Opening the meeting, Director of the Department of Finance La Phuc Thanh said that in the first 6 months of the year, the socio -economic (SE) continued to maintain a positive growth rate, estimated at 10 - 10.5%, higher than the same period's growth rate of 6.35%.

The service sector increased by about 9%, accounting for nearly 50% of the economic structure; tourism flourished with more than 3.3 million visitors, total revenue reached 6,371 billion VND, up 59%. Industry - construction increased by over 15%, industrial production index increased by 17.5%; many products increased dramatically such as cars, gloves, electricity production. Agriculture - forestry - fishery increased by 2.5%, maintaining stable livestock, aquatic products and OCOP products.

Total realized investment capital reached nearly 20,000 billion VND, up 39%. Budget revenue in the first 6 months reached 7,430 billion VND, up 26%; budget expenditure reached 7,108 billion VND, reaching 45% of the estimate. Public investment disbursement reached 50.9%, higher than the national average.

Mr. Thanh said that cultural activities and festivals were organized on a large scale; education achieved many outstanding results with a high rate of national excellent students, some students won Asian Olympic prizes. Social security work was implemented effectively, more than 300 houses for poor households were started and completed; jobs were created for more than 9,000 workers. Administrative reform was promoted, Hue also completed the arrangement of 133 commune-level administrative units down to 40 units....

During the discussion, leaders of departments, branches and localities provided specific information on the socio-economic situation and preparations for implementing the two-level local government model.

Mr. Nguyen Dinh Duc, Director of the Department of Agriculture and Environment, said that storm No. 1 caused great damage to agricultural production. Thousands of hectares of rice were damaged and had to be re-sown; of which about 3,000 hectares were re-sown, using short-term and ultra-short-term varieties to ensure the crop schedule. Seed support work was deployed promptly. The Ministry of Agriculture and Environment supported 160 tons of seeds, while the remaining 2,000 hectares were taken care of by the people themselves.

Regarding support for two-level local government, Director of the Department of Science and Technology Nguyen Xuan Son informed that the existing infrastructure system basically meets the initial stage of operating the two-level government model. However, many localities are still confused in receiving and processing documents due to the large volume of work and many different types of documents.

Flexible adaptation and effective implementation of the two-tier government model

In addition to the remarkable socio-economic highlights, many limitations were also pointed out at the meeting. Accordingly, many businesses are facing difficulties, the number of businesses returning to the market has decreased, while the number of businesses temporarily suspending operations has increased. Some key industries such as beer, textiles, cement, etc. have decreased sharply due to lack of orders and narrowed consumer markets. Site clearance continues to be a major bottleneck, slowing down the progress of disbursement of public investment capital. Some off-budget projects have been approved for investment but are being implemented slowly. Issues such as food safety, counterfeit goods, traffic congestion in the inner city, etc. remain major challenges.

Faced with that situation, the leaders of the City People's Committee requested all levels and sectors to be more decisive in directing and operating; closely monitoring the situation, synchronously implementing tasks and solutions. Based on the assessment and correct forecast of the situation, it is necessary to develop appropriate growth scenarios, striving to achieve an annual growth rate of 10% or more.

In the industrial sector, priority should be given to removing difficulties for large projects. In terms of services, it is necessary to effectively organize activities within the framework of the National Tourism Year, step up export promotion and strictly implement Directive 13 of the Prime Minister on preventing smuggling and trade fraud.

The City People's Committee will also promote the role of investment support working groups, thoroughly handle slow-progressing projects, and resolutely recover violating projects. At the same time, speed up the disbursement of public investment capital, striving to achieve 100% of the assigned capital plan.

Concluding the meeting, Chairman of the City People's Committee, Mr. Nguyen Van Phuong acknowledged and highly appreciated the results achieved in socio-economic development in recent times.

Emphasizing the operation of the two-level local government model, Mr. Nguyen Van Phuong suggested that it is necessary to clearly demonstrate the role and responsibility of district-level leaders in directing and operating within the assigned authority. It is necessary to ensure both effective implementation of new responsibilities and flexible adaptation in regular operations.

The Chairman of the City People's Committee also requested agencies and units to prepare carefully and control the transition process well to operate the two-tier model smoothly. At the same time, it is necessary to proactively monitor the market situation and import and export to promptly provide solutions to support businesses to overcome difficulties.

Regarding the agricultural sector, Mr. Phuong directed the relevant agencies to urgently re-sow the entire rice area damaged by the impact of storm No. 1; ensure adequate supply of quality rice seeds, fertilizers and pesticides for farmers. At the same time, it is required to continue maintaining national defense and security, ensuring social order and safety; enhancing the effectiveness of natural resource and environmental management; promoting administrative reform and ensuring legitimate rights for people and businesses in the two-level local government model.
