On the evening of November 3, Moc Chau District Police announced that on November 2, the Moc Chau District Police Investigation Agency issued a decision to initiate a criminal case, prosecute the accused and issue a temporary detention order for Nguyen Van Kieu (36 years old), a contract reporter for the Ethnic and Development Newspaper; and Ha Van Binh (45 years old), contract editor of the 24h News Channel, Law and Life , for the crime of fraud and appropriation of property, as prescribed in Clause 1, Article 174 of the Penal Code.
The Investigation Police Agency of Moc Chau District Police arrested 2 reporters and editors for fraud and property appropriation.
According to the Investigation Police Agency, on October 31, when they saw a household leveling the land to build a house in Chieng Di village (Van Ho commune, Moc Chau district), Nguyen Van Kieu and Ha Van Binh drove up by car, introduced themselves as officers working at the Department of Natural Resources and Environment and asked about the family's land documents.
When the homeowner replied that the documents were complete, one of the two subjects suggested that the homeowner bring some money as a gift to report to the leaders. Afraid of being made difficult, the homeowner borrowed 5 million VND from nearby residents to give to Kieu and Binh.
After Kieu and Binh left, suspecting that these people were not officers from the Department of Natural Resources and Environment, the homeowner reported it to the Moc Chau District Police.
Receiving the denunciation, the Investigation Police Agency of Moc Chau District Police investigated, verified and arrested the above 2 subjects.
The case is being further investigated, clarified and strictly handled by the Investigation Police Agency of Moc Chau District Police according to the provisions of law.
