Circular No. 35 regulates training, testing, and granting of driving licenses; granting and using international driving licenses; training, testing, and granting of certificates of training in knowledge of road traffic laws.
However, after implementation, some regulations are still not suitable and not in line with reality, as reflected by local authorities, driving training establishments (DTLX) and even students. On May 14, the Ministry of Construction issued Official Dispatch No. 3450 to ministries, branches, units and localities to collect comments on the draft circular to replace Circular No. 55.
Recently, the Department of Construction of Quang Nam province has contributed comments to the draft circular regulating traffic laws; training, testing and granting certificates of road traffic law knowledge for specialized motorbike drivers.
Accordingly, the industry recommends that the drafting committee study and adjust to suit each form of training. For example, Article 5 of the draft circular stipulates that for classes A1 and A, learners who attend 100% of the training time in the training program will be considered to have completed the training course.
However, Article 4 of the draft stipulates that theoretical learning content must be completed in the training program and one of the following learning methods can be chosen: self-study of theoretical subjects according to regulations or concentrated learning at the vocational training facility.
Deputy Director of the Department of Construction - Mr. Le Quang Hieu said that the appendix of the draft stipulates "Practice driving on expressways or expressways with investment phases". The Department recommends that the drafting committee consider this content, the reason is that organizing practice on expressways has the potential risk of accidents due to students' weak skills.
Mr. Vu Van Tuan - Director of Phu Ninh Vocational DrivingEducation Center shared that the students have just started learning and do not have enough skills, so they cannot move at the minimum prescribed speed (from 60km/h - 120km/h) on the highway.
Instead, it is proposed to allow training facilities to instruct students to learn in simulated cabins, through instructional clips based on the DTLX curriculum on page 122 of the Vietnam Road Administration so that students can understand and grasp the methods and skills to be able to participate in traffic on highways in the future...
The expert has another suggestion, which is to reduce the length of practical training with DAT to about 500 - 600km. That way, teachers will have more time to increase teaching of driving situations in crowded inner cities, moving forward and backward, and parking.
It is known that DAT (Distance and Time) is an electronic device installed on a driving practice car to monitor the time and distance of driving practice by recording, storing, authenticating and transmitting information related to the teaching and learning process.
In addition to the conveniences, the practice process also presents a situation of coping when teachers choose long, flat routes to quickly reach the required number of kilometers and avoid having to give much guidance.
