Signing the Agreement on the establishment and operation of the AXPuskin Russian Language Center

TPO - Deputy Minister of Education and Training Nguyen Van Phuc and Minister of Science and Higher Education of the Russian Federation Valeryi Falkov, on behalf of the two countries' governments, signed the Agreement between the Government of Vietnam and the Government of the Russian Federation on the establishment and operation of the AXPuskin Russian Language Center.

According to information from the Ministry of Education and Training , within the framework of the State visit to Kazakhstan, Azerbaijan, Belarus and the official visit to the Russian Federation by General Secretary To Lam, Deputy Minister of Education and Training Nguyen Van Phuc had a bilateral working session with leaders of the Ministry of Science andEducation of the Republic of Azerbaijan, the Ministry of Science and Higher Education of the Russian Federation, and the Ministry of Education of the Republic of Belarus.

At the working session, Deputy Minister Nguyen Van Phuc and Minister of Science and Higher Education of the Russian Federation Valeryi Falkov, on behalf of the two governments, signed the Agreement between the Government of Vietnam and the Government of the Russian Federation on the establishment and operation of the AXPuskin Russian Language Center.

This important document was then officially handed over in the presence of General Secretary To Lam and President of the Russian Federation Vladimir Putin at the Kremlin on May 10.

This agreement will further strengthen and develop the strategic cooperation in the field of education and training between Vietnam and the Russian Federation, and serve as an important legal basis to promote the dissemination of Russian language and culture, promote the development of research, teaching and learning of Russian language and literature in Vietnam, contribute to people-to-people diplomacy, and strengthen the friendship between the two countries.

2025 is also the year Vietnam and the Russian Federation celebrate the 75th anniversary of diplomatic relations. Education and training is an important pillar in the comprehensive strategic partnership between the two countries.

At the working session with Deputy Minister of Science and Education of the Republic of Azerbaijan Gasan Gasaly, the two Deputy Ministers agreed to soon sign a cooperation agreement in the field of education and training to continue training human resources under the Agreement, especially promoting direct cooperation between educational institutions of the two countries in the fields of interest and strength of both sides.

Deputy Minister Nguyen Van Phuc will also continue to work bilaterally with the Deputy Minister of Education of the Republic of Belarus to discuss educational cooperation activities between the two countries, agree on the content of the Protocol on training cooperation for early signing, creating favorable conditions for sending and receiving citizens of the two countries to study.

According to the Ministry of Education and Training, in 2025, nearly 1,500 Vietnamese candidates will apply for scholarships under the Agreement with the Russian Federation in the fields of science and technology, social sciences and humanities, economics, culture and arts, and new technology. The three networks of Vietnamese-Russian universities in engineering and technology, information technology, and economics are expanding and developing strongly. The two sides have agreed to organize the 3rd Vietnam-Russia University Rectors' Forum in Hanoi in early 2026.
