Identifying a team of key female leaders at the district and commune levels - those who work directly at the grassroots level and are closest to local issues, who play an extremely important role in implementing the activities of Project 8 "Implementing gender equality and solving urgent issues for women and children", and are also effective factors in promoting the work of the association and the women's movement, in recent years, the Provincial Women's Union (VWU) has always focused on training, capacity building and skills improvement for female cadres, especially those in ethnic minority and mountainous areas (EM&MN).

In the process of developing policies and plans, the Party Committees, authorities and Quang Tri province pay special attention to female forces in training and arranging cadres. Therefore, the proportion of women planned and appointed to leadership positions increases every year and every term.

Specifically, in the 2021-2026 term, the province has 1/6 female National Assembly deputies, reaching 16.67%; the proportion of female deputies participating in the provincial People's Council is 12/49 deputies, reaching 24.48%, at the district level 76/291 deputies, reaching 26.12%, at the commune level 597/2,821 deputies, reaching 21.16%. Female leaders in departments, branches and sectors account for 13.25% (an increase of 9.85% compared to the previous term); female leaders at the department level or equivalent reach 38.91%, an increase of 19.36% compared to the previous term.

Although there have been many efforts in implementing female cadre work, especially in remote communes and ethnic minority areas, the implementation of programs and policies on training and fostering female cadres in ethnic minority and mountainous areas still faces difficulties and limitations. Therefore, the quality of female cadres is not really uniform, and the capacity and strengths of local human resources have not been fully promoted.

Since 2022, Project 8 has been implemented with one of the key contents aiming at "supporting women to participate in leadership in the political system". Closely following the resolutions and policies of the Party and State on women's work and gender equality in the political field, in recent years, implementing Project 8, the Provincial Women's Union has directed all levels of the union to regularly pay attention to, create conditions, and promote training to improve the capacity of ethnic minority female cadres to participate in leadership positions in the political system.

In more than 3 years of implementation, the Provincial Women's Union has organized 9 training courses on leadership and management skills to improve capacity for provincial and district officials; gender training and gender mainstreaming for 260 provincial and district officials in the political system.

In the training courses, many contents were focused on such as: overview of leadership and management activities; propaganda and mobilization skills at district and commune levels; decision-making and decision-making skills at district and grassroots levels; skills in developing and organizing the implementation of projects, action programs, work plans... These are all extremely important contents, determining the effectiveness of implementing activities on Project 8 in communes and towns in ethnic minority and mountainous areas.

The training course was attended by female cadres holding key leadership positions (female cadres representing Party Committees, People's Committees, female delegates of People's Councils) or potential female cadres in departments, offices, and unions at district and commune levels...

The training process is also an opportunity for female cadres to participate with a high sense of responsibility in the topics, actively discuss, exchange, and share to master the contents of management and leadership, to acquire leadership skills and principles, and apply them to practical life. At the same time, share experiences working in the locality, point out difficulties and problems to solve together, and improve work efficiency.

After arranging her office work, Ms. Ho Thi Hom traveled from Linh Truong commune, Gio Linh district to Dong Ha city to attend a training course on leadership and management skills for female cadres at all levels organized by the Provincial Women's Union. To be on time for the opening of the training course, Ms. Hom drove to Dong Ha city from early morning.

Ms. Hom shared that although she was tired, she was still very excited because she got to hear the knowledge that was really necessary and valuable for herself to directly implement Project 8 in the community. She also listened attentively and took careful notes because the profound and impressive lessons were designed and directly taught by experts who are leaders of the Vietnam Women's Academy.

In addition, the Provincial Women's Union has also copied and distributed nearly 100 books of leadership and management skills documents for female cadres to the districts. This is a valuable source of documents compiled by leading experts, serving the research and learning process for female cadres at all levels.

At the district level, the Executive Committee of the Women's Union of the districts has also closely followed, monitored and reported on the number of ethnic minority female cadres participating in Party and government positions to synthesize and plan training to improve leadership and management capacity. Specifically, the Women's Union of Dakrong district organized a capacity building course for the team of ethnic minority leaders at the district and commune levels with 35 participants. The training courses contributed to the effective implementation of the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas.

Chairwoman of the Provincial Women's Union Tran Thi Thanh Ha said: "The training courses to improve the capacity of district and commune officials have initially brought positive signals in the training and capacity building of female officials in the locality, especially those in the project area. In the coming time, the unions at all levels will continue to coordinate with local Party committees and authorities to enhance the capacity of ethnic minority women to run for elected bodies, helping them to be proactive, confident, and believe in their own abilities.

At the same time, attach the leadership role and responsibility of Party committees and heads of agencies and units to the implementation of goals and targets of female cadre work, actively connect and create a network of female cadres and leaders in the locality to unite, share, support and help each other progress together.
