Mr. Phan Trung Tuan, Director of the Department of Local Government, said that from July 1, 2025, 34 provinces and cities, including 23 provinces and cities after the arrangement, and 3,321 commune-level administrative units nationwide have implemented the 2-level local government model.

Through the situation grasped by the Ministry of Home Affairs , the Standing Agency of the Government Steering Committee in organizing and operating the 2-level local government, although it has been put into operation for nearly 1 month, there have been initial positive results. This shows the correct policy of the Party and State in organizing the new local government model, the first time in the history of our country to organize the 2-level local government model.

According to Mr. Phan Trung Tuan, the commune level has paid attention to completing and organizing the political system, especially the local government at the commune level according to the new model. The People's Committees of 3,321 commune-level units nationwide have completed the organizational structure, established specialized agencies, especially the Public Administration Service Center, where administrative procedures are handled for people and businesses right at the grassroots level.

“The administrative procedure settlement for people, organizations and businesses at the grassroots level across the country is relatively synchronous, effective, and without interruption. Most commune-level localities have put into operation a public service settlement system connected to the National Public Service Portal, facilitating the connection and settlement of administrative procedures and requests of people and businesses," said Mr. Phan Trung Tuan.

With the organization of a two-level local government model, the commune level is the front line, the most direct place, closest to the people to solve the daily needs of the people and businesses in the area, so the workload of the commune level is currently large. The commune-level local government currently not only performs the previous tasks and powers, but also performs most of the tasks transferred to the district level when the activities of the district-level local government have ended.

At the same time, decrees on decentralization, delegation of authority, laws and documents, circulars of ministries on decentralization, delegation of authority, and delegation of authority have transferred many tasks of decentralization, delegation of authority and many tasks of the central government to local governments, many of which are transferred to the commune level. "We have counted up to 1,065 tasks, in addition to the tasks that local governments at the commune level are performing (both at the district and commune levels before), they also have to perform tasks of decentralization, delegation of authority, so the workload is under great pressure," Mr. Phan Trung Tuan shared.

To gradually solve this problem, the Ministry of Home Affairs is interested in synchronizing and perfecting institutional systems related to the fields under the Ministry's management; in which the main focus will be on promptly implementing institutions, policies, decrees, circulars, instructions, etc. related to the timely institutionalization of the Law on Organization of Local Government 2025 and the new Law on Civil Servants passed by the National Assembly at the 9th Session. This is an important law, one of the foundations for operating the 2-level local government model, including cadres and civil servants.

Many decrees of these two laws have been issued. In the near future, the provisions in the law to specify and facilitate the legal foundation, local authorities at all levels, especially the commune level, will be completed. Next, the Ministry of Home Affairs will closely coordinate with provinces and cities to promptly support and coordinate such as training for the staff and civil servants of local authorities, especially at the commune level.

For issues beyond its authority, the Ministry of Home Affairs will promptly report to the Government and the Prime Minister; for example, how will localities pay attention to the staffing of cadres and civil servants in the coming time?...

The Ministry of Home Affairs has submitted the Project to the Government Party Committee to submit to the Politburo, the Secretariat and the Central Executive Committee for approval in Resolution 60, initially maintaining the staffing levels of both district and commune levels to transfer to the commune level to perform work in the area. In the coming time, the Ministry of Home Affairs will urgently advise the Government and the Prime Minister in coordinating with the Central Organizing Committee to re-determine job positions and workloads, and on that basis, set out criteria and standards for the staffing levels of staff and civil servants appropriate to local authorities at both provincial and grassroots levels. On that basis, report to the Politburo for decision.

The process of operating a two-level local government has many positive advantages and operates quite smoothly. However, in the new context, the new model is not without difficulties and obstacles, so the participation of the entire political system is needed. With its role, the Ministry of Home Affairs is always ready to coordinate and support localities and promptly summarize difficulties and obstacles to report to higher levels, ensuring the successful and smooth operation of the model.
