Attending the meeting, on the Vietnamese side, there were representatives of the Government Office and the Ministries and branches: Industry and Trade, Foreign Affairs, Agriculture and Environment, Science and Technology, Construction, Education and Training, Culture, Sports and Tourism, State Bank... and Vietnamese enterprises that are cooperating with Belarus.
On the side of the Belarusian Sub-Committee, there were representatives of the President's Office, along with representatives of the Ministries of Foreign Affairs, Industry, Agriculture, Education, Transport , Science and Technology Committee... and a number of related businesses of Belarus.
Opening the meeting, on behalf of the Vietnamese Government, Minister Nguyen Hong Dien thanked the Deputy Prime Minister for making his first overseas trip to Vietnam. This demonstrated the Deputy Prime Minister's special interest and affection for Vietnam, as well as his appreciation of Belarus's Eastward foreign policy, in which Vietnam's role and position are always respected. Minister Nguyen Hong Dien affirmed that through the UBLCP mechanism, the two sides will continue to deepen the Vietnam - Belarus cooperation in all fields, especially economic - trade and scientific - technical cooperation.
On behalf of the Government of the Republic of Belarus, Deputy Prime Minister Anatoly Sivak thanked Vietnam for its warm and thoughtful welcome, and affirmed that Belarus always considers Vietnam a top priority partner in the region. The Deputy Prime Minister emphasized the importance of strengthening cooperation between the two sides' ministries and sectors within the UBLCP mechanism, thereby creating favorable conditions for the business communities of the two countries to effectively exploit the potential and advantages of each side.
Also at the Meeting, the two sides reviewed the implementation of the agreements agreed upon at the 15th Session, assessed the advantages - difficulties, opportunities - challenges in the implementation process. The two sides acknowledged the positive progress in cooperation in most traditional areas, including: diplomacy; trade; industry; agriculture; science - technology; culture, sports and tourism; education and training... For new areas of cooperation such as: construction, health, information and communication..., the two sides have regularly exchanged to determine specific directions for implementation.

Despite achieving many positive results, the two sides also frankly admitted that the current bilateral cooperation between Vietnam and Belarus is still not commensurate with the potential and strengths of each side. Therefore, at the 16th Meeting of the Vietnam - Belarus Joint Committee for Cooperation, Minister Nguyen Hong Dien proposed solutions to promote cooperation between the two sides, specifically:
Firstly, the two sides need to urge relevant ministries, branches and localities to continue to effectively implement high-level agreements between the two countries during the visit of Belarusian Prime Minister Roman Golovchenko to Vietnam in December 2023; at the same time, urgently and effectively implement the contents agreed upon in the Minutes of the 16th meeting of the Vietnam - Belarus CPPCC.
Second, it is necessary to promote information sharing and policy consultation at all levels of the two sides to promptly resolve difficulties and obstacles in the process of implementing cooperation, as well as flexibly seek new solutions, thereby contributing to increasing bilateral trade turnover.
Third, the two sides need to continue to make efforts to facilitate each side's goods to access each other's markets, including agricultural, aquatic, seafood products, dairy products, means of transport, agricultural machinery and equipment, etc.
Fourth , the two sides support and create favorable conditions for businesses of the two countries to participate in fairs/exhibitions, explore trade and investment cooperation opportunities, as well as effectively take advantage of incentives brought about by the Free Trade Agreement between Vietnam and the Eurasian Economic Union.
Fifth , the two sides need to research and propose cooperation in new areas where one side has advantages and the other side has needs, for example, fundamental industries (such as processing, manufacturing, mechanics, materials, chemicals, etc.); high-tech and emerging industries and fields (such as semiconductor chips, artificial intelligence, cloud computing, green transformation, circular economy, etc.) to build a modern, green, clean and sustainable industrial sector.
Sixth, propose that Belarus create the most favorable conditions for Vietnamese enterprises, including Belarusian businessmen of Vietnamese origin, to do business and invest in Belarus.
At the end of the meeting, Minister Nguyen Hong Dien and Deputy Prime Minister of the Republic of Belarus Anatoly Sivak signed the Minutes of the 16th Meeting of the Vietnam - Belarus Joint Committee for Cooperation, and agreed that the next Meeting will be held in Belarus at an appropriate time.
