According to the report at the conference, in the first 6 months of 2023, the units in the Emulation Bloc have launched patriotic emulation movements among all cadres, civil servants, public employees and workers of the unit in many diverse forms; through the emulation activities of the Bloc , member units have specified the content and emulation criteria in accordance with the nature, characteristics and actual situation of the agency and unit. The emulation movement contents of the units are associated with the political tasks of the agency and unit and associated with promoting "Studying and following the ideology, morality and style of Ho Chi Minh", focusing on leadership, direction and proactive implementation of work tasks, closely coordinating between provincial departments, branches and sectors and People's Committees of districts and cities in advising the Provincial People's Committee to implement basic tasks to ensure timeliness and meet the requirements of tasks assigned by superiors. Thereby creating a vibrant competitive atmosphere, contributing to timely encouragement and motivation for groups and individuals with many outstanding achievements in the emulation movement.

However , the implementation of emulation movements in some affiliated units is sometimes not timely; the implementation of commendation and reward for typical, advanced examples, and examples of "Good people, good deeds" is sometimes confusing and not regular and continuous .

At the conference, delegates focused on discussing and contributing ideas to the draft report of the emulation cluster. At the same time, they shared experiences and agreed on the direction and tasks of the emulation cluster to implement in the last 6 months of 2023.

The conference agreed that in the last 6 months of 2023, agencies and units in the Emulation Bloc will continue to closely follow the industry's work plan and key tasks to effectively organize the implementation of the set targets and tasks; continue to strengthen discipline and order in state administrative agencies at agencies and units, ensuring operations in accordance with state management functions, completing tasks assigned by superiors; pay attention to organizing and launching emulation movements; in addition, the Emulation Bloc needs to research and organize common activities of the bloc, thereby motivating and encouraging cadres, civil servants and workers in agencies and units to actively participate in emulation movements.
