In his opening speech at the Congress, Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, Secretary of the Party Committees of the Central Party agencies, stated: Implementing Directive No. 45-CT/TW of the Politburo and the regulations and instructions of the Central Committee, the Standing Committees of the Party Committees of the Central Party agencies and Party committees at all levels have led, directed and successfully organized the Party Congresses at all levels in accordance with the Central Committee's plan.

The Congress of Party Committees of Central Party agencies for the 2025-2030 term has the task of comprehensively and deeply assessing the results of the implementation of the Resolution of the Congress for the 2020-2025 term; setting out directions, goals and tasks for the 2025-2030 term; reviewing the leadership of the Executive Committee for the 2020-2025 term; discussing and contributing opinions to the draft documents of the 14th National Congress of Party Committees; and implementing the Politburo's Decision on personnel work.

With the Congress motto "Solidarity-Democracy-Discipline-Setting an example-Breakthrough-Development", comrade Tran Cam Tu asked delegates to uphold responsibility, promote democracy, concentrate their intelligence, and contribute ideas to the draft documents of the Party Committee and the draft Political Report of the 14th National Congress of the Party.

Comrade Tran Cam Tu deeply believes that, with the role of "strategic advisor" serving the leadership and direction of the Party Central Committee, the Politburo, the Secretariat, the Party Committee will promote the spirit of solidarity, loyalty, dedication, creativity, excellently complete assigned tasks; join hands and unite with the whole country to realize the aspiration to build a strong, prosperous, civilized and happy country.

Presenting the draft Political Report of the Party Executive Committee for the 2020-2025 term, comrade Nguyen Long Hai, alternate member of the Party Central Committee, Standing Deputy Secretary of the Party Committees of the Central Party agencies, said: The Party Committees of the Central Party agencies were established under Decision No. 242-QD/TW, dated January 24, 2025 of the Politburo.

The Party Committee consists of 14 Party organizations in strategic advisory bodies of the Party, the State, Central agencies for theoretical research, cadre training, propaganda, press, publishing, the supreme judiciary and the Office of the President.

Since its establishment, the Party Committee has quickly stabilized its organization, united and unified, strongly innovated its leadership methods, improved the quality of strategic advisory work, and excellently completed its tasks.

In particular, the strategic decisions of historical significance, led by the Politburo and the Secretariat, headed by General Secretary To Lam, in a very short time, led and directed the Central Party agencies to advise and coordinate implementation; especially the arrangement of the organization of the political system.

Up to now, the entire political system has completed the set goals and objectives ahead of schedule with a huge amount of work, receiving the support of cadres, party members and people, and high appreciation from international public opinion.

With the theme "Continuing to strongly innovate thinking and action, improving strategic advisory work; building a clean and strong Party organization; excellently completing the set goals and tasks", in the 2025-2030 term, the Party organizations of the Central Party agencies continue to strongly innovate thinking and action, improve strategic advisory work, improve the capacity to synthesize, analyze, forecast and create policies, effectively contribute to the planning and implementation of major policies and decisions of the Party...

The Party Committee sets specific targets for the term: Advise and implement on schedule, ensuring the quality of programs and projects assigned by the Central Committee, the Politburo, and the Secretariat. 100% of the advisory documents and proposals of the Central Party agencies have high practical guidance value, ensuring they are correct, accurate, timely, feasible, and meet the requirements of the new situation.

100% of subordinate party organizations develop and implement annual work programs with quality and efficiency; 100% of subordinate party organizations deploy party work software applications and organize paperless meeting rooms; 100% of party organizations are inspected and supervised; strive to prevent serious violations by party organizations. Annually introduce 450-500 outstanding masses to the Party for consideration of admission; strive to admit 1,800-2,000 new party members during the term.

The Congress listened to the Report reviewing the leadership and direction of the Party Executive Committee of the Central Party agencies; watched a report on some outstanding results of the Party Committee in the 2020-2025 term; continued the discussion session on the topics: Improving the quality and effectiveness of political and ideological work of the Party Committee of the Central Party agencies in the new development era; improving the effectiveness of coordination between the Ho Chi Minh National Academy of Politics and the Central Party agencies in training and fostering cadres, theoretical research and policy consultancy; building and perfecting the organizational apparatus of the political system to meet the requirements of national development; strengthening the Party's leadership over judicial agencies in the new development period.

Speaking at the Congress, praising and appreciating the achievements of the Party Committees of Party agencies, General Secretary To Lam emphasized that in the newly established context, the subordinate Party Committees have just merged, consolidated, and streamlined their organizational apparatus on a large scale; at the same time, within the Party Committee there are very specific and special institutions of the political system (the Party's strategic advisory body, judicial, theoretical, training, newspaper, magazine, and publishing agencies), Party committees at all levels in the entire Party Committee have made efforts to prepare and organize well the Party Congresses at all levels, creating a vibrant emulation movement among cadres and Party members.

The General Secretary emphasized that since the beginning of the XIII Congress term, the domestic and international situation has had many complicated developments, many new issues have arisen without precedent, and facing "many big waves and strong winds", our Party has clearly demonstrated its steadfastness, steering the country's ship to overcome difficulties and challenges and continuously achieving new achievements, aiming to complete all targets and tasks set by the XIII Congress, creating a foundation to bring the country into an era of strong and prosperous development.

Each policy, document and resolution issued by the Party has made an important contribution and left a clear mark on the strategic advisory work of the Central Party agencies. The results of the work in recent times have affirmed the important, core, exemplary and leading role of the Party Committees of the Central Party agencies, making an important contribution to the innovation of the Party's leadership and governance methods; enhancing the Party's prestige, position and strength, and consolidating the people's trust.

According to the General Secretary, the role and responsibility of the Party in the coming time is very great - the people place their trust and expectations in the Party - requiring the Party to constantly innovate, improve and improve itself to meet the very high requirements and demands in the new situation.

The Central Party agencies are the “strategic staff”, directly serving the Central Committee, the Politburo, and the Secretariat in formulating the Party’s major guidelines and policies; in directing and organizing implementation; in inspecting, supervising, summarizing practices, and developing theories. The quality of the activities of the Central Party agencies is decisive to the leadership capacity, governing capacity, and fighting strength of the entire Party. Therefore, each cadre and Party member must be deeply aware that he or she is shouldering a great responsibility before the Party, the State, and the people.

The General Secretary requested that the Party Committees of the Central Party agencies deeply assess the requirements and tasks in the new situation, the important roles and positions of Party committees, Party organizations and each cadre and Party member in the Party Committee, thereby supplementing and perfecting the policies, tasks and breakthrough solutions in the coming time. In particular, thoroughly grasp and implement three requirements and four key work orientations.

Regarding the three requirements, it is necessary to ensure party spirit, combativeness, and pioneering spirit in all aspects of work. Party organizations and party members in the Party Committees of the Central Party agencies must be exemplary, steadfast, and pioneering forces in all areas of work, ensuring the Party's leadership in all aspects of social life. The Party Committee must be truly clean, strong, and exemplary - setting an example for party organizations in the political system to follow.

Strengthening coordination and close cooperation. Party committees and agencies must establish a mechanism for interconnected and synchronous coordination between agencies, forming a unified block, a "strategic general staff" closely linking: Staff-organization-inspection-internal affairs-policy, strategy-propaganda, mass mobilization-theory, propaganda... All for a common goal, best serving the leadership and direction of the Party Central Committee.

Closely attached to the people, all advisory work and proposals must come from reality, from the aspirations and legitimate interests of the people, strengthening the trust and flesh-and-blood relationship between the Party, the State and the people, so that the people are truly the roots and solid foundation of the Party, as Uncle Ho taught: "Apart from the interests of the Fatherland and the people, our Party has no other interests."

Regarding the four key work orientations, the General Secretary requested the Party Committee to lead, coordinate leadership, and direct to raise the level and improve the quality of strategic advisory work; to be one step ahead in grasping the situation, forecasting trends, and proposing strategic solutions to meet the increasingly high requirements of the leadership and direction of the Party Central Committee in the new situation.

Strengthen theoretical research, summarize practices, and link with policy orientation; continue to clarify major theoretical issues on socialism and the path to socialism in Vietnam; promptly summarize new experiences from practice, supplement and develop the Party's platform, guidelines, and resolutions...

Strongly innovating leadership, management and operation methods, Party committees at all levels in the Party Committee need to continue to strongly innovate the content of leadership methods, working style, promote democracy, exemplary responsibility, and practice what they preach. Improve the capacity to organize and implement, turn the Party's policies and resolutions into practical actions and concrete results. Strengthen digital transformation, promote administrative reform in the Party, ensure modern Party governance, and take quality and work efficiency as the leading measure to evaluate Party organizations and Party members.

Building a truly clean, strong, exemplary Party organization, taking the lead in Party building work, paying special attention to preserving and promoting solidarity and unity within the Party organization; strictly implementing principles of Party organization and activities; promoting democracy along with maintaining Party discipline and State discipline; focusing on strictly maintaining discipline and order, enhancing deterrence and preventing violations; shifting the Party's inspection and supervision method from "passive" to "proactive", ensuring there are no "dark areas" or "gaps".

Pay special attention to improving the quality of the staff, focus on advising on innovating the content of the work of evaluating, selecting and using staff appropriately, thereby advising on building a staff team - especially Party committee staff, leaders, managers, strategic staff of the Party and the political system to meet the requirements of tasks in the era of strong and prosperous development of the country; pay attention to building a staff team of Central Party agencies, commensurate with the responsibilities of each agency and unit.

Every cadre and party member in the Party Committee of the Central Party agencies must thoroughly understand and be aware of their roles and responsibilities. Party Committees and party organizations need to research and advise on mechanisms and policies to attract talents and good cadres; mechanisms and policies to encourage and motivate cadres to work with peace of mind, wholeheartedly, and make long-term contributions to the Party and the country.

The General Secretary believes that with the achievements that the Party Committees of the Central Party agencies have achieved in the past time, with the spirit of solidarity, intelligence, innovation and aspiration for dedication, the Party Committees of the Central Party agencies will continue to develop strongly, excellently fulfill assigned political tasks, affirm the role of the Party's "strategic staff", and contribute significantly with the entire Party, people and army to bring the country firmly into the new era of development, and complete the goals set by the 14th Party Congress.

In the afternoon, the Congress continued to discuss; listened to the announcement of the Politburo's Decision on appointing delegates of Party Committees of Central Party agencies to attend the 14th National Congress of the Party; and voted to pass the Congress Resolution.
