Activate 60 days and nights to create clean land for Sa Pa Airport

The Sa Pa Airport Project in Lao Cai Province was approved by the Prime Minister in Decision No. 1773/QD-TTg dated October 21, 2021. This is a key project, of great significance in the socio-economic development strategy of Bao Yen district in particular and Lao Cai province in general for the period 2021-2030. After completion, the project will create a huge momentum and motivation for Lao Cai province to make a breakthrough to become a fairly developed province in the region and the whole country in the coming period. At the same time, this is also an important project for attracting and calling for investment, unleashing the potential and strengths of Bao Yen district in socio -economic development, gradually improving the lives of the people.

Therefore, Bao Yen district in particular and Lao Cai province in general have identified the site clearance work for Sa Pa Airport project as a top important political task, requiring the participation of the entire political system with the highest determination and, more importantly, the consensus of the people in the airport area. At the same time, they have also identified the site clearance work for Sa Pa Airport as a model in site clearance work in Lao Cai province, from the implementation methods to the propaganda and mobilization work for the people.

Speaking at the working session with the Command Board of the Campaign "60 days and nights to support the force to relocate houses, assets, trees, crops of households in the Sa Pa Airport project area to new residences" of Bao Yen district, Mr. Nguyen Trong Hai, Vice Chairman of Lao Cai province said that, besides the success, the land acquisition work of the Sa Pa Airport project also encountered many difficulties, such as: Determining compensation and support conditions related to land origin, but the archived documents were incomplete and not updated, making it difficult to prepare land recovery records.

The government is trying to clear the land and people agree to relocate.

The resettlement area of Sa Pa Airport had to adjust its planning many times, leading to delays in construction progress and completion of infrastructure to have a site for handing over resettlement land; the forestry land plots overlapped in boundary, location, and area, accounting for 98%, so the processing and resolution took a long time, affecting the progress of the Project; some cases of transfer but did not carry out legal procedures, so it took a long time to resolve... and there are many other difficulties and problems related to mechanisms and policies.

The above difficulties are only part of the difficulties in implementing the Sa Pa Airport project, but Lao Cai will not falter. Lao Cai determines that the Sa Pa Airport project is of utmost importance in the socio-economic development strategy of Bao Yen district in particular and Lao Cai province in general. After completion, the project will create a huge boost and motivation for Bao Yen district as well as Lao Cai province to break through and become a well-off province in the region and the whole country; at the same time, the people's lives will improve. Therefore, Party committees and authorities at all levels, especially the people, must join hands and be determined to complete the site clearance work to implement the project.

The new life of people in the resettlement area has gradually stabilized.

know that Sa Pa Airport project is planned in Cam Con commune, Bao Yen district, Lao Cai, located next to Noi Bai - Lao Cai highway. Phase 1 is nearly 300 hectares wide, with an expected capacity of 1.5 million passengers per year, with an investment of 4,183 billion VND. Phase 2 expands to 3 million passengers, with a total investment of 2,765 billion VND. To do so, it will be necessary to clear the land of 220 households with a resettlement land fund of 140.4 hectares. Although there is consensus from the people, up to now, only 9 households have moved to new housing, 38 households are building and relocating, and nearly 40 households still have to re-determine the origin of the land and compensation plan, so the land acquisition and clearance to implement the project is still facing difficulties. The 60-day and night campaign determined to create a clean land is a positive sign for Sa Pa Airport to soon come into operation.
