Don't mix subjects when teaching digital skills in schools

Regarding the issue of digital skills training for teachers at all levels, the Deputy Minister suggested that there should be a specific plan, and that units must have close, smooth and effective coordination.

On April 11, the Ministry of Education and Training held a meeting on implementing digital competencies for students and teachers.

Implementing Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, Decision No. 131/QD-TTg dated January 25, 2022 of the Prime Minister approving the Project "Enhancing the application of information technology and digital transformation in education and training for the period 2022-2025, with a vision to 2030," the Ministry of Education and Training is implementing the Digital Competency Framework and Digital Skills Education according to Circular 02/2025/TT-BGDDT regulating the Digital Competency Framework for learners.

Speaking at the meeting, Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that the development of a draft document to implement the Digital Competency Framework for students and teachers is very necessary, especially in the context that Party and State leaders have launched the "Popular Digital Education" movement to the entire population.

Deputy Minister Pham Ngoc Thuong noted that the draft needs to provide specific content and criteria for the Digital Competency Framework for each student at all levels according to Circular 02, which when applied must be suitable to the reality in each locality and school. The process of drafting the document must be careful and thorough but not too perfectionist, identifying the challenges that will be faced.

Regarding the issue of digital skills training for teachers at all levels, the Deputy Minister suggested that there should be a specific plan, and that units must coordinate closely, smoothly and effectively. On that basis, determine the form of organization and content to be included in the training so as not to cause major disruptions to the program. When teaching, there must be written instructions to ensure continuity and no interruptions.

Mr. Thai Van Tai, Director of the General Education Department (Ministry of Education and Training) said: In the past time, the Department has implemented some initial tasks, with the spirit of integrating or enhancing the contents into the curriculum, especially without disrupting the subjects and having enough legal basis for schools to easily implement.

The Department of General Education has analyzed the General Education Program for Information Technology and other subjects to determine the level and requirements for digital competence according to the Digital Competency Framework prescribed in Circular 02 to develop a detailed table describing the level and requirements for digital competence at all levels from Primary to High School, meeting the goals of the 2018 General Education Program, in accordance with international practices and Vietnamese educational practices.

The General Education Department also analyzed and reviewed the General Education Program for each level, class, subject, and educational activity to find out the opportunities to develop digital competencies for students in each class. Then, some new teaching content not yet included in the program was developed to meet the requirements of the issued digital competency framework.

The Department also drafted an official dispatch guiding the pilot implementation of the digital competency framework for high school students and continuing education students, sent documents asking for opinions from units, organizations, experts, and scientists; drafted a Decision to establish a Drafting Committee and a Council for Appraisal of Training Materials for Teachers on Digital Citizenship Skills Education, and deployed training for core teachers in localities.

Reporting on the draft digital competency framework for teachers, Deputy Director of the Department of Teachers and Educational Managers Pham Tuan Anh said that the Department has coordinated with UNICEF and related units to establish a Research Board, which has been operating for the past time, conducting surveys in localities. On that basis, a draft digital competency framework for teachers was proposed and a workshop was held to solicit comments.

According to this draft, the competencies are divided into two main groups: Basic digital competencies and Specialized digital competencies that demonstrate the ability to apply digital technology solutions and tools in implementing teachers' professional activities.

At the meeting, representatives of a number of units under the Ministry of Education and Training exchanged, discussed and gave comments on the process of drafting this document; at the same time, mentioned the challenges that may be encountered in practical implementation, which need solutions to overcome./.
