After storm No. 3 (early September 2024), more than 6,000 landslides occurred in Dinh Hoa district, including hundreds of landslides into people's houses, causing loss of life and property. In this situation, the local government had to temporarily relocate households to safe places and deploy support for people to stabilize their lives in the long term.
Many months have passed since the 3rd storm of 2024, but the image of the devastated scene and the almost completely collapsed house is still vivid in the mind of Ms. Ha Thi Bich Phuong, in Hamlet 7, Tan Duong Commune. At that time, in the dark night, due to heavy rain, rocks and soil suddenly fell from the hill, she and her husband only had time to hug their 2 children and run out of the house, but they could not escape with their belongings.
The couple and their two children were temporarily moved to the village cultural house. Because their old place was still at risk of landslides, they were supported to build a house elsewhere.
Ms. Ha Thi Bich Phuong shared: With the support of the State and philanthropists, my family has just finished building a new house worth nearly 400 million VND in a safe location, nearly 500m from the old house. We feel very secure when we move into the new house.
Mr. Vu Van Khoi, in Coc hamlet, Tan Duong commune, said: The terrain in the hamlet is mainly mountainous, so when it rains heavily, we are very scared. My family once suffered a landslide, forcing us to move and build a house in another location. The local government mobilized other families with residential land to transfer it so that my family could have land to build a new house.
According to Ms. Nguyen Thi Huong, Vice Chairwoman of Tan Duong Commune People's Committee, after the flood caused by storm No. 3 in early September 2024, there were 6 households in the commune that had to relocate. To have land for these households to build new houses, the local government mobilized people in the hamlet to transfer land use rights at a suitable price.
As for the family of Ms. Ha Thi Bich Phuong, in Village 7, the Tan Duong commune government mobilized relatives (Mr. Phung Van Khiem, the uncle of Ms. Phuong's husband) to donate land.
Currently, households affected by landslides have been supported to build new houses. For some households that have to move but do not have land to build houses, in the immediate future, local authorities will closely monitor the weather to have a temporary relocation plan during times of heavy rain, then continue to find land support plans for people to build new houses.
Mr. Hoang Thanh Xuat, Chairman of Tan Duong Commune People's Committee, said: Currently, there are 6 households in Hong Van Luong hamlet located at the foot of a high hill, with many cracks appearing on the hill. Therefore, during the time of flood, the locality will urgently evacuate 6 households temporarily to a safe place.
Faced with the risk of landslides during heavy rains, which could affect people’s lives and property, Dinh Hoa district has mobilized resources to support households in building new, safe houses. The new houses are not far from the old ones, convenient for production and daily life, so people are very excited.
According to the leaders of the People's Committee of Dinh Hoa district, there are hundreds of households in the district located at the foot of hills, mountains, and high slopes, at risk of landslides. Recently, the district has supported 41 families whose houses were affected by landslides (with a total support amount of over 3 billion VND), of which 31 households had to move and build new houses elsewhere, and 10 households had to repair their houses.
In addition, local authorities in the district have reviewed and instructed households near the embankment to level and level the embankment to minimize the risk of landslides into their homes.
