Mr. Nguyen Duc Huyen (Group 6, Gieng Day 1 area, Viet Hung ward) upon receiving the policy and propaganda from the local government, actively discussed and agreed with the households on Ly Tu Trong street to donate land for urban expansion and renovation. Mr. Huyen said that the majority of households agreed to do so after the ward leaders disseminated the plans for upgrading and renovating the street. The urban appearance of the ward will become more spacious, and the roads for people will also become more open and clean. The consensus of the people shows that this is a very correct policy of the State.
It is known that the project to renovate and upgrade Ly Tu Trong street is one of 12 projects that Viet Hung ward is implementing in the 100-day and night peak campaign to upgrade urban and residential infrastructure.
Comrade Nhu Dinh Tung, Chairman of the People's Committee of Viet Hung Ward, said: Implementing the direction of the Provincial Party Committee and the plan of the Provincial People's Committee on improving the quality of urban areas and residential areas, the People's Committee of the ward has approved the investment policy for 12 projects to renovate and improve urban infrastructure in residential areas with a total investment of 157.15 billion VND. The projects have been added to the ward's medium-term public investment plan for the period 2021-2025, of which the expected disbursement in 2025 is 56.5 billion VND (51.5 billion VND for construction and installation; 5 billion VND for investment preparation). With the motto of the State and the people working together, the ward actively mobilizes the entire political system to widely propagate among cadres, party members, people and organizes to mobilize people to donate land to implement the project.

Up to now, the local people have basically agreed and responded to the donation of land and constructions to clear the ground for project implementation. Out of 12 projects, there are 10 projects where households have signed land donation minutes, voluntarily demolishing architectural works to hand over the ground for project implementation with a total land area of over 5,000m2 , worth nearly 100 billion VND (land value over 75 billion VND and architectural works over 20 billion VND).
Currently, the ward is speeding up the progress of investment preparation to start construction of projects in early December 2025; striving to complete construction projects and put them into use to serve the people before the Lunar New Year.
As one of 60 households who voluntarily donated land to renovate and upgrade the road from National Highway 18 to Tan Lap area (Hoang Que ward), Mr. Nguyen Van Binh - a resident living along the route expressed his satisfaction when the road was completed. From now on, not only his family but also other households in the area will be able to "escape" the scene of cramped roads and difficult travel as before.
Mr. Binh said that the road was previously less than 3m wide, with many vehicles traveling every day, mainly cars, making it difficult to avoid each other, and the road was degraded. Implementing the policy of mobilizing land donations to expand the road, people living along both sides of the road agreed. Wherever the road was built, we donated it. My family alone donated more than 60m2 , 2m in some places, nearly 3m in some places. Donating land to have a beautiful road, not only beautiful for the village, beautiful for the whole family, but also convenient for children and grandchildren to visit their families. Now seeing the road change, being widened, paved with asphalt; having a synchronous drainage and lighting system, everyone is excited.
Along with the route to Tan Lap area, Hoang Que ward has also completed the renovation and upgrading of the route from National Highway 18 to Thuong Thong area thanks to the consensus of more than 40 households donating land to widen the road surface. In recent times, Hoang Que ward has been known as one of the localities that has most effectively implemented the work of mobilizing people to donate land to improve and upgrade urban infrastructure. Whenever there is any project, people are willing to contribute their efforts, donate land, and dismantle auxiliary works so that the project can be implemented smoothly. Thanks to that, the ward has implemented dozens of infrastructure upgrading projects, contributing to completing the urban traffic network and improving the living environment for people.

In particular, implementing the province's policy on improving the quality of urban areas and residential areas, the ward has reviewed and selected 62 priority projects for investment in the 2026-2030 period with a total budget of nearly VND 943 billion, focusing on the fields of traffic, drainage, lighting, trees and welfare infrastructure. Of which, the first 10 projects have been allocated capital for implementation, creating the beginning of a new development phase.
Vice Chairman of Hoang Que Ward People's Committee Le Van Luong said: Resolution of the 16th Provincial Party Congress sets out many important tasks, including synchronizing traffic infrastructure. The spreading of the movement of donating land to open roads is identified by the ward as one of the key tasks. In the coming time, the ward will continue to mobilize people to accompany the government in donating land, donating works, and contributing to expanding roads, so that each residential area will become more spacious and civilized.
The emulation movement is vibrant and widespread.
Now, in any residential area in the province, the story of “improving the quality of urban areas and residential infrastructure” has become familiar, mentioned by people as a part of daily life. From urban to rural areas, the renovation and upgrading of village and residential infrastructure has really spread, becoming a widespread emulation movement with strong response from the people.
The peak campaigns of 100 days and 90 days to upgrade urban areas and residential infrastructure were deployed in almost all communes, wards, and special zones. From the campaigns, thousands of households donated tens of thousands of square meters of land. Streets are being renovated and expanded; traffic infrastructure, lighting, and drainage are gradually being completed; previously encroached roads and sidewalks are now open again. Bright, green, clean, and beautiful urban landscapes are gradually appearing in each neighborhood. Everything is gradually changing thanks to the unanimous contribution of the people.

Mr. Nguyen Dinh Thuyet (Diem Thuy area, Cam Pha ward) expressed: As a direct beneficiary of the values from a more spacious, clean, civilized living space, more than anyone else, the people understand that joining hands with the government to improve urban and residential infrastructure is the right thing to do. With that mindset, I am willing to donate land to widen roads as well as build public works to serve people's lives.
Comrade Hoang Viet Dung, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Cam Pha Ward, affirmed: The most valuable thing is not only the square meters of land donated, or the constructions demolished to make way for the road, but also the sense of responsibility, consensus and increasing community awareness of the people. When people clearly understand the correct policy and see the practical benefits, they are willing to sacrifice their immediate interests to move towards a sustainable future, together building the place where they live to become more beautiful and civilized.
With the strong momentum of emulation spreading, the locality continues to propose more projects that need to be renovated and upgraded in the next phase. Many people have proactively proposed and proposed plans to expand roads and improve the landscape where they live. All of this is creating a driving force for Quang Ninh to increasingly innovate and develop from each residential area, each road - with the consensus of the people.

Speaking at the conference to disseminate a number of key tasks on October 15, 2025, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, requested Party committees and authorities at all levels to identify the implementation of the policy of improving the quality of existing urban areas and residential areas associated with ensuring that each village and neighborhood has a playground and outdoor community space to serve the people as a key and continuous task during the 2025-2030 period. Therefore, it is necessary to develop a clear plan and roadmap, assign specific responsibilities, and periodically review progress, in accordance with the practical conditions of each locality and unit. He requested relevant departments, branches and sectors, based on their assigned functions, tasks and authorities, to proactively coordinate, guide and support localities in implementing tasks related to planning, investment, land management, construction, environment and technical infrastructure. At the same time, strengthen inspection and supervision right from the stage of preparation, approval of investment policies, planning, design, contractor selection to construction organization, acceptance, handover, management and operation; promptly detect, correct and strictly handle violations and lack of responsibility during implementation; ensure all works and projects are implemented according to plan, on schedule, on target, promoting practical efficiency, publicity and transparency.
With high political determination, consensus and joint efforts of the people, the policy of improving the quality of urban and residential areas will certainly be effectively realized. From each route and each project completed on schedule, Quang Ninh will continue to affirm a new, more sustainable and civilized development step, building an increasingly better living environment and a happier life for the people.
