Party Secretary Phan Xuan Hanh requested the commune's propaganda channels to quickly post urgent notices, warn people about the natural disaster situation, and ensure people's lives and property because the commune and neighboring localities are experiencing heavy to very heavy rain, combined with the flood discharge of the Song Ba Ha hydroelectric reservoir.
At 5:00 p.m. on November 18, Song Ba Ha Joint Stock Company announced that the hydroelectric reservoir discharged floodwater and operated the machine with a water flow to the downstream of 5,563 m3 /s. The flood warning system along the Ba River has been sounding warning sirens continuously since the same afternoon.

Meanwhile, according to the forecast bulletin of the Central Hydrometeorological Station, issued at 2 p.m., in the Ba River basin from the evening and night of November 18 to November 19, there will be moderate rain, heavy rain, and very heavy rain in some places. The total rainfall forecast in the basin is generally from 100-200mm, and in some places downstream, over 300mm.
In the evening and night of November 18, Tay Hoa commune and neighboring communes had very heavy rain, with rainfall ranging from 40-80mm/24 hours, with some places over 150mm. On November 19, rainfall was ranging from 60-120mm/24 hours, with some places over 200mm.

It is forecasted that in the next 24 hours, the flood in the upper Ba River will fluctuate at alert level 2-3, in the middle, the flood will continue to rise rapidly, possibly reaching alert level 3 or above alert level 3; downstream, the water level will increase again, fluctuating at alert level 2-3. The flow to Song Ba Ha reservoir will increase again and peak tomorrow night (November 19), the flood peak is from 8000 - 9000 m³/s.
With a flow rate of up to 9,000 m³/s, according to the operating procedure, the reservoir is forced to discharge flood water at a large flow rate to ensure the safety of the project. The downstream of Ba River (including Tay Hoa commune) will be affected by the combined impact of heavy rain on the spot + flood discharge from the reservoir + flood on tributaries, the river water level will rise very high and quickly on the night of November 19.
