On the morning of December 27, in Hanoi , the Central Propaganda Department held a conference to review the work in 2023 and deploy tasks in 2024 of the agency and the Party Committee of the Central Propaganda Department. Comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department chaired and delivered a speech directing the conference.

Proactively innovate, remove difficulties, improve consulting quality

Presenting a report at the Conference, comrade Phan Xuan Thuy, Deputy Head of the Central Propaganda Department, said: In 2023, under the close and regular leadership and direction of the Politburo , the Secretariat, and the Department's leaders focused on directing departments and units to innovate content and methods, be creative and flexible, remove difficulties, obstacles, and limitations, create an exciting and united atmosphere, proactively organize and implement tasks, improve the quality of advice, and achieve many outstanding results.

Accordingly, in 2023, the Central Propaganda Department has focused on promoting the implementation of its functions and tasks of advising and assisting the Politburo and the Secretariat in Party building in terms of politics, ideology and ethics. Successfully organized the National Scientific Conference "Theoretical and practical issues in Party building in terms of politics, ideology and ethics in the new period". On that basis, clarifying theoretical and practical issues, contributing to summarizing the Party building work in terms of politics, ideology and ethics over 40 years of implementing the renovation policy and participating in the development of the 14th National Party Congress Documents, as well as advising the Politburo and the Secretariat in leading and directing the Party building work in terms of politics, ideology and ethics in the coming time.

In addition, the Central Propaganda Department has also proactively and actively implemented 21 projects, including difficult, important contents, new issues that our Party has not yet regulated, but the Department's leaders have resolutely directed departments and units to prepare carefully, seriously, scientifically, with full and quality content to advise the Central Executive Committee, the Politburo, and the Secretariat to issue new documents, with practical significance, promptly meeting the requirements and demands of reality for unified and synchronous implementation in the Party and the political system, such as advising the Central Executive Committee to issue Resolution No. 45-NQ/TW; the Politburo to issue Conclusion No. 57-KL/TW; the Secretariat to issue Regulations No. 99-QD/TW, 100-QD/TW, 101-QD/TW, 116-QD/TW. Research and complete the scientific topic "Theoretical basis, practice and strategic orientation of propaganda work to 2030, vision to 2045" as an important basis for advising the Politburo to issue a Resolution on propaganda work strategy. The advisory work has many innovations and creativity, achieving fundamental results. The quality of appraisal and comments on documents according to the requirements of the Politburo, the Secretariat and the proposals of departments, ministries, branches and localities has been gradually improved.

In 2023, the Committee also advised the Politburo and the Secretariat to promptly and effectively organize conferences to disseminate and implement resolutions, conclusions and regulations of the Central Committee: National conference to study and disseminate the Resolution of the 8th Conference of the 13th Party Central Committee; National conference to study and deploy Conclusion No. 57-KL/TW, dated June 15, 2023 of the Politburo "on continuing to improve the quality and effectiveness of external information work in the new situation"; Conference to disseminate and deploy regulations No. 85-QD/TW, 99-QD/TW, 100-QD/TW, 101-QD/TW of the Secretariat of the 13th Party Central Committee in the Northern and Southern regions. These are important conferences, aiming to disseminate and implement uniformly and synchronously in Party committees, Party organizations and the political system; contributing to raising awareness of cadres, party members and people of all walks of life; improving the leadership, governance and fighting capacity of the Party; improving the effectiveness and efficiency of the operations of governments at all levels, of the Vietnam Fatherland Front and socio-political organizations from the central to grassroots levels.

Successfully organized many large conferences and seminars with important meanings and great influence, demonstrating the constant innovation, improving the persuasiveness and effectiveness of the Propaganda sector, highly appreciated by cadres, party members and public opinion. The quality and content of conferences, seminars and events have been gradually improved; there are difficult and in-depth contents that have been promptly organized by the Steering Committee's leaders, creating highlights, highly appreciated by delegates and public opinion, showing the professionalism of the Committee from the organization stage to the content preparation stage, contributing to improving the quality of the Committee's advice in the field of Party building work in politics, ideology and ethics. For the first time, the Board's leaders paid attention to directing the organization of a training conference for department-level and equivalent staff of the Board on writing, speaking, and working skills with localities to equip them with knowledge and skills, while overcoming limitations and shortcomings, contributing to improving the quality of staff, thereby doing a good job of advising and enhancing the role and position of the Board.

In addition, the Committee has also promptly directed and oriented the work of political theory, propaganda, press - publishing, and foreign information; grasped the ideological situation and public opinion, fought and refuted bad and toxic information about major political events of the country; contributed to creating unity in perception and action within the Party, consensus in society, and strengthening people's trust in the Party and the State.

In 2023, science, culture and arts work will have many innovations, focusing on closely following the reality of social life, implementing synchronously and comprehensively in all aspects. Focus on leading and directing many contents related to cultural development, building a national value system, a cultural value system, a family value system and Vietnamese human standards; building a team of intellectuals, innovating education, protecting the environment, proactively responding to climate change, strengthening resource management, conserving biodiversity, managing, protecting and developing forests, preventing epidemics, security, food safety, hunger eradication, poverty reduction, building new rural areas, applying scientific and technological achievements in production... contributing significantly to socio-economic development, improving the quality of people's lives.

The work of organizing cadres is concerned, focusing on building and organizing the implementation of functions, tasks, and organizational apparatus according to Decision No. 88-QD/TW on functions, tasks, powers, and organizational apparatus of the Central Propaganda Department, ensuring synchronization, transparency, overcoming limitations and overlaps in functions and tasks of departments and units; creating motivation and basis for good implementation and completion of tasks. Paying attention to planning, training, fostering, and perfecting the cadre team with a democratic, objective, and scientific spirit; creating consensus and excitement, helping cadres, civil servants, public employees, and workers feel secure in their work.
