This afternoon, May 4, Party Central Committee member and National Assembly Secretary General Le Quang Tung held a press conference to inform about the expected program of the 9th Session of the 15th National Assembly.

According to information at the press conference, the 9th session of the 15th National Assembly will hold a preparatory meeting and solemnly open on the morning of May 5, and is expected to close on the afternoon of June 30, in the form of a concentrated meeting at the National Assembly House, Hanoi. The session will be held in 2 phases: Phase 1 from May 5 to May 29; Phase 2 starting from June 11.

The 9th session of the 15th National Assembly is a session with many important contents, implementing the Resolution of the 11th Conference of the 13th Party Central Committee - the Conference discussed historic decisions in the new revolutionary period of our country, bringing the country into a new era, the era of national growth.

At this session, the National Assembly will consider and decide on 54 contents on constitutional and legislative work, including 3 resolutions on constitutional work and 51 laws and resolutions on legislative work; 14 groups of contents on socio-economics, state budget, supervision and other important issues.

At the same time, there are 8 groups of contents that agencies send reports to National Assembly deputies for study, as a basis for exercising the right to supervise and review the contents according to regulations.

Preparations for the 9th Session were carried out very carefully. The National Assembly Standing Committee spent a lot of time giving opinions on the contents of the Session, and organized a Conference of National Assembly Deputies working full-time to discuss the contents submitted to the National Assembly for consideration and approval.

The Secretary General of the National Assembly said that the National Assembly Office has strengthened its direction, proactively coordinated with relevant agencies, actively implemented, reviewed, and improved to further improve the quality of service for the Session.

Specifically, at the session, the National Assembly will consider and approve the National Assembly's Resolution on amending and supplementing a number of articles of the 2013 Constitution. Consider and approve the National Assembly's Resolution on establishing a Committee to draft amendments and supplements to a number of articles of the 2013 Constitution.

Along with that, 34 laws and 11 resolutions were considered and approved. The laws considered and approved by the National Assembly include: (1) Penal Code (amended); (2) Law on Personal Data Protection (if eligible, it will be considered and approved at the 9th Session); (3) Law on Cadres and Civil Servants (amended); (4) Law on Digital Technology Industry; (5) Law on Chemicals (amended); (6) Law on Science, Technology and Innovation; (7) Law on Atomic Energy (amended); (8) Law on Teachers; (9) Law on State Budget (amended); (10) Law on Management and Investment of State Capital in Enterprises; (11) Law on Special Consumption Tax (amended); (12) Law on Corporate Income Tax (amended); (13) Law on Participation in the United Nations Peacekeeping Force (if well prepared and eligible, it will be considered and approved at the 9th Session); (14) Law on Inspection (amended); (15) Law on Organization of Local Government (amended); (16) Law on Employment (amended); (17) Law amending and supplementing a number of articles of the Civil Procedure Code, the Administrative Procedure Law, the Juvenile Justice Law, the Bankruptcy Law and the Law on Mediation and Dialogue at Court; (18) Law amending and supplementing a number of articles of the Criminal Procedure Code; (19) Law amending and supplementing a number of articles of the Law on Promulgation of Legal Documents; (20) Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies; (21) Law amending and supplementing a number of articles of the Law on Credit Institutions; (22) Law amending and supplementing a number of articles of the Law on Product and Goods Quality; (23) Law amending and supplementing a number of articles of the Law on Enterprises; (24) Law amending and supplementing a number of articles of the Law on Bidding; Law on Investment under the Public-Private Partnership Model; Law on Customs; Law on Export Tax and Import Tax; Law on Investment; Law on Public Investment; Law on Management and Use of Public Assets; (25) Law amending and supplementing a number of articles of the Law on Advertising; (26) Law amending and supplementing a number of articles of the Law on Vietnamese Nationality; (27) Law amending and supplementing a number of articles of the Law on Planning; (28) Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Grassroots Democracy Implementation; (29) Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy; (30) Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations; (31) Law amending and supplementing a number of articles of the Law on Organization of People's Courts; (32) Law amending and supplementing a number of articles of the Law on Organization of People's Procuracies; (33) Law amending and supplementing a number of articles of the Law on Handling of Administrative Violations; (34) Law amending and supplementing a number of articles of laws in the field of national defense and security.

The resolutions considered and approved by the National Assembly include: (1) Resolution of the National Assembly on mechanisms and policies for private economic development; (2) Resolution of the National Assembly on piloting a number of specific and special mechanisms and policies for investment in developing the railway system; (3) Resolution of the National Assembly on piloting a number of specific mechanisms and policies for developing social housing; (4) Resolution of the National Assembly on exemption and support of tuition fees for preschool children, general education students, and people studying general education programs at educational institutions in the national education system; (5) Resolution of the National Assembly on a number of special mechanisms and policies, creating breakthroughs in the development and organization of law enforcement; (6) Resolution of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old; (7) Resolution of the National Assembly on extending the period of exemption from agricultural land use tax as stipulated in Resolution No. 55/2010/QH12 of the National Assembly on exemption and reduction of agricultural land use tax, which has been amended and supplemented by a number of articles under Resolution No. 28/2016/QH14 and Resolution No. 107/2020/QH14; (8) Resolution of the National Assembly amending and supplementing a number of articles of the Internal Regulations of the National Assembly session issued together with Resolution No. 71/2022/QH15 of the National Assembly; (9) Resolution of the National Assembly on piloting the People's Procuracy in initiating civil lawsuits to protect the civil rights of vulnerable groups or to protect public interests; (10) Resolution of the National Assembly replacing Resolution No. 35/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city; (11) Resolution of the National Assembly on reducing value added tax.

The draft laws that the National Assembly commented on at the Session include (1) Law on Transfer of Persons Serving Prison Sentences; (2) Law on Extradition; (3) Law on Railways (amended); (4) Law on State of Emergency; (5) Law on Mutual Legal Assistance in Civil Matters; (6) Law on Mutual Legal Assistance in Criminal Matters.

In addition, the National Assembly will consider and decide on socio-economic issues, the state budget, supervision and other important issues.

Specifically, consider the Supplementary Assessment Report on the implementation results of the 2024 Socio-Economic Development Plan; the implementation status of the 2025 Socio-Economic Development Plan (including content on mechanisms and policies to remove difficulties and obstacles for backlogged projects).

Review the Supplementary Assessment Report on the results of state budget implementation in 2024 and the first months of 2025 (including reports on the following contents: Adjustment of the 2025 budget estimate to allocate at least 3% of the budget for science and technology development, innovation, digital transformation and continue to increase to 2% of GDP in the next 5 years and the implementation of tasks arising in 2025 associated with apparatus arrangement, tuition exemption and reduction; the implementation of unallocated estimates of the central budget at the beginning of the year as stipulated in Section VI, Section VII, Section VIII, Section IX of Appendix II attached to Resolution No. 160/2024/QH15 of the National Assembly on central budget allocation in 2025; estimates of state budget revenue in the locality, local budget expenditure, additional amounts from the central budget to local budgets and the ratio of revenue sharing between the central budget and local budgets after provincial merger; the situation of allocation and assignment of expenditure estimates for items not yet allocated in detail as prescribed in Clause 5a, Article 19 of the State Budget Law No. 83/2015/QH13, which has been amended and supplemented by a number of articles under Law No. 59/2020/QH14 and Law No. 56/2024/QH15).

Approval of the 2023 state budget settlement (including the report on the implementation of the provisions in Clause 9, Article 4 of Resolution No. 132/2024/QH15 supplementing the 2022 state budget revenue estimate and approving the 2022 state budget settlement; results of mobilization, use and payment, and overall settlement of resources for COVID-19 prevention and control in the 2020-2022 period; results of handling inspection conclusions and audit recommendations that are no longer feasible due to bankruptcy, dissolution of agencies and units, or death of individuals, loss of civil act capacity, and other force majeure circumstances; the status of tax debt cancellation, late payment, and fines; cumulative results of implementation of conclusions and recommendations of the State Audit).

Review the Report on thrift practice and waste prevention in 2024. Review the Report on the results of implementing the national goal of gender equality in 2024.

Consider and approve the National Assembly's Resolution on the merger of provincial-level administrative units. Consider and decide on the establishment of the National Election Council and the election of the Chairman of the National Election Council; approve the proposal of the Chairman of the National Election Council on the list of Vice Chairmen of the National Election Council and members of the National Election Council. Consider and decide on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term. Consider and decide on the election date of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Consider and approve the Resolution on the National Assembly's Supervision Program in 2026; consider and approve the Resolution on the establishment of the National Assembly's Thematic Supervision Delegation in 2026 (if any).

Review and decide on the investment policy for the Quy Nhon - Pleiku Expressway Construction Investment Project. Review and decide on the arrangement of sources for payment of debts under the Government's responsibility at the Shipbuilding Industry Corporation (SBIC). Review and decide on the investment policy for the Ho Chi Minh City Ring Road 4 Construction Investment Project.

Along with that, consider the report synthesizing opinions and recommendations of voters and people sent to the 9th Session, 15th National Assembly; Report of the National Assembly Standing Committee on the results of monitoring the settlement of voters' recommendations sent to the 8th Session, 15th National Assembly. Conduct questions and answers. Consider and decide on personnel work within the authority (if any).
