Through the pilot, units need to perfect appropriate management models with proper authority; not to leave any legal loopholes, and not to allow group interests to occur in the process of implementing digital student records.
The Ministry of Education and Training has just sent an official dispatch to the People's Committees of provinces and cities on strengthening the direction of digital transformation in education and piloting the implementation of digital transcripts.
The Ministry of Education and Training has issued Plan No. 213/KH-BGDDT on the pilot implementation of digital report cards at the primary level and many documents regulating the authority and responsibility, management model, and technical specifications of digital report cards to direct and guide localities to organize implementation according to their authority.
Through the process of checking and monitoring the implementation at the local level, it is shown that most localities have established Steering Committees, issued plans and guidance documents, organized the implementation of tasks on digital student records according to their authority and responsibility, and initially promoted effectiveness. However, there are still localities that have not promptly implemented tasks according to their authority and responsibility.
To strengthen the direction and implementation of tasks on piloting digital transcripts, the Ministry of Education and Training requests the People's Committees of provinces and centrally-run cities to direct the Departments of Education and Training, departments, branches and sectors to effectively carry out propaganda work, raise awareness and importance of digital transformation in the education sector. This is a new task, implemented for the first time, so careful and thorough preparation is needed. The implementation process needs to maximize the effectiveness of experience, infrastructure conditions, and existing human resources, closely follow the Ministry's plans and instructions, and proactively and flexibly implement in accordance with local conditions.
The Department of Education and Training needs to take the lead in coordinating with functional units to develop plans to implement tasks according to the guidance of the Ministry of Education and Training. The implementation process needs to be careful, well-prepared, and clearly define the tasks and responsibilities of management levels.
Through the pilot, units need to complete appropriate management models with proper authority; not to leave any legal loopholes, not to allow group interests to occur in the process of implementing services related to digital transformation in the education sector and digital transcripts, especially related to school management software, central management software, digital signatures, investment in equipment infrastructure, etc.
Departments of Education and Training shall evaluate the results of the pilot implementation of digital primary school transcripts in their localities, assess the impact on related subjects, the management and use of digital transcripts; and the budget for maintaining and operating the digital transcript system when it is widely deployed in the future.
The Ministry of Education and Training also requested the People's Committees of provinces and centrally-run cities to allocate funding to effectively implement digital transformation in the education sector according to Decision No. 131/QD-TTg in conjunction with implementing tasks under Decision No. 06/QD-TTg and implementing tasks on digital transcripts according to the direction of the Prime Minister in Directive No. 04/CT-TTg on piloting digital transcripts in 2024, nationwide implementation from the 2024-2025 school year./.
The pilot implementation of digital transcripts in general schools aims to build and perfect the model and process of managing and using digital transcripts, as a basis for deploying unified digital transcripts in the city.
