The My Thuy Port Construction Investment Project is invested by My Thuy International Port Joint Stock Company (MTIP) with an area of 685 hectares; the project scale includes 10 wharves, ensuring the reception of ships with a tonnage of up to 100,000 tons; the total investment capital is 15,000 billion VND. Of which, phase I (2018 - 2025) has a scale of 4 wharves, an investment capital of 5,902 billion VND; phase II (2026 - 2031) has a scale of 3 wharves, an investment capital of 5,876 billion VND; phase III (2032 - 2036) has a scale of 3 wharves, an investment capital of 3,222 billion VND.

Regarding implementation progress, the project has basically completed the site clearance work of phase 1 with an area of 133.46 hectares, and is currently implementing site clearance for additional area for phase 1 with an area of 43.44 hectares; completed land lease work; changed forest use purpose, and paid for replacement forest planting.
At the same time, the investor has completed procedures such as detailed construction planning; land use planning and planning; environmental impact assessment, basic design, technical construction design; sea area handover; construction permit for the first phase of about 320 m of the eastern breakwater; construction permit for the berths 1 and 2, transition deck, and rear bridge embankment...

Regarding construction progress, the investor has basically completed the construction of 320 m of the breakwater; is constructing the wharf and embankment behind wharfs 1 and 2, with a volume of 31.36%. It is expected that in May 2025, the investor will implement the construction of 3 items including the breakwater km0+320 - km0+780 m, expected to be completed by October 2025; construction of the breakwater km0+780 - km1+735 m, expected to be completed at least to km1+200 in 2025; dredging the shipping channel, turning basin and area in front of the wharf. It is expected that in July 2025, the construction of the operator's house and fence will be carried out, to be completed in December 2025.
Regarding mineral processing during the project construction, the estimated volume of dredged material for all 3 phases is about 29 million m3 , of which about 1 million m3 is white sand. On that basis, the Ministry of Agriculture and Environment has issued a document assigning the People's Committee of Quang Tri province to grant a license for mineral exploitation within the scope of the project.
Currently, MTIP and the consulting unit are completing the documents to submit to the Department of Agriculture and Environment for review and reporting to the Provincial People's Committee to get opinions from relevant ministries and branches before granting exploitation licenses to complete regulations and speed up construction progress.

In addition, the investor proposed to study a number of projects associated with My Thuy Port Area, including the My Thuy Port Logistics Area project; the My Thuy Coal Mixing, Classification and Preservation Complex project; and the My Thuy Duty Free Zone project.

Acting Chairman of the Provincial People's Committee Hoang Nam emphasized: This is a leading important driving force project, creating a lot of room for Quang Tri to develop sustainably. Therefore, the progress requirement must be taken into consideration.
To help investors implement projects on schedule, departments, branches, localities and investors are required to actively coordinate and support each other to promptly remove current obstacles and problems arising during project implementation.
Regarding the handling of minerals in the project, the Department of Agriculture and Environment and the Provincial Economic Zone Management Board will coordinate with the investor to complete the procedures for licensing, contributing to speeding up construction progress and avoiding mineral waste.

Regarding the proposal of MTIP, Acting Chairman of the Provincial People's Committee Hoang Nam acknowledged the recommendations and said that the viewpoint of the provincial leaders in investing in the My Thuy Port Area project is to focus on developing the ecosystem around the seaport including the post-port logistics area, the logistics system to support industrial development in the Southeast Economic Zone in particular and the industry in the province in general.
Thereby, assign relevant departments and branches to study MTIP's proposals and promptly advise the Provincial People's Committee to study and make decisions.
