The notable point of this Decree is that households and individuals doing business with an annual revenue of 1 billion VND or more will have to use electronic invoices generated from cash registers connected to transfer data to tax authorities. Applicable areas include: retail of goods, food and beverage, accommodation services, health care, hairdressing, beauty, entertainment, passenger transport, etc. These are industries that have direct payment transactions with consumers, which can easily lead to tax fraud if not closely monitored.
To ensure that the Decree is implemented in accordance with regulations, over the past time, the tax authorities in the province have stepped up propaganda, raised taxpayers' awareness and encouraged business households to proactively review and adjust their revenue levels. At the same time, they have coordinated with solution providers to develop and complete software to support business households in managing sales and connecting data from cash registers with tax authorities.
Up to now, in the province, 2,289 taxpayers have installed and used electronic invoices generated from cash registers (691 enterprises and 1,598 business households). Through the review of the tax authority, by June 1, 2025, the whole province still has 423 taxpayers who must continue to use electronic invoices generated from cash registers (317 enterprises and 106 business households).
Failure to comply with the regulations on the use of electronic invoices generated from cash registers may result in business households being handled according to the provisions of the Law on Tax Administration and Decree 125/2020/ND-CP. Specifically: Fines of 4-8 million VND if electronic invoices are not issued according to regulations. Fines will be heavier if violations are repeated, or if the tax authority intentionally fails to connect or transmit invoice data as required by the tax authority. The tax authority may conduct inspections, comparisons and determine the revenue level to calculate the amount of tax to be collected and charge late payment fees to the seller if there are no invoices or transparent books.
