Affirming the highest political determination in implementing the revolution of streamlining the apparatus

General Secretary To Lam emphasized the need to urgently and actively implement the summary of Resolution No. 18-NQ/TW and carry out a revolution in arranging, organizing, and streamlining the apparatus of the political system. This morning (December 1), the Politburo and the Secretariat held a national conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee; the socio -economic situation in 2024, solutions to accelerate socio-economic development in 2025 and remove institutional bottlenecks and bottlenecks.

The conference listened to Politburo member, Party Central Committee Secretary, Head of the Central Organization Commission Le Minh Hung convey the main and key contents in the implementation of the summary of Resolution No. 18-NQ/TW of the 12th Party Central Committee. Politburo member, National Assembly Chairman Tran Thanh Man conveyed the topic "Removing institutional bottlenecks and bottlenecks". Politburo member, Prime Minister Pham Minh Chinh conveyed the topic "Socio-economic report in 2024, solutions to accelerate socio-economic development in 2025". Politburo member, Party Central Committee Secretary, Head of the Central Propaganda Department Nguyen Trong Nghia gave a speech guiding the propaganda work of the Conference's contents.

Speaking at the conference, General Secretary To Lam emphasized that more than ever and without delay, the country has enough power and strength, enough will and determination to enter a new era, an era of national development and prosperity, and this is also the time, the opportunity, the urgency, and the objective necessity for the revolution in streamlining the organization of the political system so that the apparatus can operate effectively and efficiently.

The General Secretary said that in order to achieve the socio-economic development goals set out in the Resolution of the 13th National Congress, we must renew our thinking, "untie the ropes", be decisive, make breakthroughs, and surpass ourselves. We need to continue to create more institutional breakthroughs, remove difficulties, obstacles, and bottlenecks to unleash all resources and strongly reform administration, creating a favorable environment for development.

Acknowledging that the 8th Session of the 15th National Assembly has initially shown profound innovation in law-making, however, this is only the initial result, there is still much work to be done to clear the "bottleneck of this bottleneck", General Secretary To Lam emphasized the need to clearly understand that institutional innovation is not only the task of law-making agencies but also the common responsibility of the entire political system and of each cadre and party member participating in law-making and enforcement.

There must be a "strong enough medicine" to cure the disease of officials working administratively, mechanically; being negative, harassing, "harassing people", "harassing businesses", only doing things for personal gain, deliberately slowing down work, asking for opinions in circles, blaming the system, etc.

Referring to the preparation work for party congresses at all levels towards the 14th Party Congress, the General Secretary said that the documents submitted to the 14th Party Congress have been elaborately, carefully and scientifically prepared by the Central Committee; therefore, the task of the Party Committees at all levels is to focus on preparing personnel for the new term Party Committees in accordance with the contents that have been guided, and to prepare a team of cadres with sufficient qualities and capacity to meet the new development requirements. Each cadre and Party member must constantly study to "improve themselves" to meet the requirements and tasks in the new period of the country.

We must pay close attention to overcoming the "diseases" of personnel work before the Congress such as: Those who are not re-elected are safe, defensive, and do not dare to implement new things; personnel expected to participate in the new Party Committee are reserved, do not want to clash, and are afraid of losing votes; calculate for relatives, acquaintances, and "cronies" to enter leadership positions or use "organizational tricks" to push away people they do not like... Personnel organization work is the work of the Party, so Party committees at all levels must seriously implement the Party Charter as well as the Party's regulations and laws on personnel work.

Emphasizing once again the urgent and mandatory issue that the sooner it is done, the more beneficial it is for the people and the country in streamlining the organizational apparatus of the political system, the General Secretary requested that all levels and sectors from the central to the grassroots level must determine and affirm the highest political determination in implementing this policy. This is an especially important task, a revolution in streamlining the organizational apparatus of the political system. This is not only a matter of scale or quantity, but more deeply, it is necessary to create qualitative changes in the operation of the political system.

"The spirit is that comrades, leaders, and heads of Party committees and agencies need to be exemplary, proactive, and determined in performing assigned tasks in the spirit of 'running and lining up at the same time'; 'The Central Government does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level'; 'The Central Government sets an example, the locality responds'. Each level and each sector closely follows the plan to summarize and propose models for their agencies and units to ensure progress (ministries and sectors must complete in December 2024); towards the common goal of completing and reporting to the Central Government the Plan to arrange and perfect the organization and apparatus of the political system in the first quarter of 2025", General Secretary To Lam said./
