute to making the community's "common home" more spacious and clean. The construction and completion of cultural houses in hamlets and residential groups is not simply a construction to serve the community, but also demonstrates the spirit of great national unity. This is also where the spirit of democracy is promoted and the rule of law is maintained.

In addition to the meaning of improving spiritual life, the Cultural House is also a place for people to preserve and pass on good customs and cultural identities. In particular, the Cultural House is also a place to equip knowledge, strengthen the strength of national solidarity to be strong enough to push back negative social phenomena. In the era of digital technology development, people coming to the Cultural House to participate in activities and meetings are also equipped with and share knowledge and experience in self-defense against traps from cyberspace.

All community activities such as: Great Unity Day, mass art performances, awarding scholarships to students who have overcome difficulties and studied well, and sending young people off to join the army are all organized by the people at the Cultural House. Therefore, the Cultural House becomes a spiritual gathering place, connecting the social community more closely, thereby eliminating bad customs and social evils.

NVH also plays an important role in preserving and promoting traditional cultural values. There, people can meet and discuss the cultural beauty left by their ancestors. From there, they have the awareness to preserve, transmit and promote values ​​through club activities.

Many people when asked had the same answer: Since the Cultural House - a spacious, clean and beautiful sports playground with a protective fence, people have actively participated in cultural, artistic and sports activities. Especially, during holidays and Tet, the cultural house yard is bustling with flags and flowers and festival and entertainment activities are organized, creating an exciting and healthy atmosphere, so that after the holidays, people can return to work more effectively.

Looking from the historical perspective, the vitality of Vietnamese cultural values ​​has always been in the community, nurtured, maintained and preserved by the community. In the organizational structure of the Vietnamese community, hamlets and residential groups are the basic elements, where customs, habits and typical cultural activities are preserved. Therefore, cultural activities organized at the Cultural House are always highly effective, because the activities are organized appropriately and practically with the psychology and economic capacity of the people.

To improve the efficiency of operations and promote the role of the cultural house system, every year the Department of Culture, Sports and Tourism of Thai Nguyen organizes training courses and guides to improve knowledge of management and organization of cultural and sports institutions for cultural officials at district and commune levels and managers of cultural institutions in hamlets and residential groups. Thereby, helping the grassroots fully grasp the above-mentioned directives to flexibly apply them to local practices. This approach not only ensures consistency in direction but also promotes creativity and initiative of the grassroots, contributing to building an increasingly rich and sustainable community cultural life.
