Focus on collecting land use fee debts from households.

In the context of a challenging economy, budget revenue still heavily depends on land resources. Lam Dong province is focusing on various revenue collection solutions in this area, with a particular emphasis on collecting outstanding land use fees from individuals and organizations.

Over 750 billion VND in land use fees are owed.

According to the Department of Finance, the total amount of tax debt in the area currently exceeds 3,630 billion VND, accounting for 14% of the total state budget revenue. Specifically, the land use fee debt of households and individuals is nearly 760 billion VND. Of this amount, 718 billion VND is collectible, 8.7 billion VND is difficult to collect, and 31.8 billion VND is awaiting adjustment and processing.

Lam Dong province is focusing on reviewing cases of households and individuals who still owe land use fees, in order to urge them to pay into the state budget.

There are several reasons for outstanding land use fees. Firstly, in some resettlement areas, many households who were allocated land are still facing financial difficulties and are unable to pay. Many cases involve people who have already drawn lots for resettlement land but have not yet paid the land use fees.

Nam Gia Nghia ward still has a large number of households owing land use fees, with approximately over 130 households. The local authorities are urging, educating, and encouraging these households to complete their paperwork and pay the land use fees.

According to the People's Committee of Nam Gia Nghia Ward, to strengthen debt collection, the locality proactively utilizes citizen identification data and population data. The purpose is to contact, educate, and urge people to promptly complete the procedures for obtaining land use right certificates and fulfill financial obligations as prescribed. The People's Committee of the ward has requested specialized units to compile a specific list of cases that have drawn lots for resettlement land but have not yet paid land use fees. “We are reviewing cases where the deadline for recording land use fees has passed but payment has not yet been made. The locality's stance is to prioritize educating and encouraging people to fulfill their tax obligations. If people deliberately refuse to comply, the agencies will propose strict sanctions for violations,” a leader of the People's Committee of the ward shared.

In Kien Duc commune, to increase land use fees, in addition to debt collection, the local authorities have recently established working groups to assist people with procedures when changing land use purposes. These groups have intensified their efforts in reviewing and disseminating information, helping people access administrative procedures related to land more quickly and efficiently.

The task force organized the dissemination of information and guidance to households and individuals needing to change land use purposes, instructing them on the procedures and processes for changing land use purposes as stipulated in the Land Law. During their work at the grassroots level, questions and requests from households and individuals regarding land use change procedures were promptly addressed. “People have a high demand for changing land use purposes, but they still feel hesitant because they are not fully aware of the procedures. Based on this reality, the local authorities have established task forces to support and guide people in changing land use purposes in accordance with regulations, ensuring compliance with land use planning and plans,” said Ms. Vo Thi Kieu Linh, Chairwoman of the People's Committee of Kien Duc commune.

Review and expedite debt collection.

Land-related revenue sources include revenue from land auctions; land-use conversion; land leasing; and land allocation with land use fees. In the current structure of state budget revenue sources, revenue from land plays a crucial role.

According to the Department of Finance, the land use fee collection plan for Lam Dong province in 2025 is 4,250 billion VND. Revenue from land accounts for 14% of the total state budget revenue. By the end of October 2025, the locality had collected 3,635 billion VND, reaching 85%.

In reality, the proportion of budget revenue will include revenue from taxes, fees, land use fees, and other financial measures. Of these, revenue from taxes, fees, and charges is allocated to recurrent expenditures. Revenue from land is primarily used for development investment and infrastructure construction.

Recognizing this, Lam Dong province is finding ways to effectively manage and exploit its land resources, creating an important source of capital to contribute to the province's socio -economic development. Among these efforts, collecting land use fees is a key area that the locality has been actively promoting after the merger.

To collect outstanding land use fees, the Lam Dong Provincial People's Committee directed the Department of Finance to coordinate with relevant units and the People's Committees of communes and wards to calculate financial obligations and promptly notify land users to comply with regulations. Local authorities are urged to promptly review cases of households and individuals still owing land use fees, as well as other financial obligations related to land use by businesses, and subsequently require these households, individuals, and businesses to fully comply with regulations.

The province has directed the Department of Agriculture and Environment to instruct land registration offices to promptly and efficiently process all documents and procedures related to land matters. From land subdivision and consolidation, and transfer of land use rights for citizens to land allocation, leasing, and land use purpose conversion for businesses in the province, all are being handled quickly.
