On January 14, a representative of the Ho Chi Minh City Police Department's Staff Department said that the Ho Chi Minh City Police Department's Investigation Police Department had issued a decision to prosecute a case of violating regulations on resource exploitation, issued a decision to prosecute the accused, and issued an arrest warrant to temporarily detain Le Thi Nhu Ngoc (45 years old, residing in Bien Hoa City, Dong Nai , leader of the illegal sand mining ring), Dao Minh Canh, Pham Dinh Quyen, and Dao Minh Duong.
The above decisions and orders have been approved by the Ho Chi Minh City People's Procuracy.
Le Thi Nhu Ngoc was identified as the leader of the illegal sand mining ring and was just arrested by the police.
Previously, during the process of grasping the situation, the police discovered that Ngoc's group had illegal sand mining activities in the Dong Nai River area (section belonging to Long Binh Ward, Thu Duc City, Ho Chi Minh City).
At 0:30 on December 5, 2023, Thu Duc City Police and professional units of Ho Chi Minh City Police caught this group illegally mining sand on the Dong Nai River (border section between Thu Duc City and Bien Hoa City) and transporting the illegally mined sand to address 129/20, Street No. 6, Long Buu Quarter (Long Binh Ward, Thu Duc City).
During the investigation, the Investigation Police Agency urgently searched many locations in Ho Chi Minh City and Dong Nai, seizing many vehicles, machines, objects, and documents related to illegal sand mining.
Police determined that this illegal sand mining ring led by Ngoc was secretly organized and had many tricks to deal with the management of authorities.
From March 8 to December 4, 2023, to carry out illegal sand mining, Ngoc established Quang Thuan Construction Trading Service Co., Ltd. (Thu Duc City), asking someone else to act as the legal entity to legalize the amount of illegally mined sand. In fact, all activities of Quang Thuan Construction Trading Service Co., Ltd. were managed by Ngoc.
Ngoc hired Pham Dinh Quyen, Dao Minh Duong, and Dao Minh Canh to illegally mine sand, with a total exploited volume of more than 11,000 m3 of sand, and hired a number of other people to transport this amount of sand to the gathering place at address 129/20, Street 6, Long Buu quarter mentioned above.
Here, Ngoc had the impurities filtered and transported to a yard rented by Ngoc at Lang Lun port (Long Khanh 2 hamlet, Tam Phuoc ward, Bien Hoa city, Dong Nai) for consumption, illegally profiting billions of dong.
At the police station, the group admitted to illegal sand mining. The Ho Chi Minh City Police Department is urgently consolidating evidence, continuing to expand the investigation, and clarifying the criminal acts of the related subjects.
