According to the project, the One-Stop Department of the Ministry of Agriculture and Rural Development will be reorganized into a unified focal point. This reorganization is based on the consolidation of the Office for receiving and returning administrative procedure results of the Ministry of Natural Resources and Environment with 13 One-Stop Departments at the Departments and Divisions of the Ministry of Agriculture and Rural Development (now 8 Departments and 1 Division under the Ministry of Agriculture and Environment ).
The new One-Stop-Shop will operate at two locations: 10 Ton That Thuyet and 2 Ngoc Ha ( Hanoi ). This focal point will receive and return results for administrative procedures of 20 units under the Ministry.
The project aims to continue innovating the one-stop shop and inter-connected one-stop shop mechanism in handling administrative procedures. The goal is to improve service quality, increase the application of information technology, and reduce dependence on administrative boundaries. At the same time, the application of information technology will help reduce travel time, save social costs, and create convenience for people and businesses.
In addition, the Project also aims to ensure timely and accurate information provision to the Ministry's leaders. This information will reflect the situation and results of handling administrative procedures within the Ministry's management and authority, effectively serving the direction and administration work.
The work of receiving, digitizing records and returning results of administrative procedure settlement is unified; people and businesses come to transact, submit records and receive results at only one centralized location; Create a transparent and effective mechanism for people and businesses to reflect and make recommendations related to the settlement of administrative procedures within the jurisdiction of the Ministry.
Innovate the monitoring and evaluation of the quality of administrative procedure settlement in real time based on the application of new technology, ensuring the mechanism for monitoring, urging progress, and controlling the time for settling administrative procedure records for all areas of the Ministry.
Improve the satisfaction index of people, businesses, organizations and citizens in handling administrative procedures of state agencies...
The Ministry of Agriculture and Environment also sets out a number of requirements for the improvement, namely that administrative procedures for organizations and individuals must be handled in a centralized and unified manner under the one-stop, one-stop mechanism; administrative procedures must be handled promptly, quickly, conveniently, in accordance with the law, fairly, equally, objectively, publicly, and transparently;
The process of handling administrative procedures is urged, inspected, monitored, supervised and evaluated by various methods on the basis of promoting the application of information technology and with the participation of organizations and individuals.
In particular, not to incur administrative procedure costs for organizations and individuals other than those prescribed by law; Strengthening coordination between units assigned to handle administrative procedure records within the Ministry; Ensuring that the situation and results of handling administrative procedures of units under the Ministry are quickly and promptly grasped.
The project is also expected to increase the responsibility of officials and civil servants directly handling administrative procedure records, enhance the responsibility of relevant officials and civil servants at each step in the process of implementing administrative procedures, and at the same time, implement accountability for the performance of public duties in handling administrative procedures according to the provisions of law.
