In this complex context, the task of protecting the Party's ideological foundation absolutely cannot be maintained solely through one-sided, traditional propaganda methods. It must be closely linked to the digital transformation process, innovation, and the comprehensive development of digital capabilities for the entire population. In Phu Tho, the implementation of digital transformation is gradually creating a particularly important foundation for building public support in cyberspace, proactively thwarting all insidious schemes of hostile forces.

A prominent and groundbreaking highlight in the local digitalization strategy is the "Digital Literacy Movement," an innovative approach rich in political and humanitarian significance in the new era. While over 80 years ago, the "Digital Literacy Movement" contributed to eradicating illiteracy and paving the way for revolutionary enlightenment, today, the "Digital Literacy Movement" aims at the practical goal of eliminating technological illiteracy, helping all segments of the population access and master the digital environment. The core meaning of this movement lies not only in guiding people to use technology but, more profoundly, in forming a strong digital resilience against harmful and toxic information on social media.

In the context of the social media boom, every citizen is both a passive recipient of information and can unintentionally become a disseminator of it. Lacking digital skills, users are easily influenced and manipulated psychologically by false, distorted, and extremist rhetoric from reactionary forces.

Conversely, a citizen equipped with good digital skills will know how to verify information, accurately identify fake news, and use social media responsibly, making a significant contribution to protecting the Party's ideological foundation.

In line with that macro-level strategic vision, the Phu Tho Department of Education and Training has pioneered the transformation of policies into sharp, practical actions. According to Mr. Hoang Manh Cuong, Deputy Director of the Department of Education and Training: Improving technological skills not only serves professional work but also directly fosters digital thinking, a digital culture, and a sense of political responsibility among all staff, teachers, and students.

When digital knowledge systems are deeply rooted in people's consciousness, it becomes the most practical and direct way for the masses to participate in protecting the Party. Currently, tens of thousands of cadres and teachers throughout the province are gradually mastering modern technological platforms. Smart online learning systems and digital learning resource ecosystems not only elevate the quality of education but also create a clean and absolutely secure internal cyberspace, effectively preventing any dark political schemes from infiltrating schools.

At Hung Hoa Primary School in Tam Nong commune, the application of information technology in teaching has become a regular activity. Many lessons are designed to be lively with visually illustrative videos, sharp electronic lectures, and engaging online interactive tools, creating strong learning enthusiasm for students.

Ms. Ha Thi Thanh Huong, the school principal, shared that the school has always considered enhancing the digital skills of its teaching staff as a key element in the digital transformation of education. When teachers are fully proficient in technology, students will have access to a more modern learning environment, thereby developing self-learning skills, the ability to selectively extract information, and how to use the internet safely.

The digital literacy movement is still spreading strongly throughout the community. Many educational institutions have proactively coordinated with local authorities to guide people in using online public services, making cashless payments, and utilizing digital platforms to practically serve their lives. The image of young Party members and young intellectuals going to remote areas, diligently guiding people in using online public services and accessing official Party information has become a beautiful symbol of the times.

Actively counter distorted narratives.

In the current effort to protect the Party's ideological foundation, the results achieved through practical application are far more persuasive than any empty propaganda. A more transparent digital administration serving the people, a more advanced and modern digital education environment, or a more convenient public service system are all irrefutable proofs affirming the absolute correctness of the digital transformation policy that our Party and State are resolutely implementing.

However, alongside countless opportunities for breakthroughs, cyberspace also presents extremely difficult challenges. Subversive and reactionary forces frequently exploit objective limitations in the digital transformation process, such as data leaks, uneven digital divides between regions, or minor shortcomings in public services, to maliciously distort the nature of the policy and deliberately sow doubt throughout society.

Therefore, protecting the Party's ideological foundation must be closely linked to continuously improving the effectiveness of digital governance, urgently perfecting the digital system, and ensuring absolute cybersecurity. At the same time, the political system needs to focus on building a sensitive digital force for mass mobilization and propaganda, comprising cadres, Party members, and digital citizens with sufficient capacity and courage to participate in direct struggle in cyberspace. This core force must possess the intelligence to expose all the sophisticated disguises of subversive arguments.

In localities, the cultivation of sharp critical thinking skills among the entire population, especially young people, is being emphasized and implemented through many creative and effective methods. A prime example is Dong Village in Xuan Lung commune, where digital transformation is not just about upgrading infrastructure and equipment, but a revolution shaping the character of digital citizens. Accordingly, the kindergarten is developing a digital learning materials system and applying digital technology in childcare and education; the primary school is applying technology to lesson management; and the secondary school is establishing a synchronized digital data environment.

According to Mr. Chu Khac Minh, Principal of Xuan Lung Secondary School: Digital transformation is not just about applying technology, but is aiming to build a synchronized digital education environment, in which digital data systems and digital learning materials directly serve to improve the quality of education.

Comrade Nguyen Manh Tuan, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department and Chairman of the Provincial Journalists Association, stated: "In reality, many officials, Party members, and citizens have not proactively refuted false information, mainly due to a lack of digital skills and unfamiliarity with new media. Meanwhile, malicious forces are very adept at exploiting social media and AI to create false effects. Therefore, the urgent requirement is for the political system to innovate its propaganda in a way that is closer to the grassroots, more responsive to the people, more flexible, and more interactive."

In this era of national progress, when every citizen is fully equipped with digital knowledge, digital skills, and digital responsibility, it is also the time when the people's support is most firmly consolidated and inviolable in cyberspace; becoming a particularly important force to protect the Party, protect the socialist regime, and maintain unwavering faith in the prosperous development of the country.
