At the question and answer session on the afternoon of November 11, the 8th session of the 15th National Assembly , many delegates pointed out the difficulties hospital pharmacies have encountered in bidding for drugs. In reality, there are still times when patients cannot buy drugs after their medical examination, affecting treatment.
"Recently, the National Assembly and the Government have made many efforts to remove bottlenecks in drug bidding such as the Law on Bidding, the Law on Medical Examination and Treatment... Legal bottlenecks have been basically resolved, but the drug shortage still exists. Is it because some officials lack a sense of responsibility in bidding? If so, how should we handle it?", delegate To Van Tam ( Kon Tum ) questioned the Commander of the health sector.
Delegate Nguyen Thi Thuy, Vice Chairwoman of the Judiciary Committee, also asked the Minister of Health to clarify the current problems in drug bidding and when they will be resolved.
Minister of Health Dao Hong Lan answered questions this afternoon.
Minister of Health Dao Hong Lan said that recently, agencies have had many solutions to solve the problem of drug shortage, especially the provisions in the 2023 Bidding Law. Hospital pharmacies are managed by hospitals, which organize the purchase of retail drugs to sell to people when needed, without having to use the budget. According to the 2023 Bidding Law, hospital pharmacies also have to bid, so in reality, they face difficulties.
Therefore, the revised Pharmacy Law, which is seeking National Assembly opinions, will hand over the right to proactively purchase to hospital pharmacies.
There are three levels of drug procurement bidding: Centralized by the Ministry of Health, provincial procurement assigned to localities, and medical facility level. Although the Bidding Law has come into effect, 2024 is the first year of implementing the new regulations. The Ministry of Health regularly conducts activities to guide the implementation of bidding.
Explaining the cause of the difficulties in the bidding process, the Minister of Health said that the new regulations made it difficult for medical facilities to research and arrange human resources to implement them, and some human resources were still confused when reading the regulations. To solve this problem, in addition to training localities, the Ministry of Health also developed a handbook to guide drug bidding so that localities have the capacity to implement it.
In addition, the Minister acknowledged that in reality, there are units and officials who do not dare to think, dare to do, and are afraid of making mistakes, so the implementation is still stuck in the bidding for drugs. The Ministry of Health has submitted to the Prime Minister a directive stipulating the responsibilities of the heads of medical examination and treatment facilities related to the implementation of bidding and ensuring medical supplies. "The Ministry of Health hopes that the directors of medical facilities will focus on implementing this extremely important task," said Minister Lan.
