Mr. Nguyen Duc Huyen (Group 6, Gieng Day 1 area, Viet Hung ward), upon receiving the policy and information from the local government, actively discussed and agreed with other households along Ly Tu Trong street to donate land for urban expansion and beautification. Mr. Huyen stated that most households agreed after the ward leaders explained the plans for upgrading and beautifying the road. The urban landscape of the ward will become more attractive, and the roads for residents will be more spacious, clean, and beautiful. The people's unanimous support demonstrates that this is a very sound policy of the State.
The project to renovate and upgrade Ly Tu Trong Street is reportedly one of 12 projects being implemented by Viet Hung ward as part of a 100-day intensive campaign to upgrade urban infrastructure and residential areas.
Comrade Nhữ Đình Tùng, Chairman of the People's Committee of Việt Hưng Ward, said: Following the direction of the Provincial Party Committee and the plan of the Provincial People's Committee on improving the quality of urban areas and residential areas, the People's Committee of the ward has approved the investment policy for 12 projects to renovate and upgrade urban infrastructure in residential areas with a total investment of 157.15 billion VND. These projects have been added to the ward's medium-term public investment plan for the period 2021-2025, with an expected disbursement of 56.5 billion VND in 2025 (51.5 billion VND for construction; 5 billion VND for investment preparation). With the motto "The State and the people work together," the ward actively mobilizes the entire political system to widely disseminate information among cadres, Party members, and the people, and organizes campaigns to encourage people to donate land for the project implementation.

To date, the people in the area have generally agreed and responded positively to donating land and structures to clear the site for the projects. Of the 12 projects, in 10 projects, households have signed land donation agreements and voluntarily dismantled their structures to hand over the land for project implementation, totaling over 5,000 square meters of land with a value of nearly 100 billion VND (over 75 billion VND for land and over 20 billion VND for structures).
Currently, the ward is accelerating the progress of investment preparation work to start construction of projects in early December 2025; striving to complete the projects and put them into use to serve the people before the Lunar New Year of the Horse.
As one of the 60 households who voluntarily donated land for the renovation and upgrading of the road from National Highway 18 to Tan Lap area (Hoang Que ward), Mr. Nguyen Van Binh, a resident living along the route, expressed his great satisfaction with the completion of the road. From now on, not only his family but also other households in the area will be free from the cramped and difficult roads they experienced before.
Mr. Binh said that the road was previously less than 3 meters wide, with a lot of traffic, mainly cars, making it difficult to pass each other, and the road was in poor condition. Following the initiative to encourage land donation for road widening, residents living along both sides of the road all agreed. "We donated land wherever the road was being built. My family alone donated over 60 square meters , 2 meters in some places and nearly 3 meters in others. Donating land resulted in a beautiful road, beautifying the village and neighborhood, and making it convenient for our family and children to visit. Now, seeing the road transformed, widened, asphalted, and equipped with a drainage system and streetlights, everyone is delighted."
Along with the road leading to Tan Lap area, Hoang Que ward has also completed the renovation and upgrading of the road from National Highway 18 to Thuong Thong area, thanks to the consensus of over 40 households who donated land to widen the road. In recent times, Hoang Que ward has been known as one of the localities that most effectively mobilizes people to donate land for urban infrastructure improvement and upgrading. Whenever there is a project, people are always ready to contribute their labor, donate land, and dismantle auxiliary structures to ensure the project is implemented smoothly. As a result, the ward has implemented dozens of infrastructure upgrade projects, contributing to the completion of the urban transportation network and improving the living environment for residents.

In particular, implementing the province's policy on improving the quality of urban areas and residential zones, the ward has reviewed and selected 62 priority investment projects for the 2026-2030 period with a total budget of nearly 943 billion VND, focusing on transportation, drainage, lighting, green spaces, and welfare infrastructure. Of these, the first 10 projects have already been allocated funding for implementation, creating a starting point for a new development phase.
According to Le Van Luong, Vice Chairman of the People's Committee of Hoang Que Ward: The Resolution of the 16th Congress of the Provincial Party Committee sets out many important tasks, including the synchronization of transportation infrastructure. The ward has identified the movement of donating land for road construction as one of its key priorities. In the coming time, the ward will continue to mobilize the people to cooperate with the government in donating land and structures, contributing to the expansion of roads, so that each residential area becomes more spacious and civilized.
The emulation movement was vibrant and widespread.
Nowadays, wherever you go in the province, the story of "improving the quality of urban areas and residential infrastructure" has become familiar, mentioned by residents as a part of their daily lives. From cities to rural areas, the renovation and upgrading of village and residential infrastructure has truly spread, becoming a widespread emulation movement with strong support from the people.
Intensive campaigns of 100 days and 90 nights to upgrade urban areas and residential infrastructure have been implemented in almost all communes, wards, and special zones. Through these campaigns, thousands of households have donated tens of thousands of square meters of land. Streets are being renovated and expanded; transportation, lighting, and drainage infrastructure are gradually being completed; and roads and sidewalks that were previously encroached upon are now clear again. A bright, green, clean, and beautiful urban landscape is gradually emerging in every neighborhood. Everything is gradually transforming thanks to the concerted efforts of the people.

Mr. Nguyen Dinh Thuyet (Diem Thuy area, Cam Pha ward) expressed: "As someone who directly benefits from a more spacious, clean, and civilized living environment, the people understand better than anyone that cooperating with the government to improve urban infrastructure and residential areas is the right thing to do. With that mindset, I am ready to donate land to expand roads and build public works to serve the lives of the people."
Comrade Hoang Viet Dung, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Cam Pha Ward, affirmed: "The most valuable thing is not just the square meters of land donated or the structures demolished to make way for the road, but the sense of responsibility, consensus, and increasingly high community awareness of the people. When people understand the correct policy and see the practical benefits, they are willing to sacrifice immediate interests to look towards a sustainable future, working together to build a more beautiful and civilized place to live."
With the strong momentum of emulation spreading, the locality is now continuing to propose more projects needing renovation and upgrading in the next phase. Many people are proactively suggesting and proposing plans to expand roads and improve the landscape in their living areas. All of this is creating a driving force for Quang Ninh to increasingly innovate and develop from each residential area and each road - through the unity of the people.

Speaking at the conference on the implementation of key tasks on October 15, 2025, Comrade Vu Dai Thang, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation, requested that Party committees and authorities at all levels identify the implementation of the policy to improve the quality of existing urban and residential areas, while ensuring that each village and neighborhood has playgrounds and outdoor community spaces for the people, as a central and continuous task in the 2025-2030 period. Therefore, it is necessary to develop a clear plan and roadmap, assign specific responsibilities, and conduct periodic progress reviews, in accordance with the practical conditions of each locality and unit. He requested that relevant departments and agencies, based on their assigned functions, tasks, and authority, proactively coordinate, guide, and support localities in implementing tasks related to planning, investment, land management, construction, environment, and technical infrastructure. At the same time, strengthen inspection and supervision from the preparation and approval of investment policies, planning, design, contractor selection to construction, acceptance, handover, management, and operation; promptly detect, correct, and strictly handle violations and irresponsibility during implementation; ensure that all projects are implemented according to plan, on schedule, and with the right objectives, achieving practical effectiveness, and in a transparent and open manner.
With strong political determination and the consensus and joint efforts of the people, the policy of improving the quality of urban and residential areas will certainly be effectively realized. With each road and each project completed on schedule, Quang Ninh will continue to affirm a new, more sustainable and civilized stage of development, building an increasingly better living environment and a happier life for its people.
