Competition block No. 1 includes: Department of Foreign Affairs, Office of the Ministry of National Defense (MND), Department of Peacekeeping Operations of Vietnam, Department of Finance, Department of Military Science, Institute of Strategy and History of National Defense of Vietnam, Inspectorate of MND, Department of Judgment Enforcement, Department of Legislation, Department of Criminal Investigation.

The peak emulation movements were organized enthusiastically and effectively such as "Lightning speed - determination to win", "Officers and soldiers of the Central Military Commission promote tradition - Compete to win 3 Firsts", contributing to encouraging, motivating, promoting officers, soldiers, defense workers and civil servants to overcome difficulties, complete assigned political tasks, contributing to building an excellent strong Party organization associated with comprehensively strong agencies and units "exemplary, typical" units in the Bloc to complete their tasks well.

During the year, the agencies and units in the Bloc, according to their functions and tasks, were proactive, sensitive, improved their research capacity, grasped the situation and accurately forecasted strategic issues that directly impacted the military , national defense and Fatherland protection tasks both in the short and long term; promptly advised the Central Military Commission, the Ministry of National Defense, the Party and the State to successfully handle situations, not to be passive or surprised in any situation; and successfully completed all aspects of work according to their assigned functions and tasks.

Typical examples include the Department of Foreign Affairs effectively advising on defense foreign affairs activities during major national anniversaries; the Office of the Ministry of National Defense successfully served many important events, including the 11th National Congress of Emulation for Victory for the Whole Army and the 12th Congress of the Party Committee of the Army; the Vietnam Peacekeeping Department successfully performed its task of participating in United Nations peacekeeping activities; the Department of Finance quickly stabilized the organization after the merger, advising on perfecting the financial and asset management mechanism in the Army; the Institute of Defense Strategy and History successfully completed the 5-volume work History of the General Staff of the Vietnam People's Army (1945-2025),...

Along with that, the movements "Skilled mass mobilization", "Young people of the Military Region strengthen their virtues, train their talents, be proactive and creative", "Women of the Military Region unite, be creative, complete their tasks well, build happy families" were widely deployed, creating a strong spreading effect. The commendation work was carried out impartially, objectively, promptly praising and honoring collectives and individuals with outstanding achievements. In 2025, many units in the Bloc were commended by the President, the Prime Minister, the Ministry of National Defense and the Military Region.

In his speech, Colonel Pham Van Hung, Deputy Head of the Political Department of the General Staff, acknowledged and commended the sense of responsibility, initiative, discipline and efficiency in emulation activities of the agencies and units in the Bloc. He emphasized that although each unit has different functions and tasks and is located in a scattered area, Emulation Bloc No. 1 still maintains a vibrant and comprehensive emulation movement, closely following political tasks and achieving many outstanding results.

Colonel Pham Van Hung suggested that in 2026, agencies and units continue to promote the achieved results, innovate the process of inspection and evaluation of emulation, build realistic scoring criteria, and increase the application of information technology in political education and inspection and evaluation. He requested that the reward work must be fair, objective, and appropriate to the right person and the right job, considering it as a driving force to promote the International Youth Movement to become more in-depth, practical, and effective.

At the conference, delegates representing the units witnessed the handover of the Head of Emulation Block No. 1 in 2026 to the Office of the Ministry of National Defense, the Deputy Head of Block is the Vietnam Peacekeeping Department.
