- On the morning of June 25, the Provincial People's Council, term XVII, 2021 - 2026, held the 38th session (special session) to resolve a number of important contents.
Comrade Doan Thi Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council and Comrade Dinh Huu Hoc, Standing Vice Chairman of the Provincial People's Council co-chaired the meeting.
Attending the meeting were comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of the Provincial People's Committee; leaders of departments, branches and delegates of the Provincial People's Council.
In the program, the meeting carried out the procedure to terminate the duties of delegates of the 17th Provincial People's Council, term 2021 - 2026 for 2 comrades: Nguyen Thanh Son, Deputy Head of the Provincial Party Committee's Internal Affairs Committee (due to health reasons); Hoang Van Hong, Standing Deputy Secretary of the District Party Committee, Chairman of the Bac Son District People's Council (due to health reasons and retirement according to the regime from July 1, 2025).
The meeting also carried out the procedure for dismissing Mr. Tran Xuan Manh, former Commander of the Provincial Military Command, term XVII, from the position of member of the Provincial People's Committee for the 2021-2026 term (due to his appointment as Deputy Commander and Chief of Staff of Military Region 1 from May 18, 2025); electing additional members of the Provincial People's Committee for the 2021-2026 term, Mr. Mai Xuan Phong, Commander of the Provincial Military Command.
Next, the meeting listened to the specialized agencies of the Provincial People's Committee present draft resolutions of the Provincial People's Council and the inspection reports of the Provincial People's Council committees on the following issues: adjusting the allocation of civil servant payrolls in agencies and administrative organizations of the province in 2025; reorganizing the Provincial Inspectorate; abolishing resolutions of the Provincial People's Council; collection levels, collection and payment regimes of civil status fees in the province; regulations on collection levels and fees for performing online administrative procedures; collection levels and fees for converting types of documents related to the arrangement and reorganization of the State apparatus in the province; approving the settlement of budget revenue in the area, settlement of local budget revenue and expenditure in 2024; regulations on expenditure contents and expenditure levels for organizing competitions in the fields of culture, sports and tourism in the province... At the same time, listen to the presentation of the Standing Committee of the Provincial People's Council on the draft resolution of the Provincial People's Council adjusting the supervision program of the Provincial People's Council in 2025; Abolish Resolution No. 82 dated December 10, 2024 establishing a specialized supervision team of the Provincial People's Council.
After listening to the reports, presentations, and audit reports, the Provincial People's Council delegates discussed, agreed, and voted to pass 18 resolutions, including 4 resolutions on personnel work; 3 resolutions on policy mechanisms; 4 resolutions on budget finance, fee collection, and charges; 4 resolutions on agency organization, assignment of civil servant payrolls, and land and forest land; 3 resolutions on abolishing resolutions and adjusting the supervision program of the Provincial People's Council in 2025.
In his closing speech, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested: The Provincial People's Committee, all levels and sectors to effectively direct the implementation of the resolutions just passed by the Provincial People's Council; direct the People's Committees of districts and cities to focus on completing the tasks of the district level before the end of the operation and carefully prepare the conditions for the new commune-level apparatus to be tested on June 26-27 and officially operated from July 1, 2025. In particular, review, synthesize, and specifically identify the tasks decentralized and authorized to the commune level to assign specific tasks to specialized agencies to perform, ensuring that no content or field is missed, no work is interrupted, especially in the field of public services related to serving people and businesses; focus on completing the work of archiving and handing over documents to ensure safety and information security.
At the same time, focus on leading the implementation of socio -economic development tasks, with the growth target of 8% - 9% in 2025; direct new administrative units to urgently prepare to organize the commune-level party congress for the 2025 - 2030 term, ensuring progress and quality according to the direction of the central government and the province; urgently complete the contents presented at the regular mid-year 2025 session of the Provincial People's Council; continue to direct the review of the settlement of 37 opinions and recommendations of voters before and after the regular session at the end of 2024.
He requested that the committees of the Provincial People's Council continue to proactively review the resolutions issued by the Provincial People's Council, promptly propose to abolish, supplement, and replace them to ensure constitutionality, legality, consistency and synchronization in the legal system; develop and promulgate a schedule for reviewing the contents of the regular session in mid-2025.
He requested that the provincial People's Council delegates, based on their areas of responsibility and areas of work, proactively propose discussion and questioning contents at the 2025 mid-year regular session of the provincial People's Council according to the suggestions of the issue groups of the Provincial People's Council Standing Committee; continue to promote the application of information technology in questioning and discussion activities at the session.
