Proposed areas for free trade zones
According to the Department of Finance, it is expected to build a complex commercial area to maximize the advantages of Long Thanh International Airport, Phuoc An Port and industrial parks in the province. The commercial area will develop different industries and fields with functional sub-areas such as: production area; logistics area; commercial service and finance area; digital economy , information technology and innovation area.
Deputy Director of the Department of Finance Phan Trung Hung Ha stated that the goal is to develop priority investment sectors and industries so that the EZ becomes an import and export gateway for Southeast Asia; a center for high-value export production; a center for modern financial and service services in the world . To build the EZ, the relevant authorities need to implement preferential tax policies and reform administrative procedures.
Dong Nai has Long Thanh Airport and Phuoc An Port, two infrastructure projects located in strategic locations, easily connecting to major markets in the region and the world. In particular, Long Thanh Airport has modern air transport capabilities, can serve high-quality cargo, perishable goods; the airport is integrated with synchronous infrastructure, facilitating inter-regional transportation and export. Phuoc An Port has conditions to develop integrated commercial zone models, aiming to become an international logistics and trade center.
In addition, Dong Nai has a diverse industrial ecosystem with 48 planned industrial parks; the province has a synchronous transportation system with many highways, railways, and national highways passing through. The provincial planning does not stipulate a commercial zone, but has planned many logistics centers, commercial service zones, and innovation zones with an area of thousands of hectares in the vicinity of Long Thanh Airport and Phuoc An Port. These are favorable conditions for the province to establish a commercial zone.
Based on the criteria of development orientation, connectivity and spread, as well as advantages in terms of land, security and sustainable development, Dong Nai proposed 6 areas that can be studied to build a commercial zone in the coming time, including: Bau Can - Tan Hiep Industrial Park; Concentrated information technology park; Innovation zone; Logistics zone (Long Thanh district); Xuan Que - Song Nhan Industrial Park (Cam My district); Phuoc An port area and port logistics (Nhon Trach district).
Vice Chairman of the Provincial People's Committee Duong Minh Dung stated that the construction of a commercial zone is a new issue, Dong Nai is in the initial stages of implementation, so in addition to proactively developing a project, it is necessary to consult and cooperate with experts and organizations with experience in this field. The goal is to build a complete project, creating a basis to promote investment attraction and sustainable development. The Department of Finance is responsible for presiding over, continuing to consult and soon completing the project to submit to the Provincial Party Committee Standing Committee for approval and reporting to the Prime Minister.
Research to choose the right model
According to the Department of Finance, in the world, the commercial zone has been developed for nearly a century, this is a model that many countries aim for to exploit the advantages of strategic location, trade relations, production costs, especially the attractive investment and business environment. In our country, up to this point, the commercial zone has not been formed; the Vietnamese legal system has not had specific regulations for this model. The study of the Commercial Zone Project is urgent content, which needs to be implemented immediately to have a basis for concretization in practice, making Dong Nai's commercial zone a pilot area for innovation of policy mechanisms, economic institutions, and business environment of Vietnam according to international standards.
For Dong Nai, the EZ will bring many benefits, promote regional economic development, increase domestic and foreign investment attraction; enhance import and export activities; create tens of thousands of new jobs and improve the quality of human resources. This contributes to making Dong Nai an international logistics and aviation center, creating a push for Vietnam to integrate more deeply into the global value chain. However, the EZ can cause negative impacts if the management and supervision mechanism is not strict, the development strategy is not accurately positioned, so it needs to be carefully studied.
According to Deputy Director of the Department of Industry and Trade Tran Duong Hung, the proposed locations for the construction of the trade zone in the province all have certain advantages. However, in the selection process, it is necessary to evaluate specifically in order to choose the most appropriate option. Accordingly, it is necessary to clearly define the following contents: the development goals of the trade zone; implementation location; investment plan; management method when forming; the structure of industries in the trade zone... These issues need to be carefully studied based on the experience of successful international trade zones and have appropriate orientation.
