- Dear delegates, the 9th session of the 15th National Assembly has just ended with many important contents passed. How do you evaluate the outstanding results and impressions of this session, especially in the context of the country's efforts to recover and develop the economy and society? + The 9th session of the 15th National Assembly is a historic session, with important decisions, directly affecting and influencing the entire political system, each citizen and the whole society, especially the 696 district-level administrative units and provincial and commune-level administrative units (DVHC) that will be reorganized nationwide and will end their operations from July 1, 2025. This is a major decision, receiving the consensus and high support of the majority of people, National Assembly deputies and even Party committees, authorities, cadres, civil servants, public employees and workers in the political system. Although they are very attached to and respect the position and contributions of district-level administrative units over the past 80 years, the National Assembly and voters nationwide always acknowledge and highly appreciate the historical role and contributions of district-level administrative units in shouldering great responsibilities, excellently and completely fulfilling the glorious historical mission to create a solid foundation for the country to enter a new stage of development. |
The session is an institutional breakthrough to enter an era of modernization, digitalization, greening and sustainable development. It considers, discusses and decides on the largest workload of any National Assembly session to date, with many particularly important contents in all areas: Constitutional - legislative, supreme supervision and decision on important issues of the country, aiming to promptly institutionalize the Party's major policies, especially on the arrangement of the state apparatus in the direction of "streamlining, effectiveness, efficiency, close to the people, close to reality". With a spirit of responsible, active and effective work, the National Assembly has achieved outstanding results.
In terms of legislative work, the National Assembly passed 34 laws and 13 legal resolutions, gave initial comments on 06 draft laws; at the same time, adjusted the time to submit to the National Assembly for consideration and approval of the draft Law amending and supplementing a number of articles of the Law on Planning to the 10th session of the 15th National Assembly to continue reviewing and researching comprehensive amendments. Completing the legal corridor for the model of local government and apparatus organization: The National Assembly passed Resolution No. 202/2025/QH15 on the arrangement of provincial-level administrative units, reducing from 63 to 34 administrative units; the National Assembly Standing Committee issued 34 resolutions on the arrangement of commune-level administrative units nationwide. The National Assembly passed the Law on Organization of Local Government (amended) with many important new points on the authority, organization of the apparatus and operating mechanisms of government levels. Passing the Law on Cadres and Civil Servants (amended) aims to streamline the organizational structure, rearrange the staff to suit the new model, ensure stable and effective operation in the transition period... This is a strong, drastic and strategic step, creating the premise for innovating the organization of the state administrative apparatus, improving the effectiveness and efficiency of governance and serving the people better in the new development period.
Resolutions such as reducing VAT by 2% until the end of 2026, the policy of exempting preschool tuition for 5-year-olds, or supporting businesses in resolving legal difficulties... all demonstrate the spirit of accompanying people and businesses to restore production and ensure social security. Passing laws on personal data protection, science and technology - innovation, or regulations related to organizational structure, finance - budget... are important legal bases for digital transformation, national governance innovation and international integration.
The National Assembly decided to shorten the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; decided to set the election date for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term on Sunday, March 15, 2026; and established a 19-member National Election Council, chaired by Comrade Tran Thanh Man, Politburo member and National Assembly Chairman.
The National Assembly deputies highly appreciated and acknowledged the determination in leadership, direction and administration of the Government, the Prime Minister, ministries, branches, localities, and the business community of all walks of life to basically complete the tasks of socio-economic development and the state budget in 2024 and the first months of 2025. In particular, focusing on promoting digital transformation and completing the construction of the National Land Database connected to the National Data Center; promoting electronic transactions, information transparency and simplifying and shortening administrative procedures related to land. Promoting the development of the domestic market, stimulating consumption, diversifying distribution channels, strongly developing digital platforms and e-commerce. Resolutely handling long-standing backlog projects and contracts that waste resources and hinder the development of enterprises; determined to promote the disbursement of public investment capital. Review and improve credit policies, diversify credit sources, and prioritize part of commercial credit sources for businesses, especially small and medium-sized enterprises. Urgently restructure the stock market, develop the insurance market, etc.
- In the working program of the session, the National Assembly considered and passed many important draft laws and resolutions. Could delegates share more clearly which contents will have a direct impact on localities such as Quang Ninh in the coming time?
+ The 9th session of the 15th National Assembly is the largest legislative session since the beginning of the term. Many of these contents will have a direct impact on localities, including Quang Ninh - a province that is actively innovating its growth model, reforming its apparatus and promoting digital transformation.
First of all, the National Assembly passed the Law on Organization of Local Government (amended). and The Resolution on the arrangement of administrative units at provincial, district and communal levels in the 2023-2030 period will lay the institutional foundation for building a two-level government model and reorganizing the local apparatus in a streamlined, effective and efficient manner. This is an issue that Quang Ninh is interested in implementing, especially in the context of preparing the next steps for the plan to merge administrative units. In particular, with the conditions of population, economic scale, urban development level and local governance capacity, Quang Ninh province has met all the criteria to become a centrally-run city.
In addition, the revised Law on State Budget will create favorable conditions for localities to be more proactive in allocating resources, managing public spending, enhancing transparency and financial discipline - which are key factors for developing infrastructure, ensuring social security and improving the efficiency of public investment in the province.
In particular, the National Assembly passed the Law on Personal Data Protection and a series of laws related to digital transformation, digital technology industry, science and innovation, establishing a complete legal framework for the process of digitizing state management, business operations and protecting citizens' privacy. This is a very important step forward for Quang Ninh - one of the leading localities in the country in building digital government, digital economy and digital society.
In addition, resolutions on VAT reduction, support for preschool education, mechanisms for handling legal bottlenecks, or decisions on public investment, finance - budget, and apparatus reform, all have direct impacts on socio-economic development management, state management, and improving the quality of public services at the local level.
I believe that, with the province's initiative in institutionalizing and implementing the policies and guidelines just approved by the National Assembly, Quang Ninh will continue to promote its advantages, improve governance efficiency, create clear changes in administrative reform, infrastructure development, investment attraction and improve the quality of life for the people.
- After this session, what tasks will the Quang Ninh Provincial National Assembly Delegation carry out to bring the session's content closer to voters and supervise the implementation of new resolutions and policies in the locality?
+ Immediately after the 9th Session, the Quang Ninh Provincial National Assembly Delegation identified a number of key tasks to promptly convey the results of the session to voters and monitor and supervise the implementation of policies and resolutions recently passed by the National Assembly. First of all, the Delegation will coordinate with the Provincial Vietnam Fatherland Front Committee to organize meetings with voters after the session, ensuring the correct progress, practical content, and fully reflecting the contents considered and approved by the National Assembly. Thereby, voters can clearly understand the new policies and guidelines, especially those directly related to the lives and socio-economic development of the locality.
In addition to the large number of laws and resolutions passed, changes in the legislative process, shortening the submission time, changing the subject of reception, revision, and explanation, one law amending many laws... require strengthening supervision and surveying the actual implementation and execution at the local level. Each National Assembly deputy will proactively grasp the practical situation in the locality and constituency; listen to and absorb difficulties, problems, recommendations and proposals to promptly forward to the National Assembly, the Government, ministries and branches for guidance and resolution.
In addition, coordinate the organization of conferences to disseminate and propagate the contents of the Laws and Resolutions passed at the session, especially policies that have a profound impact on people's lives such as new laws, education policies, finance, digital transformation, etc. The Provincial National Assembly Delegation clearly identifies its role as a bridge between voters and the National Assembly, so all activities after the session are aimed at the goal of putting policies into practice as quickly as possible, closest to the people, and most effectively. At the same time, the Delegation will continue to implement other contents for the program of activities in the last 6 months of the year and participate in activities according to the program of the National Assembly and the National Assembly Standing Committee in 2025.
