Continuing the 7th Session Program, on the morning of June 8, the National Assembly discussed in groups the draft Law on Prevention and Combat of Human Trafficking (amended) and the draft Law on Juvenile Justice.
The delegation of National Assembly deputies of Ninh Binh province discussed at Group 12 with deputies from the provinces of Quang Binh, Hung Yen, Ninh Thuan . Attending the discussion at the Group were President To Lam and Vice Chairwoman of the National Assembly Nguyen Thi Thanh.
Participating in giving comments on the draft Law on Prevention and Combat of Human Trafficking (amended), delegate Nguyen Thi Thu Ha, member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front , suggested that the draft law should supplement key provisions for victims of human trafficking.
According to the delegate, the draft law does not yet mention the role of the force participating in protecting security and order at the grassroots level in the work of preventing and combating human trafficking. Therefore, it is necessary to add to the draft Law the functions and tasks of this force because this is the core force supporting the commune police, helping the commune government to protect security and order at the grassroots level. In addition, the delegate also gave specific comments on the provisions in Clause 1, Article 27 of the Draft Law and a number of provisions related to the source of evidence to verify victims of human trafficking...
Also participating in the discussion in the group on the Law on Prevention and Combat of Human Trafficking (amended), delegate Tran Thi Hong Thanh, Deputy Head of the National Assembly Delegation of Ninh Binh province, agreed with the necessity of amending and supplementing the Law on Prevention and Combat of Human Trafficking to perfect the law on prevention and combat of human trafficking, create a unified and comprehensive awareness of the work of prevention and combat of human trafficking in the coming time; enhance the responsibility of individuals, families, agencies, organizations and the whole society in the work of prevention and combat of human trafficking, contributing to stabilizing the situation of security, order and social safety; improve the effectiveness of state management on prevention and combat of human trafficking.
In addition, the delegate also said that based on the characteristics of the human trafficking situation in Vietnam, the areas and subjects of human trafficking mainly occur in ethnic minority and mountainous areas, and areas with socio-economic difficulties. Therefore, regarding the areas in the draft Law, the provision in Clause 4, Article 5 of the draft Law has designed: "Every year, the budget should be allocated for the work of preventing human trafficking, prioritizing ethnic minority areas and areas with particularly difficult socio-economic conditions" is correct. The delegate suggested additional research on the act of impersonating a person who is in the process of being identified as a victim.
Giving opinions on the draft Law on Juvenile Justice, delegates basically agreed on the necessity of promulgating the Law on Juvenile Justice. The draft Law has fully institutionalized and ensured compliance with the Party's policies and guidelines related to children; basically consistent with many provisions in relevant legal documents and compatible with the International Convention on the Rights of the Child to which Vietnam is a member. However, to ensure the consistency of the legal system, many opinions suggested that it is necessary to continue to carefully review relevant laws to propose amendments and supplements right in the draft Law.
In addition, delegates also proposed a more complete assessment of the impact of a number of new policies, creating conditions to ensure implementation, and giving comments on many specific contents related to regulations on handling diversion for juvenile offenders, and on procedural matters for juveniles.
In the afternoon, the National Assembly discussed in groups: Investment policy for the National Target Program on Cultural Development for the 2025-2035 period; Draft Law on Trade Unions (amended).
On the day, the National Assembly voted to pass the Resolutions on: The 2025 Law and Ordinance Development Program, adjustments to the 2024 Law and Ordinance Development Program; and the National Assembly's Supervision Program in 2025. The National Assembly discussed in the hall the proposal to ratify the document of accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) of the United Kingdom of Great Britain and Northern Ireland.
