Minh Chau island commune, people no longer have to take a ferry across the river to do administrative procedures.

(PLVN) - As the only island commune in the capital, previously people who wanted to do administrative procedures had to take a ferry across the Red River to go to the People's Committee of Ba Vi district. From July 1, 2025, people will be served by officials of the People's Committee of the commune at the grassroots level.

Mr. Nguyen Duc Tien, Secretary of the Minh Chau Commune Party Committee, said that about 60km from the city center, nestled in the middle of the Red River, Minh Chau Commune is like an "oasis", so conditions regarding facilities, technical infrastructure, and technology face many difficulties.

Previously, people who wanted to go to the district to do administrative procedures had to take a ferry or go by road through another locality. Starting from July 1, when the district level was abolished, administrative procedures were transferred to the grassroots level, and people were served by officials and civil servants right at the grassroots level.

Minh Chau Commune Party Secretary Nguyen Duc Tien shared that there will be many difficulties ahead, but the spirit of solidarity, high determination, responsibility and thorough preparation will be a solid foundation for the new apparatus to operate smoothly and effectively, bringing practical benefits to people, businesses and the community.

Mr. Tien added that from being confused when approaching the software system for receiving and returning results of administrative procedures according to the 2-level local government model, up to now, civil servants have performed smoothly and are ready to serve the people.

Specifically, the locality has smoothly operated the Document Management and Operation System software: Receiving and transferring outgoing and incoming documents in the political system and the City's official email system.

The officers and specialists have received and processed documents according to the operating instructions of the pilot system. The Commune People's Committee has been granted accounts to operate the QLVB software, including accounts of leaders, heads, deputy heads of departments, and specialists. The total number of accounts granted is 34, 100% of the commune's officers and civil servants have been granted accounts and have successfully changed their passwords.

Operate the mechanism of the People's Committee of the commune in implementing the direction and leadership of state administrative management in the area. Direct and organize the implementation of socio -economic development tasks; organize the implementation of state management in the locality in the fields of economy, land, construction, transportation, education, health, judicial administration, judicial support, internal affairs, labor, information, culture, society, tourism, physical education and sports in the area according to the provisions of law...

Present at the headquarters of the People's Committee of Minh Chau island commune on the first day of operation under the new model, Mr. Nguyen Van Tien, a cultural and social official of Minh Chau commune, shared: We had a trial operation period. In the first week of operation, some administrative procedures were not fully updated to the new software system, causing difficulties for staff when operating.

But today the entire field has been fully updated, the staff in the "one-stop" department all use the software proficiently, serving the people effectively.

Mr. Dinh Tuan Anh, Vice Chairman of Minh Chau Commune People's Committee shared: People are very excited that the online public administration system at the grassroots level will help them no longer have to cross the river, take a boat, and go all the way to the district to solve their work. This is a change with practical significance for island residents.

In addition, with a team of officials still united, coordinated smoothly, fully performing their duties according to the new model with support from the city. "Up to now, we have basically met the essential needs in handling administrative procedures for the people," said Mr. Tuan Anh.
