Information on verification results of feedback from Thai My villagers on the program to eliminate temporary and dilapidated houses

According to the feedback of the people of Thai My village, Hien Thanh commune, Vinh Linh district, there are signs of lack of transparency in the implementation of the program to eliminate temporary and dilapidated houses in the area. After receiving the feedback, reporters of Quang Tri Newspaper went directly to Thai My village to find out, work with the village chief, leaders of Hien Thanh commune and inform the results to the people.

Reflecting to Quang Tri Newspaper, Thai My villagers said that there were signs of lack of transparency in the implementation of the program to eliminate temporary and dilapidated houses in the area. Specifically, 3 contents include: Incorrect subjects: Some households are not poor, near-poor or not in the priority policy group, have decent houses, have pensions but still receive support to build houses. Meanwhile, households with truly difficult circumstances, living in old houses for many years are not considered.

Lack of transparency in approval: The list of supported households was not publicly announced, and no public meetings were held to collect opinions, leading to people not being fully aware of and not being able to participate in monitoring the program implementation process.

Signs of policy exploitation: There are reports from people that some village and commune officials show bias, give priority to acquaintances or receive unofficial fees to put their names on the list of support recipients.

After receiving the feedback, Quang Tri Newspaper reporters went to find out the reality of some households in Thai My village, worked with the head of Thai My village and the Chairman of Hien Thanh Commune People's Committee. Regarding the first content, through working with the local authorities, it was known that the program to eliminate temporary and dilapidated houses in Thai My village in particular and Hien Thanh commune in general is aimed at beneficiaries according to general regulations including: poor households, near-poor households; other special subjects (war invalids, sick soldiers and people with meritorious services to the revolution, people with disabilities, the elderly, families with small children or dependents...).

In particular, beneficiaries of the program according to Decision No. 21/2024/QD-TTg of the Prime Minister on the level of support for new construction or renovation of houses include: people with revolutionary contributions, relatives of martyrs. For poor and near-poor households, support for the elimination of temporary and dilapidated houses is provided from the budget of the program to support the elimination of temporary and dilapidated houses for poor households and households in difficult circumstances nationwide, launched by the Central Committee of the Vietnam Fatherland Front.

In Thai My village, there are 6 households of people with revolutionary contributions and martyrs' relatives who are approved for housing repair support according to Decision No. 21 of the Prime Minister in 2025, each household will receive 30 million VND.

Through investigation and verification, some villagers questioned the case of Mr. Nguyen Thanh Viet, a retired cadre, his wife is a retired teacher, his children have stable jobs but are still on the list of 6 households approved for support in repairing houses this time. Meanwhile, the case of Ms. Pham Thi Ha is the daughter of a martyr, has no husband, her son is performing military service, is in a difficult situation but is not approved for support.

Head of Thai My village Nguyen Van Ngoc said that Mr. Viet is eligible for support according to regulations. At the time of the inspection by the commune and village delegation, Mr. Viet's house was in a state of disrepair and was within the standards for support for repairs.

Chairman of the People's Committee of Hien Thanh Commune, Le Duc Kiem, also confirmed the same. At the same time, he said that the government relied on specific regulations and the actual inspection of Mr. Viet's housing situation, and whether Mr. Viet and his wife had a pension or a high income as reflected by the people was a personal matter.

In the case of Ms. Pham Thi Ha, the reporter went to investigate the situation. Ms. Ha said that in 2023, due to the deterioration of the tiled roof of her house and the rain leaking, she borrowed money to re-roof it with fiber cement corrugated iron. Therefore, when the survey team came to inspect, her house was not subject to the demolition of temporary and dilapidated houses.

Thai My Village Chief Nguyen Van Ngoc said this was a difficult case, one that was in the target group but after surveying the current house, it was found that she did not meet the conditions for support. The village was very concerned and guided Ms. Ha to prepare documents and put her on the list to send to the commune for approval, but it was not accepted.

Regarding the group of poor and near-poor households, Mr. Ngoc said that Thai My village currently has 1 poor household and 4 near-poor households; in which the poor households are elderly people living alone, already have a house and do not need repairs. In 2024, 1 near-poor household will receive support of 50 million VND to repair the house. In 2025, after surveying the remaining 3 near-poor households, only 1 household needs to repair the house, so the village has sent the list to the commune for approval and is currently waiting for the results.

Regarding the lack of transparency in the approval process, Thai My Village Chief Nguyen Van Ngoc affirmed that the village had followed the regulations according to the steps for the list of 6 households to be supported according to Decision No. 21/2024/QD-TTg of the Prime Minister: survey, make a list and send it to the commune for approval, announce on the village loudspeaker, post the list at the community house for 1 month for people to give feedback.

Chairman of the People's Committee of Hien Thanh Commune, Le Duc Kiem, also affirmed that he had fulfilled his duties and responsibilities. Mr. Kiem said that the commune had based on the regulations and documents of the province to review the list in a very fair and objective manner.

“From the initial list, inspection and survey teams from the commune to the district reviewed it many times before finalizing the number of households receiving support in the entire commune. After the decision was made, the commune announced a public posting from March 6 to April 6. During the posting process, the commune received recommendations and continued to review and adjust,” said Mr. Kiem.

Regarding the content reflecting that some village and commune officials showed signs of bias, giving priority to acquaintances or receiving unofficial expenses to put their names on the list of support recipients, through investigation and verification, we have no basis for judgment.
