Accordingly, the 9th Session of the 15th National Assembly took place right after the great success of the 11th Conference of the 13th Party Central Committee to review and decide on many important and historical contents, closely linked to the requirements of innovation, institutional improvement, and organizational arrangement of the political system for rapid and sustainable national development.

After 35 working days (phase 1 from May 5 to May 29, 2025; phase 2 from June 11 to June 27, 2025) with a spirit of innovation, responsibility and high determination, on the basis of urgent and thorough preparation and scientific and effective program arrangement, the 9th Session of the 15th National Assembly has completed all the contents of the proposed program.
The National Assembly considered and approved the Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam; passed 34 laws and 13 legal resolutions, gave opinions on 6 other draft laws; considered and decided on the arrangement of provincial-level administrative units, shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, decided on the election date of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, established the National Election Council; considered and decided on organizational and personnel work within its authority.
In addition, the National Assembly considered and decided on matters related to finance, state budget, investment policies for important projects; conducted questions and answers; considered reports on synthesizing voters' and people's petitions, reported on the results of monitoring the settlement of voters' petitions, and a number of other important matters.
Notably, regarding the improvement of institutions and laws and the consideration and decision on important issues within its authority to implement the policy of streamlining the apparatus of the political system, the National Assembly considered and passed a Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam, creating a constitutional basis for streamlining the apparatus of the political system and perfecting the model of organizing two-level local governments.
The National Assembly thoroughly discussed and unanimously approved the Resolution on the arrangement of provincial-level administrative units. At the same time, the National Assembly Standing Committee issued 34 Resolutions on the arrangement of commune-level administrative units of 34 provinces and cities. Accordingly, after the arrangement, the whole country has 34 provincial-level administrative units including 6 centrally-run cities and 28 provinces (a reduction of 29 provinces, equivalent to 46.03%) and 3,321 commune-level administrative units, including 2,621 communes, 687 wards and 13 special zones (a reduction of 6,714 units, equivalent to 66.91%).
At the Session, the National Assembly passed 14 laws and 2 resolutions on legal norms to implement the organization of the 2-level local government model according to the Party's policy and new provisions of the Constitution, ensuring the organization of the political system's apparatus in the direction of streamlining, efficiency, effectiveness, and efficiency, promoting decentralization and delegation of power; stipulating transitional contents to resolve issues arising when converting the local government model from 3 levels to 2 levels, ensuring unified, continuous, smooth, and stable operation of the local government apparatus, without affecting the rights and normal operations of people and businesses.
The National Assembly has passed many important contents to create breakthroughs for the country's development, including Resolution No. 197/2025/QH15 on a number of special mechanisms and policies to create breakthroughs in law-making and law enforcement and Resolution No. 198/2025/QH15 on a number of special mechanisms and policies to develop the private economy to promptly institutionalize Resolution No. 66-NQ/TW and Resolution No. 68-NQ/TW of the Politburo - two of the "four pillars" important to help the country rise up, contributing to creating breakthrough changes in the work of law-making and law enforcement to meet the requirements of national development in the new era, creating "pushes, levers, and fulcrums" to create new momentum, liberating resources and productivity of the private economy...
At the session, the National Assembly considered and approved the Resolution on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; the election date of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Accordingly, the election date of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is Sunday, March 15, 2026. The National Assembly considered and approved the Resolution on the establishment of the National Election Council; elected Mr. Tran Thanh Man, Chairman of the National Assembly, as Chairman of the National Election Council and approved the proposal of the Chairman of the National Election Council on the list of Vice Chairmen and members of the National Election Council.
The National Assembly considered and approved a Resolution on the number of members of the Standing Committee of the 15th National Assembly. Accordingly, the number of members of the Standing Committee of the 15th National Assembly is 20, including: the Chairman of the National Assembly, 6 Vice Chairmen of the National Assembly and 13 members of the Standing Committee of the National Assembly.

The National Assembly considered and decided to dismiss Mr. Y Thanh Ha Nie Kdam from the position of member of the Standing Committee of the 15th National Assembly, and from the position of Chairman of the National Assembly's Council of Nationalities for the 15th National Assembly term to take on other duties; elect members of the Standing Committee of the 15th National Assembly for Mr. Lam Van Man and Mr. Hoang Duy Chinh; and elect Chairman of the National Assembly Council...
In addition, the National Assembly reviewed and discussed the following reports: additional assessment of the results of the implementation of the socio-economic development plan and state budget in 2024; the implementation of the socio-economic development plan and state budget in the first months of 2025; results of thrift practice and anti-waste in 2024; results of the implementation of the national goal on gender equality in 2024; synthesis of opinions and recommendations of voters and people sent to the 9th Session of the 15th National Assembly and the results of monitoring the settlement and response to voters' recommendations sent to the 8th Session of the 15th National Assembly... At the same time, the National Assembly spent 1.5 days to question the Minister of Finance and the Minister of Education and Training.
Ensuring compliance with requirements regarding the organizational structure of the political system.
Responding to reporters' questions about the National Assembly's supervision roadmap when organizing two-level local governments, Vice Chairman of the National Assembly's Committee on Law and Justice Nguyen Phuong Thuy stated that the implementation of the policy on organizing two-level local governments and rearranging provincial and communal administrative units according to the Resolution recently passed by the National Assembly at the 9th Session has concretized the major policies and orientations of the Central Government and the Politburo since the beginning of the year. This is a continuous implementation process with urgent, drastic and quick progress. Up to now, the basic tasks have closely followed the set progress, ensuring the requirements on arranging the organization of the political system to be streamlined, operating effectively and efficiently.
The National Assembly has passed a Resolution on amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam, the Law on Organization of Local Government and a series of other relevant laws and resolutions, to serve as a legal basis for implementing the policy on streamlining the apparatus to implement the 2-level local government model. The Government as well as relevant agencies urgently prepare other necessary conditions to ensure that the 2-level local government will officially operate smoothly and seamlessly from July 1, 2025.
As the agency exercising supreme supervisory power, the National Assembly will regularly monitor, review and evaluate the implementation of laws and resolutions of the National Assembly on this content to promptly improve institutions and policies as well as remove difficulties and obstacles, if any, in the process of implementing the policies of the Party and State.
During this implementation process, if any issues arise that are of great concern to public opinion and voters, the National Assembly Standing Committee will also request the Government to have a detailed summary report on that content to report to the National Assembly for discussion and consideration at the next session.
"The reorganization of provincial and commune-level administrative units is a crucial issue, receiving utmost attention from all agencies within the political apparatus, from the central to local levels, as well as from all segments of the population. Based on the monitoring program approved by the National Assembly, in the coming period, the Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, and the National Assembly delegations will develop a monitoring program. This will be a priority in the near future," said Ms. Nguyen Phuong Thuy.
Closely linking lawmaking with law enforcement.
Responding to questions from the press about the National Assembly's plan to ensure that laws and resolutions are soon implemented, Ms. Nguyen Phuong Thuy emphasized that the 9th Session of the National Assembly has passed a large volume of documents. To implement these laws and resolutions, the Government, the Supreme People's Court, the Supreme People's Procuracy, the Vietnam Fatherland Front Committee and agencies in the political system must make maximum efforts to ensure strict implementation of the laws and resolutions recently passed by the National Assembly.
"The National Assembly supports and creates the best conditions for documents, laws and resolutions proposed by agencies to be considered by the National Assembly, and if qualified, will be passed at the session. Organizing the implementation of laws and resolutions is the main responsibility of the Government, in accordance with the provisions of the Constitution. The National Assembly has assigned the National Assembly Standing Committee, the Government, the Supreme People's Court, the Supreme People's Procuracy and relevant agencies and organizations to promptly implement the laws and resolutions passed at the 9th Session, ensuring close connection between law-making and law enforcement, fairness, strictness, consistency, timeliness, effectiveness and efficiency," said Ms. Nguyen Phuong Thuy.
At the same time, the National Assembly also requested the Government to resolutely direct relevant ministries and branches to develop and submit to competent authorities for promulgation of detailed regulations and instructions for the implementation of laws and resolutions to ensure that laws and resolutions are implemented immediately after coming into effect.
Among the laws and resolutions passed at the 9th Session, many documents took effect immediately upon adoption or, at the earliest, from July 1st to facilitate the implementation of the two-tiered local government model. Recently, the Government has promptly issued 28 decrees on promoting decentralization and delegation of power, as well as redefining the authority of central agencies and organizations, as well as local governments at all levels. Agencies continue to issue necessary decrees, resolutions, circulars, and directives to ensure the implementation of laws and resolutions of the National Assembly. Further implementation is being planned and will continue.

"During this process, the National Assembly, National Assembly agencies, and National Assembly deputies also regularly monitor, supervise, and promptly report to competent authorities any problems, obstacles, and difficulties that may arise so that timely solutions can be found," Ms. Nguyen Phuong Thuy emphasized.
Ms. Nguyen Phuong Thuy shared that this is also an issue of great concern to the Party and State leaders. Recently, the Politburo and the Secretariat have held weekly meetings to hear reports on the preparation for the official operation of the two-tiered local government model; they have issued a series of conclusions to regularly supervise, inspect, and remind agencies within the political system.
"With the close attention and guidance of the Party, the National Assembly, the Government, and relevant agencies and organizations, the implementation of laws and resolutions passed by the National Assembly at the 9th Session will have many favorable aspects in the coming period," said Ms. Nguyen Phuong Thuy.
Consistent views on leniency
"This consistently reflects the principle of leniency in the construction of the Criminal Code of the Socialist Republic of Vietnam from the beginning. For crimes where, at the time of review, there are provisions that are more mitigating or lenient, these provisions are applied. This is also a principle that has been implemented for criminal offenses from the beginning," said Ms. Nguyen Phuong Thuy.
