Quickly resolve backlog procedures

Speaking to Tuoi Tre on June 30, Ms. Lam Thuy Ai, Chairwoman of the Board of Directors of Mebipha Production and Trading Company, said that this enterprise is investing in a high-tech chicken farming project according to green criteria. Recently, this enterprise has been enthusiastically carrying out administrative procedures, racing against the "G hour" of merger and has also received great support from the authorities of Ninh Thuan province.

However, due to the green production project with many new procedures while Ninh Thuan merged with Khanh Hoa province, the units are perfecting their apparatus, so the unfinished procedures have been temporarily suspended to wait for submission to the new leadership.

According to Ms. Ai, businesses are worried that if the new leaders review the documents from the beginning, the process of starting the application process again will cause businesses to waste more time. In addition, with the existing preferential policies, Ms. Ai also hopes to continue to maintain them to support businesses in attracting investment and implementing projects.

"We hope that localities will soon complete their apparatus and operate smoothly to support businesses in handling administrative procedures, making the process faster and more convenient," said Ms. Ai.

Mr. Nguyen Ngoc Luan, director of the Meet More coffee brand, said the company only changed its administrative address on paper from Nhi Binh commune (Cu Chi district) to Dong Thanh commune because the factory remains in the same location.

But the international market is not as "flexible" as the domestic market, so all export documents are closely linked to the registration address. What makes businesses more worried is that the time to re-file is not short when registering a new manufacturer code, it can take 4-6 months, even longer for some difficult markets.

In addition, a more difficult problem for businesses is packaging when there is a large amount of boxes and labels with old addresses printed on them in stock, so businesses have to start over to replace the packaging. Therefore, Mr. Luan believes that management agencies need to extend the label inspection schedule so that businesses have time to switch, avoiding wasting printed packaging.

Invoices, contracts... need a roadmap to change

Currently, businesses are also focusing on adjusting their software systems, contracts... to ensure VAT invoices are issued, because all contracts must have accurate addresses.

Mr. Nguyen Van Tri, general director of Lap Phuc Company, said that the business changed from Ward 2 to Ward 8, which sounds very simple, but the tax invoice needs to be recorded correctly. If it is issued incorrectly, it can take time for future procedures.

Mr. Tri believes that the State should have a reasonable delay, and a roadmap for businesses to adjust gradually from 3 to 6 months. "A small administrative change on paper, without preparation and synchronous support, can become a huge bottleneck in actual operations," Mr. Tri said.

The Tax Department of Region II (HCMC) said it has completed updating taxpayer address information on the database system, based on the new administrative area list. This change does not require taxpayers to adjust the information on their business registration certificates.

In case the address stated on the invoice is the address that has been updated by the tax authority according to the new list, but does not match the address on the business registration certificate, the taxpayer can use this notice as a basis for explanation to the relevant authority or partners and customers.

Mr. Tran Anh Khoa, General Director of Anh Khoa Seafoods (Ca Mau), said that the province merged with Bac Lieu and the new province's name is still Ca Mau, but the ward name has changed, so in the past few days, the unit has proactively changed information from the signboard, records, documents, papers related to the company and the company's representative to facilitate operations. "Basically, there are not too many difficulties, but the business needs more time to change everything," Mr. Khoa said.

Need to maintain incentives for investors

Speaking with Tuoi Tre, Mr. Lu Nguyen Xuan Vu, chairman of the Saigon Business Association, said that businesses will have many issues to solve with the merger, including important procedures related to taxes and banking transactions because all information must be accurate.

According to Mr. Vu, if it is not necessary to change the paperwork, the authorities should widely announce a certain transition period. Specifically, there should be regulations on the time to change business information until the end of 2025 and during this time all transactions will still be guaranteed to be smooth according to the information up to now.

"Without flexible time, this will not only affect businesses but also overload the government system because people and businesses will rush to do procedures at the same time, creating a huge amount of work," said Mr. Vu.

Mr. Vu also said that businesses and investors are very interested in how the different investment incentive policies between provinces will be handled. From there, he suggested that localities need to maintain the committed incentives to avoid losses for businesses.
