The new VNeID 2.2.4 update allows people to submit their Land Use Rights Certificates (red books) online, to support the nationwide land data “cleaning” campaign in 90 days. Previously, people had to photocopy their red books and submit them directly to the ward/commune authorities. Now, the entire process can be done right on the phone.
This feature is part of a campaign to review and standardize land data deployed by the Ministry of Natural Resources and Environment in coordination with the Ministry of Public Security and local People's Committees from September 1 to November 30. The condition requires citizens to download the latest update of the VNeID application and own a level 2 identification account.
Instructions for submitting red book on VNeID
Step 1: Log in to VNeID, go to service group section and select Other services.

Step 2: The Other Services interface appears, find and click on Providing information to State agencies , enter the passcode.

Step 3: Click Create new request. In the Select information type section, select Land use rights certificate . The application will automatically extract the declarant's personal information including full name and personal identification number.
Step 4: Enter the required information.
In case the certificate is owned by an individual and the declarant is not named on the certificate (declaring on behalf of another person), the citizen must fill in the full name of the person whose name is on the certificate and the reason for declaring on behalf of another person. If the certificate is owned by an organization, the declarant must enter the organization's name.
Then, fill in the relevant information such as Certificate number, land plot address. In which, the user needs to provide the address according to the old 3-level cadastral system, including province/city, district/county, commune/ward, followed by the current land plot address (two-level cadastral system).

Step 5: Upload a full copy of the red book pages by taking a photo directly or taking it from the photo library. Acceptable formats are PDF, PNG, JPG, JPEG files. The maximum total size of the documents is 3.5MB. Note that the image must be neat, uncropped, and in clear light.
Finally, the declarant clicks on the box to confirm that the above information is correct and sends the request. The Ministry of Agriculture and Environment will receive and process the request.
Series of new features on VNeID
Version 2.2.4 launched on November 8th has 7 adjustments and added important features to enhance the experience and convenience for people. Users can update the VNeID application via Google Play or App Store.
New features include:
- Supplementing information provision of Land Use Rights Certificate to state agencies.
- Add integrated information of dependents' (children) academic records.
- Update and adjust public services related to: Criminal records; Registration and management of residence; Issuance and management of identity cards.
- Update passport information integration feature.
- Update and adjust the product origin lookup feature.
- Additional integration of the National Law Portal.
- Fixed some bugs and improved performance.
